Somaliland: The History and Achievements of Justice and Welfare Party

Somaliland Republic The formation of the UCID Party emerged from series of political discussions and debates among the Somaliland intellectuals in the Diaspora, particularly living in the Scandinavian countries to sustain the process of state building and democratization process in Somaliland. Engineer Faisal Ali Warabe who was living in Helsinki, the capital city of Finland together with few other Somalilanders initiated the formation of the party. Prior to this, Engineer Faisal was active in the peace reconciliation meetings inside and outside the country. Engineer Faisal eventually became the chairman of the party after the party was officially formed in Hargeisa in 2001. UCID leaders and supporters campaigned hard and succeeded to register UCID as the first opposition political organization in Somaliland in November 2001, after UDUB, the governmental political Organization founded by late president Egal. This is one of the reasons that both the democratization process in Somaliland and the prevailing peace is highly attributed to the UCID party and its leader, Engineer Faisal Ali Warabe. There was a consensus among the UCID party supporters that since 1960 Somaliland was suffering from lack of proper leaders having leadership qualities. Vision Justice and Welfare party (UCID) is a center left party which has many similarities with Scandinavian social democratic parties and other western European countries. It has a broad and comprehensive political programs aimed to transform Somaliland society from impoverished, war-torn, and underdeveloped country to a modern social democratic state. Welfare and Justice Party is a reformist Democratic Party aiming with the embodiment of Islam and ethical socialism. UCID policy objective are: to make Somaliland a modern democratic welfare state which brings national policies closer to the people, to strengthen the human rights of every citizen and, to make the government more responsive, transparent and accountable, The above factors are meant to produce a society based on equality and justice for all its citizens. Achievements of the Party UCID party had contributed many new ideas to the country, since most of its leaders and supporters resided some period of their time, educated and worked in the developed industrialized Democratic countries of Western Europe. UCID leaders have been inspired and encouraged to introduce these values to their system of governance while the party is taking into account Islamic values and teachings as well as the tradition of the society (social contract – xeer). Many of UCID leaders went to universities in the west and have learned the history of the democracy of these countries and their different ways to successful social and economic progress. There is also good Islamic background not to lose the balance, since the Somaliland society is 100% Muslims. Specific Achievements of the Party UCID party had vigorously campaigned for the peace of Somaliland and played an active role in the Somaliland Peace Committee of 1994/ 1996 at the wake of Somaliland’s domestic war, the current chairman of UCID was a member of the committee and its spokesperson. UCID supporters played a crucial role in the Somaliland\s Constitutional Referendum in May 2001, which 97% of the electorates voted for the democratic constitution which enshrined the independence of Somaliland and the multiparty democratic system. UCID had again fought strongly to implement the constitution and the introduction of the multiparty system to the country. Many Somaliland politicians were reluctant to introduce political parties at that stage. These politicians were willing to continue the system of Grand clan assembly of Shire Beeled. The system have the ingredients in hindering Somaliland government to make any decisive decisions for social development and progress. The traditional leaders began to undermine the weak infant government whenever they saw their personal interest was threatened. At times, some of these traditional leaders even endangered the very existence of Somaliland by participating without the mandate of either Somaliland government or its people in the so called Somalia reconciliation conferences organized by the International Community for the Somali factions and warlords. UCID Party succeeded of having 21 seats in the parliament as a result of the parliamentary election. More importantly, UCID Party succeeded in winning the chairperson of the Somaliland parliament and Abdirahman Iro, one of the founders of the party became the chairperson of the Somaliland parliament. This was a huge success for members and supporters of UCID inside and outside the country. The party has already achieved tremendous victory in the local government elections whereby the only female in local government is from UCID party. On many occasions, the party and its leader, Engineer Faisal Ali Warabe was a catalyst, mediator or instrumental in the political disputes and contributed a balancing actions and decisions. For instance, UCID party contributed on the solution on the impasse after the presidential outcome in 2003. This step was very important since, the other opposition party (Kulmiye) was not ready to concede defeat. Somalilanders still recall the significant statement of UCID party on that historical juncture. On another occasion, the country remembers the crucial debate regarding the extension of term of the president when this term expired in mid-2008. It was UCID Party which is credited to the settlement of this important national issue. UCID party campaigned for the registration of Somaliland citizens while other political parties were either skeptical or unwilling to its introduction and implementations. The foreign sponsors of voter registration system very appreciated the role of UCID party in this regard. The party and its leadership have undisputed record of campaigning for the recognition of Somaliland. They participated and lobbied in many international conferences, in North America, Europe and Africa. UCID is engaged charitable institutions and programs by making provisions to the disadvantaged and needy. UCID grants sponsorship to a number of university students from different sectors of society especially from minority communities and women. UCID party encouraged, motivated and inspired Somaliland intellectuals in the Diaspora to be active in political and social participation in their country. UCID party embarked institutionalization of the party from the bottom. Even the international observers characterized UCID as the only political party with political structure and ideology in line with the modern western political parties. Because of the attraction of its program, UCID has attracted thousands of women and youth nationwide and they have already contributed to the achievements of the party. UCID has established international cooperation with international socialist (IS) networks and others. UCID is the only political party in the country that has distributed thousands of written copies of the party’s political program after holding seminars for supporters especially youth and women UCID has received invaluable awards from different sectors of the Somaliland Non-state Actors (Civil society) SONSAF where the latest has been received from the Somaliland minority organizations (Gaboye Organizations).     We have so many political party it would be interested to see a unionist party as well. I wouldn't make crazy Kayse the head of such unionist party because he would chase everyone away with his troll comment lol but I would rather appoint Allemagan.

