Somaliland: SSC militia begin peace talks with Somaliland Government

Widhwidh (SomalilandPress)—A well attended peace conference began today in the town of Widhwidh between Somaliland Government officials and members from SSC militia that has been disputing with Somaliland Government’s presence in Sool region. The official peace treaty negotiations that President Ahmed Mohamud Siilaanyo offered to SSC militia have finally begun after months of delicate negotiation by Somaliland officials and elders from the Dhulbahante tribe that inhabits parts of Sool and Eastern Sanaag of Somaliland.

Representing the Government are Dr. Abdi Aw-Dahir (Minister of Livestock), Mohamud Hashi Abdi (Minister of Aviation), the Presidential spokesman Mr. Abdillahi Mohamed Dahir (Cukuse) and members from both House of Elders and Parliament. Several military commanders and more than a dozen of elders comprised the SSC side are present at the conference meeting.

Dr. Abdi Aw-Dahir opened the conference by first thanking all the delegates for being present at the peace conference. Dr. Dahir went on to state that his government was there today to listen the grievances that SSC members have and see how to achieve a lasting peace. Abdirisaq Hassan Ismail who is the finance director of SSC also spoke at today’s event where he expressed the concerns that the Dhulbahante people have with Somaliland Government. Mr. Ismail went on to say that his people feel marginalised and that currently are not receiving their share of power in Somaliland and therefore it is very important that the Government pays close attention to this discontent.

The peace conference is expected to last for several days with security is being provided by the Somaliland National Army based in Widhwidh. Thus far peace conference is being welcomed by all sectors of Somaliland and also the Diaspora community.

    Very good news for our people. Peace is one of the main pillars of life and I really welcome this move. Let put our differences a side and concentrate on our development as Muslim brothers. I urge for both sides to exercise respect and compromise for the sake of our people. May Allah guide us the right path.

      I think I know which beef you are referring to! To explain, the SNM and SSDF had Dhulbhante members. Secondly, SOME Dhulbhante, as sad as that sounds, were PRO SAID BARRE!. The sub-clans that weren't signed a non-aggression treaty with the SNM; which they both honoured. The OTHER pro-said group, on the other hand, received weapons and were told to attack the Habar Jeclo; which they did. Said at the time wanted to destroy the Isaaq all together. He even told the Ogadan to kill Issaq and take their lands, since they had no land of their own (Ethiopia owns Ogadania) and they tried. Long story, but those Dhulbhante sub-clans followed Said based on greed and tribal affiliation (Darood). The result was the entire Isaaq tribe got involved and the result was sad. They were rough times and I can not justify their actions, but it takes 2 to start a bitter conflict. The Ogadan (some) wanted to take land, because they were too afraid to liberate their own and the Dhulbhante (some sub-clan) followed said for their own selfish reasons. Furthermore, the Issaq dominated regions were utterly destroyed while the SSC was spared for the most part. People who the Issaq thought were their brothers in culture and religion were systematically exterminating them on a tribal basis- bombing, pillaging, raping etc.

      In all fairness, let us put all the damages inflicted by both Isaaq and Darood tribes on the scale (money, blood everything) then tell me we who needs to apologize to who? Now more than any other time, the issaq people are in a strong position to pursue old transgressions and YOU know this well, but we just want peace and to build our shared region!

      The past is the past and today is a new day for a fresh start. Let us focus on this and leave yesterday for Yum Alqima

    Negotiations, discussions,debating, compromise all these characteristics are found with in rational human beings therefore i welcome this talk between the government and buuhoodle elders.

    As i believed before Buuhoodle people are victims of foreign agents who are not considering the interest of that people,, i'm congratulating the government of somaliland for addressing directly to the traditional elders and find ways of finding solutions for the little misunderstanding with in the region.

      Enough with war and destruction that these people abroad have been causing in Somalia and Somaliland.

    you right much of the dhulbahante politicians are diminished by the powerful global terrorism networks which have strong financial and other tactical mechanisms.

    however, for the sake of the recent global situation changes both alshabab and other affiliated groups in the horn of Africa are in great collapse and voice of elders and politicians will once reheard again.

    at the end of the day dulbahante are our brothers not only in Islam but by blood and issaq and darood is just the name but in reality they are the same people who all their life inter-married so if such problem and disagreements occur then it MUST be addressed peacefully. I hope that this peace meeting is a fruitful and lasting one inshAllah

    I am kind of optimistic person in general, but when it comes to Dhulbahante, I am not that optimistic for a one simple reason, Dhulbahante has too many problems within and without and unless we address both issues simultaneously, fruition is hard to come by.

