Somaliland-Puntland Strategic Cooperation

Somalis are excellent at bringing down one another. However, the success of one Somali entity should not necessarily mean the painful humiliation of other Somali entities. In other words, Somali politics should not always be a zero-sum game. I am strongly convinced that the political and economic development of any Somali entity will have positive ripple effect on other entities. Therefore, it is critical for Somalis to discourage the mutually assured destructive mentality and endeavor to forge cooperation. Currently, there are blatant disagreements and intermittent political tensions between the Republic of Somaliland and Puntland region. These occurrences, regardless of their objectives, need not thwart other productive myriad aspects that require immediate attention of cooperation. Each entity requires pursuing its respective interests to the extent of arriving at cooperative relations with other, and sometimes unpleasant, states. Thus, Somaliland and Puntland should overlook trivial accidents and forge cooperative relations. Forging the subsequent proposed strategic cooperation, these two entities can better lift millions of their citizens out of poverty as well as improve their safety and security.

Economic Strategy

Prior to the civil war, more than 80% of Somalia’s export earnings were coming from livestock alone. Due to the close proximity to Arab markets, most of livestock exports were passing through the ports of Berbera and Bosaso. However, after the collapse of the central government, oversupplied Somali livestock has flooded the Gulf markets, which, on certain occasions, forced Arab and Australian businessmen to demand Gulf States to ban its importation. The Gulf States subsequently succumbed to the pressure and banned the import of Somali livestock by one pretext after another. This has resulted the plummeting of livestock prices inside Somali inhibited regions; hence, perpetuating abject poverty.

Somaliland and Puntland should therefore form a cartel-like structure to coordinate their livestock export strategy by limiting its supply in order to raise price and thereby enhance living standards of millions of their citizens. This sustainable economic strategy can lift millions of people out of abject poverty than what assistance programs from the UN agencies may attain. If politically rival countries like Saudi Arabia and Iran could both be members of the carter group Organization of Petroleum Exporting Countries (OPEC), what prevents Somaliland and Puntland from creating a livestock cartel? To ensure successful implementation of this strategy, a joint commission that enforces the import quota on both sides must be formed.

Safety and Security Strategy

By coordinating their public safety strategies, law enforcement officials of Somaliland and Puntland can better improve security of their respective territory. Currently, any arrangement of cooperation between the two law enforcement agencies is nonexistent. This zero-sum mentality results constant hazardous conditions in both entities. For instance, it is a common knowledge now that criminals who commit crimes in, say, Somaliland, travel effortlessly to Puntland and vise-versa. As there is no currently any coordination or cooperation of law enforcement communities in Puntland and Somaliland, ordinary citizens are forced to utilize any means at their disposal to get back at their perpetrators who fled to other territory for safe haven. To deter perpetrators from committing heinous crimes and finding save havens, Somaliland and Puntland should beef up cooperation between secret services, law enforcement, border patrol officers and other security agencies to prevent criminals from escaping.

Anti-terrorism Strategy

Both Somaliland and Puntland have been victims of recent terror attacks in their major cities. By sharing intelligence and pooling resources, Somaliland and Puntland can disturb and dismantle terror plots and executions against their interests. In order to apprehend terrorist suspects promptly and dismantle their plots, both entities need to accelerate their efforts to harmonize security laws and topple barriers between them with the intention of sharing information efficiently, which is an essential component of anti-terrorism strategy because it assists wipe out terrorist cells and ward off any future attacks against either entities. Somaliland and Puntland can share suspect’s whereabouts, criminal patterns, level of threats and tips, names, criminal records, risk assessments, etc, to bolster and enhance their safety.

Anti-piracy Strategy

Most of pricy accidents are taking place in the waters of Puntland region, and to lesser extend, Somaliland. These accidents have skyrocketed the insurance premiums of ships (more than US$12 billion per year of which the cost of protection and the rerouting is not included) bringing food and other essentials to not only citizens of Somaliland and Puntland, but also to neighboring and distant countries. This in turn has negatively impacted the transportation cost of local import traders. By forging alliance in antipiracy campaigns and employing available detailed strategies, Somaliland and Puntland can successfully tackle the problem of piracy in their territories.

    how can u cooperate wit pirates its a failed state, even there cousins made khatumo state and mahakir state, da ppl of bari and nugal should respect the TFG and president sharif , these ppl in da so called "puntland" r pushing federalism beaacuase thy r scared of North Somalia , i.e. Hargeisa and South Somalia led by Xamar so thy wanna protect de land smalll parts of mudug and nugal and bari, Theres no such state called 'puntland" is a gang of mafia eatin in garowe

      To correct your point of view, Puntland is wiser and WADANI ( father figure) of all greater Somalia and they had the honour and great pleasure to facilitate/amend the constitutional draft and host international conference at its Great Garowe Capital where the Somali Union Jack the blue and the white star fly proudly, and further willing they chose to remain Somalis, unlike using colonial names. Puntland have the right to remain semi autonomous region as long as Somaliland remains unrecognised ghost autonomous region of north Somalia between the states of AWDAL & KHAAAATUUUMO AKA SSC

    What utter nonsense. Puntland was created for one reason only-To block Somalilands road to international recognition. So how does one cooperate with people that are against your very existence.

