HARGEISA — The vice President of Somaliland, Abdirahman A. Ismail (Saylici), chaired a Ministerial Meeting at the Presidential Palace on Thursday to discuss providing aid to famine-stricken Somalia. The gathering held behind closed doors marked a major milestone in Somaliland foreign policy, it is the first time Somaliland will dispatch a humanitarian aid to another state. The government said it was ready to send relief aid to Somalia’s famine stricken people and that it will collaborate with the international community.

Presidential Spokesman, Abdullahi Mohamed Dahir, told local media that the ministers agreed on a three-point humanitarian action plan to address the role of Somaliland in the relief effort. Mr Dahir said the three point plan is:

  1. Somaliland’s readiness to collaborate with international efforts to fight the famine in Somalia
  2. Somaliland was ready to send its own aid and to establish a seven-member emergency Humanitarian Committee
  3. Somaliland will provide its port of Berbera to the international community to deliver aid destined for Somalia and that Somaliland will put great emphasis on successful delivery

The neighboring Somalia is the epicenter of the Horn of Africa’s worst drought in more than 60 years and the United Nations says at least two regions are famine-stricken. Aid agencies said more than 30, 000 children already died of starvation in Somalia. They added the drought and two decades of unrelenting civil war have created one of the worst humanitarian crisis. An estimated 400,000 Somalis are currently displaced in Dadaab refugee camp in Kenya, the world’s biggest refugee camp.

Somaliland, once part of Somalia, dissolved its union with Mogadishu in 1991 and has ever since enjoyed a relative peace.

Mr. Dahir also revealed the names of the Commision that will head up this groundbreaking Somaliland intiative.

1. Eng. Mohamed Hashi Elmi, Minister of Finance
2. Ahmed Haji Ali Adami, Minister of Defence
3. Abdulrazaq Khalif Ahmad, Minister of Industry
4. Khalif ,Abdilahi Ahmed, Minister of Religious Affairs
5. Dr. Abdirashid Shiekh Hassan, State Minister of Foreign Affairs
6. Naima Hussein Qawdan, Deputy Minister of Health
7. Ali Abdi Saayi, Deputy Minister of Public Works and Housing

  1. abdi says:

I really apprecited for the Somaliland governments decision to help for the drought and famine affected people in somalia.

  2. I Jama says:

Somaliland helping its brothers the people in the rest of Somalia is a good deed and comes at a time like Ramadan which is a holy month. I wish Somaliland all the kheer and ajar for doing this great deed. Mansha Allah. As far as our country legal status is concerned I'm not clear if this points to a recognition by AU as the de facto State that we are?

  3. Ahmed says:

It is a good deed and the rest of Somalia will appreciate and take a notice that Somaliland will not ignore the suffering of the women and children in the South. It must have been heartbreaking for anyone Somali speaking or even Africans to see the pictures of young children walking miles in search of food. We thank Somaliland officials for taking the time to discuss the catastrophic situation in Somalia and for allowing aid agencies to use the port of Berbera having said that we in the south don't feel we are getting help from a foreign government instead we feel we are getting help from our brothers in the north. May god bless anyone who helps the helpless.

  4. Kayse says:

Do you guys realise everything that I say somehow becomes true in someway. Last week I wrote in that drought discussion article that Somaliland should send an aid to Somalia, well here we go. This is big milestone in Somaliland's foreign policy…we have to act like a nation and make decisions no less than the ones made in Washington, London and Brussels.

We should hire Daallo Airlines and paint "Somaliland aid for Somalia" on it and send it to Dadaab refugee camp in Kenya and invite all the foreign media…

I am telling you this famine in Somalia has became a great opportunity to exercise foreign policy and some what some kind of a propaganda for many nations for example the U.S., Turkey, etc.

The U.S. is trying to make al shabab seem evils who starve their own people and in the process some Christians are also trying to attack Islam in the process.

Now this is time for Somaliland———send one plane full of qamadi with Somaliland flag on it.

Its all about "One man's misfortune is another man's gain"

    • abdi says:

lol, you are funny, yer right again Kayse.

  5. ali says:

Well done Somaliland, you guys have always done wonders to elevate the destroyed Somali reputation in any way possible through shining history and dignity. Thanks for continuously occupying the higher moral ground and conducting yourself impeccably.