    I suggest there must be a separate conference running parallel the buhoole one that addresses solely the dispute and grievances within Dhulbahante clan and work towards bringing overwhelming majority of this clan to be on the same page and have genuine reconciliation within them. I know this is tedious and time consuming but it pay back in the long for Somaliland. As Somali saying put it. “Libaax nin ganay iyo nin galaday kala og”. If you disagree with me, please just visit the numerous websites run by people from sool region such as Widhwidh.com, Boocame, Horufadhi, Jidbaale, Holhol, and many more. You will notice how Dhulbahante themselves are world apart and that is a major problem for Somaliland, and if we do not address this important issues, half of them will support Somaliland and the other will remain anti Somaliland as always and the problem will stay the same.

    If Dhulbahante could solve their own problem, they will have done it long time ago, but they can’t and it is quite clear that they need a very substantial outside help. Can we do it and have the honesty, intelligence and patience to bring it to fruitation? Remember if we help them today, they will help us another day and Somali idiom put it”Bowdo Rag Maalinba mid ba Qaawan” and our lord is our witness.

    This is how the people in the North should solve their problems unlike our people in Mogadishu who are trying to solve their problems with guns. I think people should support whom ever stand up for the good will to have peace in the future. The agreements that come out from this gathering will may help these communities to live in peace not only in the North but Somalis in general; however, the heart of the conflict is that people in that region are against the present of soldiers and want these soldiers to leave there land.

    My advise is first soldiers should be out and Dulbahante should pick their political future. If that is impossible, I'm afraid this will even get worse than previous problems that some clan gun men from both sides fought even an Ed day. Those people who blam others for everything like an agreements were broken need to know it Mr.Siranyo's administration who did it for the sake of security what so-called British boundaries. From know on people are tired to see fighting and people should let these communities live side bide side regardless Somaliland and Somalia. Don't people see every Somali clan occupied certain area and that has to be respected. It the time to abandoned British borders to have lasting peace.

      I think you misunderstood what the conflict is all about. No one is occupying or taking away the land which is inhabited by the Dulbahante clan, but all this trouble is about the political future of the Dubahante people. Do the Dulbahante people want to be part of an independent democratic Somaliland the way they were prior to the 1960 unification or do they want to join the chaos in Puntland and the South?

      First of all, no one calls the Dulbahante faqash. Certainly I never heard of anyone in Somaliland calling them by such a name. We call faqash those who were supporting and fighting for Siyaad Barre and his henchmen and massacring our civilians.
      Secondly, the government of Somaliland is elected by all the citizens of Somaliland and serves no one particular group or clan. Its is and should be about improving the wellbeing of its citizens. Taking part in the political process is open to all want and I welcome any capable and educated Somalilander to run for office and make a change.

    snm did crimes against humanity?! the snm you are talking about where freedom fighters in which with the help of Allah prevented an ethnic or tribal cleansing of the north when bombings were shelling on the civilians they took arms and sacrificed their blood to retaliate and prevent killing and everyone knows this and history knows this they were like mujahideen . Even many soldiers that were captured by them after the war were released but i'm sure civilians of the darood in the north died too after all whenever there is a war there will always be civilians dieing and there will always be individuals taking their aggression on civillians and may Allah forgive all the civillians who were wrongfully killed. each individual will be judged by Allah at the end of the day.

    this is is not between snm and ssc , snm was fighting the barre regime and it is history but this is between the government and ssc or issaq and darood that need peace agreements . So let me conclude putting the past behind and looking to the future is what we need.

    let me also add that, if the somaliland government does not treat the people of sool and give them their share of power in the government and equality nothing will work and i support when a group of people stand up for their right but not with the gun. Anways this meeting is a step but achieving peace and negotiation is a long process i believe not just one time meeting. Long process includes meeting each-others requirements

    All Somalis including those in Somaliland have a very distorted idea about what power sharing is and what the role of a minister is all about. A minister is not someone who is appointed to fill the covers of one clan or region. Giving the minister of finance to clan X does not mean clan X will have the right to devour all the nations revenues. Power sharing means proportional representation. It means one man one vote. It means a region or a clan gets its fair share of seats in parliament so that they can be part of the decision making process and have their say in the formulation of legislations. It means a region or clan gets its fair share of the development budget and investment. It should not matter if a clan whether minority or majority
    ends up getting five, ten, or all the ministerial posts in the government as long as the individuals concerned are loyal citizens, well educated, and competent in their respective jobs.

        Where did you get that fairy-tale that this was the ONLY reason we kicked Said barre. There was many reasons:

        1) He was a First-class Dictator: you have no right except what he tells you to have.

        2) He did not allow developments in the Somaliland, like hospitals etc, infact a group of young men my family knows were put in prison because they wanted to fix the old British hospital of Hargeisa by bringing outside experts since it was stinking and disordered.