    I haven't really seen any isaaq unionist in SomalilandPress except one or two. I was thinking are there any isaaq out there who hold unity view if so can you please share your views.

      Unity View which is independent of the "Koonfur unionist idiology".

      I can assure you in 1960 ONLY Somaliland and it's population were prepare for a REAL union as EQUALS. Incorporating ALL 5-regions.

      - It was easy to entrap Somaliland because they leaped at the UNION opportunity without any conditions.
      - It was easy to continue to oppress them when they raised grievances of mistreatment as early as 1960.
      - It was easy to undermine genuine concerns and create the "anti-Unionist" label as early as 1961.

      The 5-Regions instead of uniting witnessed the consequence of the 1960Union between Somaliland & Somalia. What they observed to this day prevents Kenyans, Ethiopian and Djbouti somalis ever being interested in any form of UNION!!!

      52Years of Suffering as a consequence of the greed of Somalia-politicians NO we are no nearer any political movement in Somaliland that can justify a UNION revival. The History of UNION in the minds of the Somalilanders is one of:

      - Pain
      - Suffering
      - Torture
      - Theft
      - Mass Murder
      - Starvation
      - 1st Mass Migration of a Somali population

      I can assure you there is no future prospect under any circumstance where Somaliland will voluntarily enter into any form of Union WITHOUT first achieving 100% Complete independence and recognition of it's 1960 borders with which it entered the DAMNED-UNION.

      There is a higher degree of awakening UNIONIST sentiments ONLY in a post-recognised Somaliland where then the Somaliland government can be constructively criticized and NO longer has the opportunity to HIDE behind the pursuit of RECOGNITION. In my view the 22years of lack of recognition has only further polarised the Somaliland population and created a common ENEMY that stands in the path of progress, in the path of development, in the path of job creation, in the path of wealth generation, in the path of proper governance… Lack of recognition is a barrier which protects incompetence, poor leadership and inefficiency. Furthermore the critical component in reviving UNIONIST sentiment among Somalilanders has a prerequisite a PERIOD of healing where the population no longer needs to FEAR Union.