  6. Jabuuti_Hanolatoo says:

I don't know how one "gains" from the misfortune of others without ones sincerity coming in to question. I suppose there will always be hypocrites out there taking advantage of any situation-ultimately we know where hypocrites end up. That said, I truly commend the administration in Somaliland for helping their brothers/sisters to the south. Again my heart-felt congratulations to the Somaliland administration and its people.

  7. Wadani somaliland says:

Its time Somaliland help its other somalis in different states and neighboring countries as peaceful resolution. We are seperate as a country but we will help all somalis n muslims where everythey are

  8. warya says:

    Mashallah well done Somaliland!

  9. Kayse says:

This is the sort of foreign Policy that Somaliland needed, for long time I said Somaliland has to act, talk and walk like a nation. "We have flag, currency and army" is not how to impress the league of nations. This is rather childish talk.

Berbera port can play major role in the international effort to magitate the drought and famine in Somalia. It is the right decision to offer them logistics and infrastructure.

Somaliland has to also set up teams to prepare other logistical requirements such as training truck drivers to international standards, they have to have time, they have to have separate team to carry fuel, mechanical team, other teams such as navigation, call center, it has to be cordinated and organized.

Somaliland has to be a solution to the international effort, it has to offer its services and services could mean infrastructure, skills/labor (skilled truckers), etc.

    • FOWSIYA SHIKHOW says:

apple black when did Somalia became foreign (foreign Policy) please. You ignorant papers, do you hear your self's at all.

  10. Kayse says:

The Somaliland government has to introduce an Act that will define "Somaliland citizenship" under the "Law and Policy". Furthermore, Somaliland government has to introduce Anti-Discrimination Act or legislation. We should outlaw terms such as "Timo Adaag", "Jareer", "adoon" and other racial terms.

This is what will make Somaliland a civil nation unlike no other in the African continent. It should also focus making Hargeisa the safe-heaven of media, all targeted media houses and journalists should seek asylum in Somaliland.

This is what I want and so many Somalilanders. It is rather sad the Kulmiye government that promised media freedom continues to crack down on media and we should not tolerat these practices.

No media means no information, a nation of suspecious and mistrust, a nation with no information is a nation of ignorance. No media means no rights, corruption, neopotism and means war. When people cant fight the government with media, the other choice is only the gun. Do we want to be another Somalia?

    LEAVE THE MEDIA ALONE.

  11. warya says:

    @ Kayse

But what if the guy you are talking to REALLY does have TIMO JAREER…..looool I made a funny :)

    I'm joking I'm joking… I totally agree :)

  12. Abdi Mohamed says:

Kayse, You are a moron. Everytime I read comments on Somalilandpress, I see your outlandish comments and boasting. Talk is cheap my friend and what you need is to talk less and do more. If you want to help our brothers in Somalia, do it without shouting your mouth off.
Somaliland itself is in a lot of trouble with drought and economic problems. Come here to Hargeisa like us and help your people.

  13. amal says:

    @ Kayse

Most importantly the term 'midgaan' must be completely banned. And it is time somaliland becomes nation of human rights a save heaven for our citizen, residents and anyone else who come to our county.

Anyways Somaliland is a poor country and it doesn't have much to offer like UK, USA, but they should do whatever they can in their ability to help and I am so happy to see them helping may Allah bring somaliland to great success. but kayese don't forget the aid should only be for the sake of Allah and with love and pure heart-by us helping them Allah will also help us to achieve our goal. I agree with you that Somaliland must act, talk and walk like a nation

  14. Abraham says:

    @Kayse
You sound evil !!! No Somaliland people will never exploit the misfortunes their brethren for some petty gains. Despite our own problems with the drought and its effects, our government is trying to aid those of our brothers who are in a more serious situation. It is their religious duty and national obligation and will not do it for a PR campaign like others nation.

  15. FOWSIYA SHIKHOW says:

how can you claim religion when you call a fellow Somalis who are Muslims foreign.
Or unless you are not Somali or Muslim ya i get it .

  16. Adan Somalilander says:

    Well done Somaliland Goverment.
We are always ready to help our brothers in Somalia however we will never agree or respect their politicans specially the two Sharifs who are flying around in the world while their citizens are dying , indeed what a shameless goverment.

