HARGEISA (IRIN) – Somalis from south-central Somalia and those in the diaspora have taken advantage of the stable environment in the self-declared republic of Somaliland to put their children through school there, boosting enrolment in private and public education institutions in the region, officials said.
“About 10 percent of 200,000 primary-school children are from south-central Somalia,” Ali Mohamed Ali, the director-general of Somaliland’s Education Ministry, told IRIN.
Authorities in Somaliland allow Somalis from south-central Somalia access to public services such as healthcare and education, despite considering them as refugees.
Ali said: “The late president of Somaliland [Mohamed Ibrahim Egal] said all Somalis, wherever they are from, have similar rights as Somalilanders, except political rights. It is not only the Somalis who are in our public schools; we have students even from the Oromo community of Ethiopia.”
Abdi-Rahman Mohamed Mal, the former education director-general, said Somaliland’s 392 public primary schools had only 2,367 teachers, with 40 percent of Somaliland children having access to education.
Mohamed Ali Warsame, 14, originally from south-central Somalia, is a beneficiary of Somaliland’s generosity. He is a student at a boarding school, Abaarso-Tech, 23km northwest of Hargeisa, the Somaliland capital.
Warsame’s school is one of two high schools in the region approved by the Somaliland National Examinations Board to admit intermediate school leavers. The two schools admit only students who attained the highest marks in their intermediate examinations. Each admits at least 50 students per year.
Civil society organizations estimate that half a million Somalis have sought refuge in Somaliland in the past 19 years.
“At least 300,000 Somalis from south-central Somalia live in centres for the internally displaced in Somaliland while about 200,000 others live in Somaliland’s main urban centres,” Saleban Ismail Bulale, chairman of the Horn of Africa Human Rights Watch, said.
In addition to south-central Somalis, hundreds of those in the diaspora have also taken their children to Somaliland in search of education and cultural experiences.
Khalif Abdi, an American Somali studying at Abaarso-Tech, said: “One of the interesting things I am learning about here is ‘Laxoox’ [Somali pancakes]. I am also learning the Somali language because I have to converse with fellow students in Somali.”
Abdi said his parents sent him to Abaarso-Tech not only for the education but also to learn about Somali culture.
Jonathan Starr, managing director of Abaarso Tech, told IRIN: “We have students here from Europe, Ethiopia and from [the rest of] Somalia; once they pass the entry examination, we admit them to the school.”
Limited resources
With the high number of diaspora returnees and those from south-central Somalia, however, Somaliland authorities have expressed concern over stretching public service resources.
Ali, the education director-general, said: “International donors support Kenya, Ethiopia and Djibouti for hosting Somali refugees but the problem in Somaliland is that the international community does not consider the problems caused by the high number of diaspora returnees and refugees from Somalia… this has limited the provision of education, health and public service as a whole; already Somalilanders themselves do not have adequate public services.”
He urged the international community to support Somaliland to improve its public services, including the provision of teacher training and improving schools of technology.

Mashallah, good to see that stability is improving the lives of many people. I fully support the idea that all Somalis no matter where they are from have the right to make Somaliland their home and in time can apply for citizenship. Its in our culture as a nomadic people to travel and settle wherever we like.
This is the reasons that we the Somalilanders asking those open-minded Somalis to support Somaliland recognition, because what's good for Somalilanders is good for the rest of Somalis. The article above can attest to this.
It's a God-given ability to forgive and forget. This shows that we are Ahlu Bayt, whom the Prophet said they will not take revenge. I hope the people of Somalia will soon realize that they have brothers when they have problems, and get guts to allow us [Somalilanders] go out way, the way we unforgetably wasted 1960, when we join them.
Let them look back from 1991, and what we done for them, we have been helping them, while we had a problem of our own, rebuilding what they have destroyed, and still continue to deny that they have done it, while we pray for them everyday to get out of the quagmire they put themselves.
Also lets not forget that after the war of liberation, Somalilanders never looted anyone's property when they returned to their towns while thousands of homes and businesses in Mogadisho which belonged to us today have new owners who paid no price to get their keys. I think the difference between us and the South is that we understand better that people's lives, honour, and properties are made sacred by the Almighty. May Allah help our brothers in the South to come to their senses.
Brother, as a Somalilander living in S/land why must I carry an identity card? This is my country, my ancestral home. My uncles, aunts and cousins can attest to my identity. No government is going to force us to carry ID cards. Non-Somalilanders however should definately carry cards.

By saying the Somalilanders must be registered too, I meant as S/land National Citizens which differentiates than all non-Somalilanders who must be registered and provided by Identification cards. Don't get me wrong. Cheers.

Mahad, thank you brother. We somalilanders made taubah to Allah after the civil war and He (SWT) forgave us and returned peace to our land. May Allah give tawfiiq to all Somali's to do the same and to live in peace.
Hello Brothers and Sisters of Somaliland, Somaliland is really the best place in the world a great place with stability,peace, development and african nation leading throughout Africa, and Somaliland is a good example of Africa, I am a Somalilander who is proud of Somalilands achievements, and i would like congradulate the New Administration for it's success of fullfing it's promise.
Another nothing in Somaliland, is whenever problem they would always be against no matter, and they are always at fault and using verbal abuse and telling you to take it easy and relax, telling you shaadinka eska nar, haram and totaly unexpectable and arrogrance is high concern and the they are perfect at everything and better then you at everything haram, one thing that is killing somali's especially hargeisaians is lack of Patients, and there is verse in the quran about patience ,we should open and tell the truth, if anyone has a problem we will solve this problem like adults or argue like children.
Somalis are not patient,
how do we resolve this isse now.
There is a problem on Somaliland where people who just get in target who says anything to another person, that person responds or another person for defence, or anything when a person insults everyone no one does anything and those who just are a coward to defend that person maybe there is relationship him or her of that who has been insulted or said offensive things what about everyone is insulted like when mahamed said everybody are nomads and uncivilzed, no one said anything, and when ahlam just yelled at yassin for expresing his view, ahlam maybe got offended, and nish about what he said to zahra, nish you are stupid for talking to a lady like that, and you sir are no gentlemen. ahlam you are a bad person, and try to respond to me if you are man both of you. ahlam you are a coward.
Wow do they don't won't Somaliland disporas in Somalis', and they garbage like why are you does not your country have education or you crazy what are you doing if feels like they don't welcome them, they should be more welcoming by they are somalilanders not foreginers with their ignorance and treat them like second class citizen, and don't even consider them somalilanders. this is shamefull.