    Puntland has time and again shown its self to be a rogue entity, there are the pioneers of piracy, human trafficking etc. It started the dividing of Somalia Proper in o Clan federal states, something Somalia Proper may never recover from

    According to the Roadmap Puntland is integral part of Somalia proper. I don't see there should
    be a problem between de jure Somaliland proper and the Somalia proper to have good
    relations and cooperations on all issues, for as long as Hargeisa and Mogadiscio are the
    only two Capitals where all inter-governmental politics are conducted…no de facto renegade
    mini-states belonging to the demarcation borders of Somalia should be allowed secession
    status quo. The Somaliland Republic in this case, contrary to the above blogger ideas, would
    only recognize the Mogadiscio Govt of Somalia as the sole authority to deal with on all political
    issues pertaining to the demarcation borders of that country. The IC should also work with a
    two-way track (Somaliland-Somalia) entities only, channelling all issues through Hargeisa and
    Mogadiscio Capitals.

    Puntland is not mature enough yet to cooperate with Somaliland on important matters effectively including security . They see it as a clan matrix and not an emerging Somali driven Modern authority.

    Give it a decade or so to stay on this current path of self reliance and remain capable to thwart foreign interferences and internal discord, they will automatically and in time come to terms to collaborate with Somaliland and become a genuine partner for building a Somali owned bottom up strong authority n Horn of Africa that is thriving, stable and expandable.

    Puntland would benefit from Somaliland as friend not as foe. Somaliland's success in democratization, nation building, uniting its diverse clans and most important of all institution building can transform puntland helping to curb corruption, authoritarianism, piracy and terrorism. But it would appear as long as puntland leaders act belligerent, claim Somaliland territories, support ing armed, destabilizing groups and continuously misleading their populations to antagonize them to create non-existent enemy in order to buy time to stay in their seats, Somaliland would have no honest and sincere partner to accomplish much of what is highlighted in this article. The ball has been and still is in puntlands court, so they need to should that they can be responsible neighbor and partner. That is why Somaliland has changed its policy and start to deal with the TFG despite failing to be legitimately elected administration. No doubt Somaliland is open to working with Puntland in lots area, but i don't think Puntland neither knows that cooperation is better than rivalry nor has astute leaders to lead them for the better..

    this is important issue if they accept . but i don't think that puntland(pirate land) will accept cooperation against main income (pirate) since faroole and his cabinet share the benefit ransom

      There were no pirate in This part of somalia we only hearing The last five years about This problem, Thoe most of The pirates reside in galmudud.

      PUNTLAND STATE OF SOMALIA was created in 1998 They never rely on any illegal activity income what so ever.

      Piracy only started five years ago and Puntland today is fourteen years old and going strong.Puntland raise enough revenue from port,local taxes, and diaspora contributing.

      On The contrary somaliland still is under Anaesthetic believing recognition will come which will not.

    The author made here good points,since The collapse of somali state These two regions somaliland/Puntland stablished some sort of self governance without major assistance from IC.

    If They work together both will benefit economically and security wise.The big issue is both states have different view how somali Peninsula should run,somaliland wants somalia should be divided into five different country IC + Puntalnd opposes That.

    Sorry to burst your bubble but asking Somalia's two cancer spots to work together is like asking a python and a rattle snake to work together.

    Somalia would work in cohesion with the two tantrum throwers in the north.

    The south is going through a phase of finding itself after hosting others and their ideas for centuries..so its a bumpy ride but its coming to an end and the two snakes in the north will soon seek jobs and education in the south as well as water and food.

    Two venomous snakes can never work together.

    The funny thing about SL haters is that they believe Zoomalia to be exclusive to them only while others are unfairly left out and discriminated. Zoomalia is a UN project and nothing can stop even Kenyans from applying positions to govern Somalia as you already have Mahiga.

    Inward racism only shows them other Somalis like people from SL, but they never ever see the foreigners who dictate to them whether its selling sea to Kenya or selling land to Jewish rabbis from Australia.

    but for my point of view Somaliland is shaking and as we see British Somaliland Protectorate is almost over, after Khatumo and Awdal state was born.
    if we are closing our eyes, we see where the wind is blooming, Somalia became A federal, the father of federalism in Somalia is Puntland. Somalia had a constitution, the Mother of this constitution and ideas in is Puntland Experts and politicians. Somalia is going to be devided into Five states (3+3+3+5+3+Mogadishu= 18 regions of Somalia; Puntland parliament passed this system and will be applied into Somalia, accept or not Puntland is the decision maker of Somalia.

    Dear Abdi,
    I believe the relation among Somalis, where ever they live (Somalia, Somaliland, Kenya NFD, Ethiopia’s fifth province and Djibouti) must be one of brotherhood, economic cooperation, political cooperation, etc. Because they are all Somalis, Muslims, speak same language, have same customs and traditions. Also, I believe Somalis in general are very intelligent and energetic people that can create miracles when they are put in the right environment. -This is the big picture.
    With respect to: Somaliland-Puntland Strategic Cooperation, I would say yes. But before we reach- strategic cooperation, we have to restore first the brotherly relation that based on being brothers (They are Somalis, Muslims, speak same language, have same customs and traditions or even related by blood) and good neighbors. I think this is the starting point. So the question is: How could we restore the brotherly relation? What are the obstacles? What are the necessary steps to overcome those obstacles? What are the tangible benefits for both sides? What are consequences of do nothing? ………