      The people who FORCE the UNIONIST agenda are the biggest Detractors of the UNION of the 5-regions.

      5-Regions equally respected and valued along their ORIGINAL borders of 1960 is the only way to BEGIN a Somaliweyn revival… the only genuine way!

        What you have said are all true stories, but the question is, does our young lady "Amal" take all these facts into account? Amal seems to have been misguided by some opportunists of Somaliland origin. Also what Amal doesn't know is that the Somaliweyn ideology is no longer exist and had gone with the wind long time ago and it was replaced by clannish politics. Look at what they are now calling the Federal Republic of Somalia which means that each clan should crave its own area as a Federal State.

          Buuxiye makes some good points and I respect his and other die hard pro-separation views. I'm not misguided Dhuguse but we can just be part of one nation, Somali nation. Look these stupid borders, some white men put it there yet did not even honour it when they give recognition to South Sudan that had no colonial borders so there borders maikes no sense to me. Why can we just be part of one Somali nation and remove the borders like a confederation where we share foreign policy, military and economic union. Something in the middle that brings divided Somalis together and work together.

          The world now knows the Somaliland case and we can have a dialogue with Somalia where we can put conditions, ask for our fair share of power and anything else like prosecuting former criminals who did crimes against us and others under the watchful of the IC.

          Look Somalis are one okay, we should just work together and build a powerful and prosperous unitary confederate state.

          I respect your views but that's what I think.

            ps I know some Somalilanders hate the word Somalis are one lol but we are homogeneous nomadic people with big land and sea. Sometimes the masses are not always right you know, look in 1960 the masses just threw themselves into the south without any precautions because the were driven by blind love, now is the same situation.

            Anyways adeer, I just hope for the best for us all whatever we decide.

            Somaliland once tried to make one Somali nation without preconditions and we all know that our efforts to achieve that dream was terribly failed, and personally, I don't think such dream of Somaliweyn will not come true in the foreseeable future or during our lifetime, simply because neither Djibouti nor NFD want to be part of Somaliweyn, then why should we always dream about Somaliweyn. Besides, what did Somaliland gain at all with the voluntary union that Somaliland initiated in 1960 other than systematic genocide, backwardness and complete destruction of our cities and towns?

            In regards to your suggestion of confederation, I don't think it will work either unless Somalia acknowledges that Somaliland was a separate country and has every right to make her own choices. In other words, I don't understand what you meant "die hard pro-separation view". Do you consider the majority of Somalilanders as die hard for their views? I thought that Amal would respect the wishes of the majorities. Anyhow, what I can say here is that Somaliland is not going around to beg her hard earned sovereignty gained on 26 June 1960 from anybody, and anything less than that I afraid it may lead to another bloody war.

          Kaboon looooool. For the record, I've seen more dark people in Hargeysa than the north and I've seen more people looking like apes in Hargeysa than Mogadishu. That's fact! It's funny while the south is more lighter, they don't even brag about it. But the north who look darker and more less Somali brag about what they aren't. On the language, you must be retarded to say that you have a different language than the south. There is something called accent idiot. You guys seem to talk about the peace you had for the past 20+ years. But what is peace when you still behind Mogadishu who had 20+ years of war? You couldn't even build Hargeysa into a city, instead of the village it look like. loooool You guys (Is@@Q) are beyond pathetic honestly

The diaspora are floating in Mogadishu, Somali business leaders around the world are setting up project in the south. All that started this year. You (Is@@qs didn't even accomplished half of what the south accomplished this year in terms of development. No wonder the international community sees you as a burden on them. They realized how wasted you guys really are. All you guys are good for is chewing khaat and chanting Somaliland on the internet. loooooooooool

    @ amal. Why you think only isaaq can solve the unioinists issue. Why not Jubaland or Put;and or harti or manny who use Somaliland as there voice? Many within the so called Somalia are reprresed or have interests outside Somalia. To the dismay of IC who may have an only interest within Somalis but others seem to have messed with their original intent. Somaliland British join with Somaliland Italiya to make Somali republic but Djibouti leaves this union much like the Ethiopian and Kenyan Somalis before it. Does it mean more Somalis leave today or more join. You're guess is as good as mine. The Five stars of the blue flag is being destroyed each era it seems. Should we be abound like others wish or keep on???? Why shouldn't we leave like others???

