Somaliland:President Bans the Usage of Government Facilities in Electioneering

President H.E Ahmed Mahmoud Silanyo has today issued a Presidential decree N0:  0264/092012, banning all governmental personnel and institution in engaging elections campaign.

The institutions whose personnel and facilities are banned from taking part in the elections campaigning are as follows:

1. All Ministries

2. Armed forces

3. National secret services

4. All Non – Governmental agencies

5. Judiciary

6. National Election Commission-NEC

8. Head of Justice Commission

CC. Civil service

Presidential circular states as follows

The President of the Republic of Somaliland has attributed the banning order to various articles of the with the constitution

In accordance with

  • Articles 90, and 12 section 2 of the constitution
  • Articles 12 of the 2 Amendments of the constitution
  • Article 12 of Local councils and presidential law #20/2011
  • Article 14 of the Amendments of Political parties and groups law cab #14/2012
  • Article 30 of the Local Council and Presidential Law#20/2012
  • In accordance with the to hold elections in time as stipulated in the constitution

The Presidential circular bans the following institutions listed below from engaging in the election campaign;

Somaliland Armed Forces, NGO’s, Civil service personnel, Judiciary, National Justice Commission, National Election Commission, National secret services.

1. Bans the above mentioned institutions from aligning with any political party/organization or in that matter engage in local council election campaign activities covertly or overtly.

 

2. Bans the utilizing of property belong to the public be it in form of cash, Transport vehicles, in promoting activities to related political electioneering

 

3. Display elections campaign related like posters, stickers etc. on Mosques, government transport vehicles, Offices and on buildings housing foreign missions/consulates and international organizations.

    The reality is Somaliland is dead and gone. Where is so called foreign minister Dr Omar now days? The truth is he has no money to even visit Addis Ababa ($300 ticket), his little ministry is bankrupt. They wasted all the money they collected emotional Somalis abroad on travel, their own private homes and foreign men like that Indian from South Africa, so called Iqbal. He was getting $6000 per month from Somalis in the north because he lied to them by saying SL has an embassy in SA…masakiin

    Now people in UK don’t even like the new representative, the one you guys consider an ambassador who only shows up in that tiny hawala office once a day hahahaha.

    Silaanyo appointed him because they are related and no one likes.

    Somaliland is now officially even lower than Puntland region, who are exploring oil.
