Somaliland upper house of parliament today in an extraordinary session Amended cab #20 of the electoral law during a vote presided by the speaker of the upper house Hon Suleiman Mahmoud Adan ending the long impasse on the local elections law.
Hon Suleiman Mahmoud Adan said considering the notable potential obstacles which are categorized into the following the main headings (I) Legal Framework concerns, such as the Amendments of Law # 14 and #20, which affects the ballot paper design and polling station arrangement among other factors given the increased number of political contestants and candidates.
The speaker of the upper house said the solving of this issue today determines the critical process of pre-election activity hence the prologue of early conclusions of legal reform in order to have proper electoral planning and implementation.
The upper house has come to consensus on this issue; of which numerical will be now used to identify candidates in the ballot paper design instead of the pictorial identities as proposed earlier.
The vote was passed by 50 MPs out of the 58 MPs, 6MPs against while 1 MP abstain, the speaker of the house didn’t vote, this new Amendment electoral law paves the way for the long anticipated local elections.
