HARGEISA, 9 October 2012 (IRIN) – The self-declared republic of Somaliland is grappling with an upsurge in traffic accidents, and officials say the trend will likely continue unless the government puts in place measures to curtail them.
“About 1,251 road accidents [occurred] in 2004 compared to 2,199 in 2011, causing 75 and 142 deaths respectively,” said Abdi Moussa, the Commander of Somaliland’s Traffic Police department.
“Several factors cause the increasing road traffic accidents, including poor driving knowledge, poor roads, overloading passengers and goods, high speeds and lack of road signs,” Mouse told IRIN. Officials say truck drivers ferrying khat, a popular narcotic, are the biggest violators of traffic laws.
According to Horn Watch, a local NGO, passengers account for 90 percent of road accident victims, while the rest are pedestrians and drivers.
Hospitals see daily toll
Officials at Hargeisa Hospital, the country’s largest health facility, told IRIN that traffic accidents are arguably the country’s largest cause of death.
“We receive an average of 15 to 20 victims of road accidents each day,” Bashi Mohamed, the head of the hospital’s emergency department, said.
Children are particularly vulnerable to road accidents. “A high number of paediatric surgeries done here are due to road accidents,” said Asha Omar, a nurse at the hospital’s paediatric ward. “For example, 70 percent of the children we receive in this ward are the victims of the accidents.”
“I was in Mansor area of Hargeisa. While I was running to cross the road, a car hit me and I fell on the ground, but I couldn’t stand up again,” said Mukhtar Ahmed, a nine-year-old road accident victim recuperating in the hospital.
Enforcement
There are plans by the police to rein in reckless drivers and enforce traffic rules.
“The [police] are struggling to [reduce] the problem [by] imposing fine on drivers without driving licenses, and [they are] also setting up road signs on the roads,” police commander Moussa said.
“Also, we are now in the process of imposing speed limits in the urban centres. For example, no car is allowed to drive in the urban [centre at] more than 15km per hour,” he added.
The government estimates there are 46,000 motor vehicles in Somaliland. Officials say the country’s road network cannot cope with the high number of motor vehicle imports.
“Every month, hundreds of cars are imported into the country, and the roads are not enough to accommodate the increasing number of transport imports,” an official at the Ministry of Transport told IRIN anonymously.
Traffic accidents are responsible for an estimated 322,000 deaths in Africa each year, according to the World Health Organization, reducing national GDPs by an estimated 1 to 5 percent annually.
Globally, just 42 percent of countries have a road safety strategy.
At a 2007 summit in Ghana, African governments’ transport and health ministers signed the Accra Declaration in which they pledged to halve road deaths by 2015.

Here are some solutions:
1. Fix a speed limiter on all Khat delivery trucks and all HGV's, in the UK this is 56 mph. In Hargeisa these guys drive dangerously and are responsible for many accidents, I myself had a close call with a Khat lorry on the Hargeisa to Berbera road. A speed limiter is a used to limit the top speed of a vehicle, this would be a legal requirement and the responsibility of the owner to have one fitted at a garage..
2. Make it illegal to drive without a seatbelt. Whilst I was in Hargeisa, not only did people not wear seatbelts, but they also found it odd that I chose to. People walking down the street would shout the occasionally comment such as ''warya maxaad iska doobdoobaysa'' (spelling?)
3. Get the traffic police to fine people who drive around with broken or missing side mirrors, tail lights, break lights, not wearing a belt etc. In Hargeisa the traffic police always stop you to ask for money, but at least this way they would earn that money or it could contribute to maintaining the roads.
So much more could be done and It's not rocket science and wouldn't cost the gov anything, I don't get it.

this is a tragedy. this so-called politicains must decline their salaries at leas one-year so they can attemp to fix or hire a patrol officers because this is unbearable if they can manage to do that It should tell you a lot about this place.
That's because government officials are corrupted and useless, money needs to be invested where it needs the most. The roads needs to be repaired, renovated and in some places widened and definitely hire traffic officers who can enforce the law.
It would seem logical that good roads would reduce deaths, however I have a feeling this would result (at least in urban areas) in an increase! It seems counter intuitive but let me explain my crazy theory.
Couple years back whilst on holiday in Somaliland, one day when accompanying my uncle I met the head of the Traffic Police in his office in Hargeisa. I noticed a chart that recorded traffic fatalities which was divided in to cities; to my surprise Burao had twice as many deaths as Hargeisa for nearly every month on the chart.
Now considering that Hargeisa has somewhere 3 – 5 times the population of Burao this statistic was rather puzzling. On enquiring the commander explained that the difference in fatalities was due to the difference in the condition of roads between the cities. Now as anyone who has seen these places knows, the condition of roads is somewhere between bad road and no road. The commander went on to explain that the main difference in the two places was that in Hargeisa the roads where very rocky or full of potholes and drivers had to reduce their speeds to navigate these, whilst in Burao which is a flat place, the roads where mainly dirt but level and you could drive at comparably higher speeds hence the higher death toll. In fact the commander explained on the roads that were paved recently in Hargeisa where drivers could accelerate to significant speeds the death rate was also rapidly going up.
This explanation certainly made sense especially considering that the percentage of accidents which resulted in fatalities was much higher in Burao. So probably then good smooth roads plus exceptionally bad drivers who love speeding and ignore all road rules – well actually they don’t because there aren’t any to ignore – will result in more road deaths.