      Walalo everyone has their believes and views and yes every era Somali unity is being destroyed and we can stop that. Djibouti refused to join (which really ruined our plan) but maybe they might join us in the future if we become successful. I believe we can have Somaliland state of Somaliweyn, we can get our hawd back too and put that into our state collection lol Walaal Somaliland-Somalia were in a union for 30 whole years I just think that Somaliland's separation will only add on to the already existent division and we can bring back the Somali glory together. I believe we can demand for good power sharing, a one that stretches from South, north and to northwest, we got huge land. I just think we should never base our judgment and decision on emotion, look Somaliland only decided to separate in 1991 and that was when there was a fresh wound and the south collapsed and fell into piracy, terrorism etc.

      I don't want any Somalilanders getting into a heated debate with me but you seem a mature person so I don't mind conversing with you and hearing your views. God knows I could be wrong but I think we can have a successful union, we can stand for something bigger.

        Somalia assigned itself 90MPs
        Somaliland was expected to have 30MPs

        Djbouti would have been given an allowance of 10MPs
        NFD 10MPs
        Kilil 10MPs

        The Italian Mafia in Moqadishu wanted to hold 90MPs where all other 4-Somali REGIONS were expected to be happy with 60MPs. THIS is why SOMALIWEYN FAILED…

        THIS is the hidden agenda that caused all other 4-REGIONS to loose faith in SomaliWeyn. Somalia-Italia wanted to manipulate the POWER sharing at an early stage to hold both PRESIDENT, PRIME MINISTER and SPEAKER of PARLIAMENT. In addition Somalia military personal awarded themselves fake titles of Generals, Captains and Colonels without earning such ranks… Most senior Somaliland armed personal were at best Lieutenant. All the Senior Military post automatically went to the Faqash… no wonder they were so useless and wiped out when the real battles occurred in 1977 Ogadeen wars. All the Victories were by Somalilanders while the Faqash ran for their lives.

        In order to create SomaliWEYN the people who destroyed it must be the LAST to join it. REMOVE Somalia from being the Epicentre of SOMALIWEYN if anyone is every going to trust this concept.

        5-REGIONS each with 20% stake regardless of:

        - Size
        - population numbers
        - Wealth
        - political status

        Otherwise Djbouti having the smallest Geographical area and population will not have an incentive to JOIN SOMALIWEYN.

        FACT is Somalia with the Largest Population and Land Area is not ready to be EQUAL to Djbouti with the smallest population and Land area… :) :) :)

        Please stop dreaming for your own sake…

    I have to agree with 'I Jama'. The term unionist has been so diluted it has lost its meaning. I find it funny when people from Somalia 'Proper' talk about unity with Somaliland. I always tell them to forget Somaliland and unite with yourselfs. If they did this I would guarantee that Somali would not be the basketcase it was been for the past 20 years.

    Another thing I don't get is that they are in so much sh*t, with foreign occupation and what not, why do they want to even think about Somaliland amazes me. Hopefully they shall see the light.

Their embassies are lining up in Mogadishu while Hargeisa counts their NGOs. Masakiin. 21 years of lies and waste of time and ridiculous habaro parties.

    Politically Ucid Party is in good position with the other high graded Kulmiye and Udub Parties.
    Here though, doesn't mean that the new 6 parties are lacking behind. Senior Engr Faisal
    is all set to enjoy his Ucid since he's also a close ally to Ato Silaanyo in the same way that
    the former President Riyaale has good working connections with Ato Silaanyo.
