After the president passed away and Kaahin Riyaale assumed power Somaliland was on its way transitioning to fully fledged multiparty democracy and institution building was paramount. Not sigle region actually was receiving major developmental funds from the central government, most investment was coming from locals and remittence from the diaspora. Because the populations in those regions and towns were too small with very little diaspora, investment in those regions were non-existent. It is important to keep in mind that the so called diaspora of Las Anod or Buuhoodle in the west were in fact uprooted from Moqadishu and bitterly hated Somaliland people who they blamed for the collapse of their dictator. To make matters even worst Kaahin's administrations was utterly corrupt and had no meaningful economic plans for the country, the entire countries revenue was meager $43 million US. At this time Somaliland's authorities were stepping up their bid for recognition from its neighbors, refugees have flooded from the Somalia to every major center in Somaliland including Las Anod and Buuhoodle, some of the diaspora of these region originally displaced from Mogadishu started to meddle in Somaliland's politics, but often this fell on deaf ears because the locals were strong enough to maintain control and ensure the peace. Government begun to raise money, increasing tax by 2% geared to assist with regional development for these areas.

At this time the locals were being overwhelmed with refugees, the government failed to address this and over time the voices of the diaspora, which was antiSomaliland, tribalists and anti-peace was gaining support, using the issue of recognition as a propaganda tool. This diaspora was raising Money for arm resistance to attack innocent villagers in the region that didn't belong to their subtribes, despite different communities coexisting for many centuries as cousins, aunts, uncles, thereby sewing the seeds of animosity between close relatives. Much like what just happened last week when kidn 4 innocent school kids tending to their animals were kidnaped by splinter group of the SSC. This was occasional occurence back then including the Kalshale even were they murdered scores of inocent villagers. Instability attracted the armed forces of Somaliland to keep the peace and support the local Police who were under the threat of suicide bombings, murdering of authorities including humanitarians, educators and judges, who were often gunned down when leaving local mosques. Since then the investments the diaspora should have made to help rebuild there region like any other Somaliland region was being used to develop new gorillas every season. Although, some development started at that time by the Somaliland government, the worsening security situation forced the government to allocate the raised money for keeping the peace and building strong local institutions, schools and drinking water plants, rather than undertake major infrastructures like building roads that link the nation, so the region is economically and politically intergrated with rest of Somaliland.