  17. Dahir says:

Despite of our differences the people of Somalia are our next of kin therefor, we should help them. This is not only an act of compassion it is our duty.
    May Allah help our Brothers.

  18. Boqoljireh says:

I do no mind that we help those of our like [Somalis], but I disagree with you Mr. Dahir to say its our duty. I told you this week only, where were you Somalis when our entire people were refugees and bulk of them died due to exposures. Has anyone of your kind ever said, let us help our people, while Christians were helping us? I wish I can change the name Somali. The action of my government to help those children and women from Bay & Bakool is something good and being a Muslim nation, I don't mine it. Somalis in Somalia are sick to the teeth and will never ever support my people, until the dumesday. That is for sure.

    • togdeer3 says:

Your so twisted, I would love to see you in their shoes and this is coming from a proud Somalilander

  19. Sirad says:

Why include foreign policy in a situation so dire that children are dying by the thousands due to famine! What happened to helping your fellow neighbors? It is Ramadan for crying out loud, where is the compassion to care for those less fortunate? This is the time that all Somalis regardless of their origin need to come together and help alleviate the suffering of millions in Southern Somalia.

  20. amal says:

Brother boqoljireh, i think it's time you should let go of the past in this holy month of Ramadan. Yes we suffered terribly and sadly many somalis in the south didnt consider our suffering or where too busy enjoying when the other part of the country was burning but forgive and forget. I don't blame u maybe you'ev experienced it first hand and i feel sick too when i am told about the story and every somalilander have their terrible story of their experince of themselves or of their relatives in the war including my own family. The somalis in the south now who are suffering had nothing to do with siad barres torture but their leaders then and their leaders now are hateful ones.

Reminding yourselve about the past will only saw the seed of hate and we don't need that. We are all somalis, all brothers and sisters and I would love Somaliland and Somalia to be two great partners but i'm affraid that feels like only a wishful thinking to me now considering the whole situation :( Regardless of it, we will continue to help them now and in the future if they need our help.

May Allah reward Somaliland for their charity and save Somalia from the destructiong of war and famine.

  21. Kayse says:

I'm sorry to upset some of you but that's that harsh reality of politics. You just can't say I'm a separate state and I will live in an imaginary fairytale land with Mogadishu as a good neighbor. That will never happen. This is a survival game and keep in mind when our people were in similar refugee camps, they were still dropping the bombs. If they can today and in the future, they will do all their people to alienate the people of Somaliland from the face of the earth. They have no other intentions and this is karma—it bit them in the rear end.

Somaliland is no charity organization where everyone is "ohh we have nothing but lets give the last bit of rice to the Somalia"…this has to be a political statement, a good practice for the future. Our goal should be to feed Africa like the West, we should be self-reliant nation.

Let's feed their kids and spread the Somaliland message—all kids deserve peace.

  22. Abdi says:

keep deleting my post for no reason

  23. yuusuf says:

i realy welcome the news Somaliland governments decision to help for the drought and famine affected people in somalia.

  24. Kayse says:

Fowsiya I'm sorry to say but Somalis of Somalia, Djibouti, Ethiopia and Kenya are foreign people to us in Somaliland for the simple reason that we have learnt to separate ethnicity and state. Somalilander can be a British man like John Drysdale who lived in Somaliland for over 50 years, but a Somali outside Somaliland isnt a Somalilander.

Dont mix state and ethnic. Sure we all all Somali people but no different to Arabs, who vary into Iraqis, Syrians, Lebanese, though they are all Arabs.

I hope you Somalis in Somalia accept the facts and move on, otherwise you will be in this state of mysery forever.

  25. Qoodal says:

Is about time to show the world even without recognition and much help from the outside world we are willing to help our fellow neighbors with the little we have, this is a further proof to the outside world that Somaliland not only can stand on her feet but also help others in time of need and we could not have achieve this milestone if it was not for the thinking and the hard work of her peace-loving citizen. Long ago we understood not to wait for the outside world if we wanted to succeed, while Somalia and <pirateland> are still fighting with no end on sight we are starting to cultivate the fruit of our labor._KUDOS TO SOMALILAND
