Background

The Somaliland National Youth Organization (SONYO Umbrella) is the first and the only nationwide youth umbrella in the country, established on 5th June, 2003. It is a legally registered umbrella organization at the Attorney General’s office and by the Ministry of National Planning and Development, which has the responsibility of management and coordination of NGOs as well as the mandate to oversee the general work of the development partners in the country. To-date, SONYO has a membership of 54 youth organizations from the entire regions of Somaliland (MJ, Sahil, Awdal, Togdheer, Sool and Sanaag regions). It is a membership-based network of organizations with members coming from youth NGOs, associations, and student unions of the accredited higher educational institutions in Somaliland. SONYO Umbrella is an independent, voluntary, developmental, humanitarian and non-partisan youth organization dedicated to mobilize and empower the youth in Somaliland. It is committed to the advocacy and the development, including engagement and employment, capacity building, mobilization, and coordination of the Somaliland youth and the community as a whole. In addition, it plays a vital role in the political, economic and social development and the democratization process in Somaliland.

General Description of Programme and Position

The Youth Empowerment for Peace and Democratic Governance programme is 36-month project implemented in partnership with Interpeace and close collaboration with the Academy for Peace and Development. It aims at promoting Youth Empowerment through and participation in Democratic Governance for Peace, Stability and Development. The overall objective of the Action is to empower Somaliland youth to engage more effectively in and contribute positively to peace and state building processes.

The programme officer attached to this project will be the lead-person responsible for the smooth-running of the Programme. The Programme Officer, under the supervision of the Programs Manager and the Executive Director, will be in charge of the coordination, implementation, monitoring and feedback tracking of this Programme. He/she will work in close collaboration with Interpeace programme staff and other SONYO staff (including the finance department) and regional networks for smooth implementation of the Programme. 2

 

Being an employee of SONYO, the programme officer will be a prominent member in the secretariat and as a result required to portray competence, adherence to the laid policies and effective performance.

Key Responsibilities

The responsibilities required from the Programme Officer will be as follows:

 Responsible for the overall management and implementation of the Youth Empowerment for Peace and Democratic Governance programme.

 Maintain smooth relationship and endorsements with the field staff, beneficiaries and the regional structures of SONYO Umbrella.

 Adhere to the laid policies of SONYO Umbrella, apply Interpeace Participatory Action Research Methodology and ensure consistence with the Youth Empowerment Programme Agreement and Donors requirements.

 Coordinate with the Programs Manager, Finance Manager, Executive Director and the Development Worker on the management and the monitoring of the Programme.

 Record and maintain the documents, reports, data gathering and the correspondences related to the Programme.

 Provide weekly updates, monthly reports, quarterly and annual reports and any other types of reports required.

 Adhere to the laid policies of SONYO and become consistent in terms of reporting, recording, engaging youth beneficiaries and collaborators and endorsing with the authorities.

 Participate in the development of other materials/productions (leaflets, posters, documentaries, etc.) in relation to the Youth Empowerment Programme.

 Manage all logistical arrangements related to the administration and delivery of the training workshops in coordination with the Finance Assistant and Manager

 Carryout any other activity assigned by the Programs Manager or the Executive Director which falls under the Youth Empowerment Project.

 

Qualifications and Experience

 Minimum, a Bachelor’s degree in Management, International Law, Political Science, Human Rights or Development Studies. Post Graduate Diploma or Master’s degree will be an added advantage.

 At least 3 years of demonstrated experience in the field of social work particularly in organizing, facilitating and implementing projects and other capacity building programmes on peace and democratic governance.

 Demonstrated experience coordinating with and training local and national authorities.

 Experience in designing capacity building training sessions and developing relevant materials.

 Excellent interpersonal, intercultural and communication skills.

 Able to work under pressure, with limited supervision, and at times under difficult conditions.

 Excellent organizational skills, self-motivated and efficient.

 Demonstrated ability to work effectively in a team.

 Demonstrated gender sensitivity.

 Strong leadership/managerial skills and demonstrated working experience in a cross-cultural environment required.

 Computer skills: solid knowledge of Microsoft Office, in particular Power Point, Word and Excel.

 Fluency in verbal andwritten English and Somaliareessential.

 

Willingness to travel to different regions and locations in Somaliland.