You see that is one of the reason we need research when confronting any problem. Research will allow one to reach a conclusion based on facts, figures and can come to conclusion and what can be done to address such issue. Somalis hardly ever do research but mainly assume. In this case if flat roads are causing more accident in burco more than Hargeisa this should prompt them to put speed humps as well as other safety measures like putting strict laws and regulations. Most of them ignore safety signs and laws so they need ways of enforcing these laws and traffic officers are good way to do this but since human resources is expensive it needs much investment. Perhaps collected road taxes, fines etc can also be used to re-invest in this area.
True research is vital as the saying goes ‘If you fail to plan, you plan to fail’
The way I see it at the heart of this is bad driving and as so it is not only the roads that need to be upgraded but drivers also need upgrading with education on road use.
I think it would be a good thing if some of the Somali sat tv station did a campaign of awareness because so many people die from preventable causes such as not wearing a seatbelt which increases chances of survival after an accident.

Whatever the sad causes, the de jure wise Govt of Ato half habashi Silaanyo should
tend to make good sustainable roads throughout the Country. The Ministry responsible
should be given good spending budgets. The Countries Roads and all the associated
scientific knowledges should have the utmost priorities in the Govt spending affairs.
All the Govt Minisitries, Autonomous depts, and NGOs should have good Govt working
oversight regulations, procedures, modern laws in full force, at all levels, in integrated
networking systems of high standard qualities. Where there's a will, there's always a way.

I am not surprised with these statistics because there is no government in north Somalia that can even manage basic traffic. I said to you months ago, normal people manage everything on daily bases from traffic disputes, accidents to even policing. Those in uniform only know two words "Keen Ducaadi"
It is amazes me some people have faith in a Council that can't even handle few cars will give them international recognition and governance. They are very naive and not highly driven. Their demands are too little…

Personally speaking, I can and could in fact more than halve Somaliland region's road toll fatalities within two years. It is not rocket science, it is a matter of focusing what matters most to majority Somalis in the country not only in the north. In the absence of real authority, it is important Councils and municipals do their job probably instead of running around EU and Ethiopia wasting on useless missions such as the never forthcoming recognition search.
In the last twenty years, the Council in the north wasted its entire revenue on explaining three factors; British rule (in reality they were just mutton buyers), June 26 and Siad Bare.
To be honest with you, it would not take a grade 4th student 20 minutes to explain those three things to anyone let alone wasting 21 years.
They went to Ethiopia and knocked doors and knocked some more. They sang sama ku waar, Allah Dhowr and chaired with Maryan Mursal for a while. Drank Shanti and Vimto while waving the Irish/Gambela flag and lied to each others; "waar wan duulnaye….up…up and beyond Pluto"
After 21 years of same drama everyone has turned away, imagine watching Days of Our Lives for 21 years with only three subjects of discussion.

Roads are just disastrous because they are as Siad Bare left them, at least he had infrastructure and development, at least we had clean towns and some urban planning. Now zero, just few cry babies telling everyone "we have peace…but no bariis…we have peace but no traffic police….we have peace but no life beyond relaying on NGOs and remittance, we have peace but people are dying in New Hargeisa conflict, Kalshaale, Las Annod, Buhoodle, Dilla farms…
The drama is coming to an end my Somali brothers and everything including the roads are against the cry babies. Somali people regret the lose of lives on these roads but the one responsibility for these lives is the one who isolated and kidnapped everyone in the north.
Let us free them and save them from isolation and more road toll and hunger due to isolation and the council in Hargeisa's inabilities to even build basic roads.

only de jure Somaliland Govt since coming into power july 2010 and been in office only 2years now,
combating with the necessary peace, stability and progress throughout the whole country.
All the IC countries throughout the global village have their different problems to deal with and
de jure Somaliland is no exception. However, the current govt under the wise leadership of Ato half habashi Silaanyo is in fact by far doing just fine with the country's problems.

Somaliland is not perfect but it could have been if it was not for the unification with Somalia. From the west to the east, the cities of Somaliland are better developed than they were under the brutal regime of Afweyne. Even the east of Somaliland, better known as Sanaag and Sool have never experienced any sort of governmental development under Barre regime.
It is a common knowledge that when we talk about economic growth in the Horn of Africa, we are talking about countries whose economy was more or less none existant and therefore any sort of economic growth is seen as an improvement when in reality it amounts to nothing in comparison to other countries in Asia and in the west. The delusional and incampacitated Somaliland apponents need to know countries build roads when they have access to global funds and investment, which normally comes with state recognition. Today, without formal recognition, Somaliland citizens and their government is building roads, schools and hospitals when Somalia citizens are reduced to foul mouthing and inability to comprehend Somalia changed 40 years ago and it cannot be put back together as it was.
Only if the citizens of Somalia were busy with building their country starting from their villiages, they would have found their Somalia a better place than it's now. Their motto is still one of hope which is dependent on the world for initiatives and salvation. Grow up boys or forever carry the microphone and screem Somaliland!