        3) Our money and investments were taken and our banks emptied and shifted South to Xamar.

        There are sooo many reasons why including the fact that majority of Southerners aka Hawiye who was oppressed wanted to get rid of him.

        Is it not enough that his government was based on Haraam aka Communism? Wuxuu odhanjiray '' IImaanka lagaa qaadyeey''

    it is due to the liberation of snm that led them to be seen and known as heroes. However, like the majority of people they were not angels and when the young men were armed to fight the barre's regime some of them would take their anger at civilians in the far north who shown their allegiance to the barre's regime which is wrong and like I said that is the sad consequences of war. The problem started of by barre who not only killed but who put hate amongst the clans so that every clan could only show their allegiance to him so he can be powerful and make the clans hate and not trust each-other so I understand where you are coming from and if members of snm did such appalling behavior then those members and individuals are the same as siad barre. But what is amazing is that when siad barre was over thrown and when the war was over the snm group was disarmed, and no revenge did the issaq ever asked and will never ask except some who are sick.

    But in reality there were and there are both good and bad people in every clan at times of war and at times of peace so the somalis in general should plan steps to move forward. looking back at who killed who will only exacerbate the problem we have.

    Firstly, Somaliland press did not just delete your comments. They deleted mine as well, since my reply as just as provocative as your claims. However, since you feel motivated to continue on this petty game I forced to reply to you once again.

    1. During the old days, some Dhulbhante sub-clans were pro-Said Barre while others remained loyal to their regional brethren. In the past, Said armed some Dhulbhante groups and told them to attack the Habar Jeclo. These Dhulbhante initially succeeded and defeated the Habar Jeclo; however, soon after the other Isaaq tribes got involved to even the odds. The result was a miserable defeat for the Pro-Barre Dhulbhante groups.

    2. The SNM and SSDF consisted of Dhulbhante and so saying SNM this and SNM that is nonsense.

    3. Some (can't remember exact sub-clan) Dhulbhante signed a non-aggression treaty with the SNM that were fighting against Said Barre and both sides respected this.

    4. The Dhulbante and Ogadan sub clans that did fight against the SNM (including some of their own clansmen) were supporting Said Barre, because he was a) Darood and b) he promised them our lands once we have been exterminated, but Allah(swt) never gives victory to the corrupt.

    5. As for Gadbursi or rar Awadal they were pro Barre at the time as well. The last president, Rayle, was the boss of torturing and has intelligence background. The crimes committed by the Gadbursi was informing the old regime about SNM movements in the region and many SNM fighers died due to this treachery.

    6. Only 1 man from the entire Gadbursi tribe fought with the SNM and his name was ABDULRAHMAN "tulwa". Tulwa meaning the man without a clan, since he stood alone. Once the SNM broke Said's DOGS they turned their sights to destroy the Gadabursi, but decided to spare them in the end. This man "tulwa" was so respected and loved that when he requested forgiveness for his people the SNM turned back.
    TULWA is till alive and living in Hargeisa the last I heard and many who knew him will tell you the same story.

    NO APOLOGY WILL BE GIVEN EVER!

    I understand your point, the most competent person should get the job….. and I agree… .. a Dulbahante politican like Ali Khalif Galaydh who served as Somalias former Industry Minister and Prime Minister is competent enough to become Somalilands Interior Minister or president.

    how can you compare Dulbahante with Issaq clan in Somaliland? 18 minsters in somalilands government are Issaq, the 2 chairman out of 3 political parties are Issaq, the president is Issaq, the commender of police is Issaq, the commender of military and all generals are Issaq, all the government money goes to Issaq cities…..

    50% of Dulbahante clan died while trying to liberate Somaliweyn while other clans was working for the british colonists ( ……) they are not going to leave Somalia for fun…..

    regardless of what happens Dulbahante and Issaq will not be separated, Issaq is our spouses, Issaq is our children, Issaq is our mothers, Issaq is our friends and oncels.

    Okay people let us open our eyes and hearts not to defend any one or group who committed crime against an innocent people for clan favour . If we try to cover up the truth, it may one day destroy us. Snm fought Bare that is right but they were also clan minded people as well as the rest of Somali rebels. Group like Snm lost credibility after they cross-over to other people area such as Adal region. People in Adel didn't fought Snm other than few Nur Yonis who tried to defend their lands from invaders. Now it's 20 years later and it will be useless and dangerous to called them mujaheddin since they fought or murdered other Muslims. Muslim killing another Muslim can't be called Mujahid under any excuses. Simple people need to live together in peace and we (people in the North) should give any action of peace a chance. Every clan or Northern community should pick its future and we all live up with that. But it will be mistake to participate peace just to expect Somaliland interest.

