Somaliland: The structure and function of Somaliland local government

Up to the destruction the central government of Somali the infrastructure on economic growth and basic elements of government has become devastated, public service delivery, primary health, education, social activities and economic growth status of the country demolished, the country become state with out government , government centers and some places of the country were seized military based on by clans, after long waiting discuss there are several nominated government which are not completely success the peace and stability of the country

Somaliland separated from Somali in 1991 when the sayid bare region through out the power, Somaliland become independent country which is know as republic of Somaliland back looking the brief history of great Somalia, by the year of 1960 Somaliland colonized by British which was super power at that time, British were know Somaliland as protectors in 1960 the government of Britain allowed to give independent to Somaliland from british on the other hand Somali Italian colons were give independent to Somalia and then the two country was joined to create great Somalia on bring the remaining parties of Somali states countries which are (Djibouti, North east(Kenya) and resave area(Ethiopia)) the objective of union was to create the establish the great Somalia, when the officials of Somaliland representative realized the objective they agree to join south Somalia and building Somali central government

Apart from the briefing remaining the Somali history, during the last two decade year there is no strong central government of Somalia, while Somaliland bring peace in democratic way of election on stability security and rebuilding its institution of government one strange remarkable issue that Somaliland has fulfilled the last 2 decade year is democratic election of government system in transparent way of election and accountability

The concept of this article is to exhibit and illustrate the structure and function Somaliland local government in terms of  implement the public service delivery among the community, since the local election of Somaliland is near and going to be held in this year, there fore I would like to elaborate and clear define the real meaning of the local government (LG) and the function that responsible for, I realized most of the community has not clear concept what is local government and even some of the local government candidate because the local council is the main machine of the government building structure.

The upcoming local government election of Somaliland is the second election of LG that free elected by the candidate of the local council in terms of free and fair election and their term of the office is five year as the mandate of the law of local election reveals

As early theories of local government directed view in different forms of theories are early advocate perspective theories, post war reformer perspective and localist theories, the most advantageous one that modern world use is localist, this theories focused the need assessment of the local community and population by priorities the need in putting rank

The localist theory of local government concentrated to implement the public service delivery system which is primary health, education system, water, electricity and sanitation approached and finally the designs in structure of the city in beautiful way therefore I like to use this as health prospective idea

The role of the local government in Somaliland according to the international perspective

Local government is main machine of the government as I illustrated early in the article but let me remaining you some important role of the local councilors according to the modern theories of local government

• To implement the all public service delivery in decentralized way delivery community in terms of their need – primary health, education system of the local village , primary health, water improvement, enhance the electricity and design town plan
• Building ground in the villages to play the team of the schools and establish policing community
• Arrangement of the village into constituents defined by it level and number of the population in that area and each constituent has specific committee
• Cleaning and improving the sanitation of the city by putting direction and stand roads which mention the historic events of the country
• Establishing policing community in every village contents it member and chairpersons of the village
• Accountability and transparent distribution service among the community in the city whether it will water, electricity and hygiene sanitation and other public social issues e.g. ground and stadium
• Decentralized authorizes to every constituents whether its administrative functions and budgeting system

 

The structure of local government of Somaliland

I don’t like to determine the structure of local government of Somaliland but to display the international accepted recognized, according to my knowledge of this field, sharing this structure is based on two aspect which are political structure and administration finance structure which know as decentralization (the word of decentralization mean local government in terms administration finance budget and political system) the following structure is most prefect structure of local government administration

• The structure(rank) must be decentralized in terms of the budget, mean the elected local councilors must allocate and set the annual, semi annual and quarter budget this one point of the structure (free from central government)
• Election must be based on constituents and the elected member must be back on constituents  means behalf of that specific area
• The political administration must be devolution or decentration system of the local government, means central government or state government must not be involved powered what administration of local government and setting their budget, this is very important for the structure of LG
•  Member must elected not select and the member going to be mayor clear defining the he will be mayor if he elected and early mention and he is mayor candidate( electing among the councilors after the election happen because this is easily to dictate the other member of the council so this approach is not good as happen –Somaliland
• The information and communication must be decentralized and all activities must be duties and responsibility