If they wanted to could have killed and expelled all the Dhulbahante,all the Gadabuursi all the Midgaans all those who were WORKING with the Siad Barre Government. But no, they didnt killl them or kick them out, to this day, the Dhulbahante know that SNM spared their lives that is why you have silly groups like SSC running around becuase they havent been slapped down yet, dagaalki iyo dhibkii muso gadhin. Thats why.

      So before anyone wants to talk bad about SNM, let him ask himself why is he safe in Somaliland and his family still lives in Somaliland? Because SNM FORGAVE the munafiqeen who were back-stabbing them.

If SNM paid back and avenged what happened to us we wouldn't be having this conversation now. After a complete destruction of our country and 50,000 death by Siyaad's army with the aid of South African mercenaries, the aftermat looting of our homes and the livelihood of people contributed and perpetrated by the very enemies within, adding insult to injury for yet twisting the knife in our heart, mercilessly, how dare any one of them point a finger at SNM. They know who they are.

    FYI when some of the SNM wanted to avenged what has been done to us and they were right and walk all over those who had done us harm, the wise among us said: NO. We don't want to do what fought aginst. Put it to rest and let us move and let unite the nation. Intaasina waa intaannu idinka cqli badan nahay. So, don't give us that cheap talk of SNM committing mass murder.

    Yes, we agree on the fact that some elements of SNM solders committed crimes, but we have to also mention the role of the people of Borama. I was one of the people who actually fled to Gabiley from Hargeisa and after 2 weeks, I was forced again to go to Borama and you can't envision how intimidating and patronizing it was to enter and exit from Borama, let alone to stay there as an Isaqi. I was only 16 at that time and did not knew much about any tribe, but I was forced to learn the Gadarbursi clan tree so that I could be allowed to enter the city. Many Isagi's where massacred in the city, while hundreds of others were incarcerated. And I have not revealed the prowling. The act of killing humans indiscriminately is cruelly and I am not condone it, but what I am saying is simply: WE SHALL TELL THE TRUTH, THE WHOLE TRUTH OR SHUT UP FOREVER. In other word, Let's not throw out the kitchen sink on each other.

The whole world knows Somalia as one unified country and that the first blue flag of the republic of Somalia was flying in Hargeysia on June 26,1960 before that it was British flag that hanged in there. Down with SNM, Siad Barre regime, even tho Jalle Siyaad was great leader but the end of the day he was another African Dictator! USC,SSDF, SPF, Whatever other clan based political group they all committed crime against people of Somalia not just one tribe but all Somalis. Anyone who believes that all Somalis are brother in blood, spirit and mind and that the Unity of our people is backbone and successes of our nation will agree that we must reconcile and tell our self's that the crime committed against my brothers and sisters is more important then the wish of my clan or tribe.     lets not be divided an be one people and one nation wish is SOmaliland, it doesn't matter if you are Darood or ISsak or Samarone or Issa or any other tribe from Somaliland. This meeting between the two partie can be an example to all other african tribes who are in war between each other for no concreat reason.

    I am Issak but I love the Darood people, so lets leave the pass for what it is and learn from our mistakes

    No body is reaching out other Somali regions such as Kenya, Ethiopia and Djibouti right now to invite them to pick up more problems from us. We have a choice either to make better and find workable solution for original two Somali regions or we should accept adopting smaller regions within Somalia where every region will work independently under Somali Federal Based Justice Reform. That means Putland region in Somalia, Gadmudug State, Ximin and Xeeb, AwdalState and the list goes on. Honestly, I don't see one can argue unity at the same time pick his/her own blocks with interest. Somalilandism won't give us unity because clan interest is everywhere. No body will build country on clan politics so instead of hammering a hard rock another 20 years why don't we fix Somalia. Regions like Putland and Somaliland can't defend themselves from other African countries such as Kenya where security personal can snapped inside our cities. Anyone who want unity should expand it for two original regions and included all clans that live there including Digil, Dir, Darod, Hawiye and other not Samaron, Isaq, Essa and Darod.

    Dhulbahante is one of the biggest tribesmen of North Somalia. where are their leaders? Where is the beautiful and transparent Somali culture of negotiation. We were following SL and SSC disputes in the past couple years and found that both sides are not willing to have serious dialogues. Where are Ali and Suleban"SSC Leaders"? Where are Dhulbahante traditional leadership? After we answer all the above questions then we can understand that we are not serious yet to solve our problems.

    The fact is that the Jews claimed palestine saying that their God promissed them in their book . What happened was that they emigrated en mass from every corner of the globe and took over the palestinian lands in 1948.
