* Opposition chief had been widely expected to win
* Incumbent manages only third of vote
* Supreme Court has to endorse results

HARGEISA (Somalilandpress) — Opposition leader Ahmed Mohamed Silanyo has won presidential elections in the breakaway Somali enclave of Somaliland, as had been widely expected, electoral authorities said on Thursday.
The head of the opposition Tulmiye (Unity) party had 49.59 percent of all votes cast while President Dahir Rayale Kahin’s party had 33.23 percent, the National Election Commission said.
The Justice and Welfare party was third with 17.18 percent of the vote and has conceded defeat.
There were 1.09 million registered voters in the region of 3.5 million people, and 538,000 valid votes were cast.
“This is an important election for the people of Somaliland. It is also one more step toward the democratisation of the country,” Essa Yusuf Mohammed, NEC chairman, said in announcing the results.
“The election was free and fair as witnessed by the international observers and this is a step that will lead to the recognition of the country.”
Somaliland, colonised by Britain while the rest of Somalia was under Italian administration, declared independence in 1991 as the remainder of the country disintegrated into anarchy.
Despite its relative stability and the establishment of democratic institutions, Somaliland has yet to be recognised internationally but hopes a smooth transition of power would help its international image. The Supreme Court must endorse the results within 15 days and the incumbent president hand over within 30 days.
Silanyo lost to Kahin by a 80 votes during the last poll in 2003. An election scheduled for 2008 had been postponed thrice because of agreements over the number of registered voters.
International observers said the election had been free and fair despite some irregularities, such as the ruling party using public funds, state media and vehicles for its campaign.
Four people were killed in skirmishes at several voting stations in disputed areas along the border with neighbouring Puntland, a semi-autonomous region of Somalia, on election on June 26.
Somaliland wants to extricate itself from the more violent south where at least 21,000 people have been killed in a raging insurgency against a weak Western-backed government since the begin of 2007.

Yah, I thought he was kind of dark for a Somalilander!
Mr President, this is an open letter to you. Sir, you are starting the most important phase of your long political career. I bet you don’t know how exhausting it would be to rule Somaliland when you will be sworn into office soon. That’s because, unlike your predecessors, you will take over a less despotic state, and a more irreverent populace. History books will record your achievement as your legacy.
The legacy of Riyaale, is that under his watch, reformers of yesteryear became the villains. If it wasn’t for the election which brought in to the office, we were at risk because with Riyaale very soon we could not distinguish between those we had fought against to oust from power from those with whom we had fought. Villains and heroes became interchangeable. But the most troubling development, has been the further tribalisation of the state and society under Riyaale’s watch. Tribal feelings have coarsened and ossified. That’s why the electoral campaigns were fought largely on ethnic lines. The result was a near civil war. Their purpose and intent then, as now, is to conquer, divide and rule.
I have written before that Somaliland has very few Somalilanders in it – most of us are tribal bigots without a sense of the nation. That is truer today than it was at independence. Now, sir, let’s look forward. What would you like to accomplish before your term expires?
What, in a word, do you want to be known for? Will your legacy be the one I have sketched above, or do you wish for a more benign treatment by historians? Forefront for you will be to bring back some economic sense to Somaliland. But those gains will not been felt by the masses of the people.
This will not all be your fault. The drought and the great recession have taken a huge bite out of the GDP. But these are excuses, not reasons for the national malaise. I say so because dealt the same hand, other countries did not do as poorly as Somaliland.
This is how you can salvage your legacy.
1.Make sure your have economic blue print which will lead the nation into economic stability.
2.Pursue all corruptions deals with view of seeking all tax payer’s money to be returned to the Treasury.
3.Lead the way by showing a work ethics of hard work, dedication and determination – stopping the nonsense of khat chewing wasted afternoons.
4.Rejuvenate, and build a new infrastructure likes roads, hospitals, schools.
5.Provide mechanisation for farmers, with irrigation and start co-operative movement for farmers, after all they feed the nation.
6.Streamline public servants – making sure services to the people are efficient and avoidable.
7.Dis-encourage scheming, deals and broker mentality – rather encourage and give incentives to straightforward business and enterprise.
8.Forge alliance with neighbours with a view to propagate our agenda
9.Befriend all but remember and never forgot past atrocities against our people
10.Listen to all but remember you are the leader and must make decisions and judgement
Congratulations, Mr. President and welcome aboard as the new
Leadership of Somaliland. I would like to wish you good health, long
life, peace and prosperity. The talent of success is nothing more than
doing what you can do well, and doing well whatever you can do.
May God be with you.
This is historic declaration, and Somalilanders would soonly find the reaction from those who respect and act the democrazy
I think the first thing you should do should be to reform the so called Guurti (House of elders.
Deposing Saleban Gaal is good start, I believe as long as you have him on your back, you will not make serious changes nor major progress. He is from the old school and unlike you he is not aware of the current world. Dismiss him.
Also I believe slowly all Guurti should get replaced with new robus Parliament that consists of all ages not just bunch of oldies with no creativity, mental or physical capacities.
I understand they play crucial role in maintain peace among warring clans or other parties but we could simply keep them for that but on top create a new Upper Parliament and decrease the powers of the Guurti.
We also need to engage with Mogadishu and have open dialogue, its been over 20 years since you left Mogadishu to lead SNM, I think its time we had talk.
During your SNM chairmanship you had Hawiye vice-chairman, I believe once again you need to reach out to the Hawiye community whether in Mogadishu, Diaspora (Hawiye Action Group is good start) or in Hargeisa.
Even though we stay separate, we have dialogue with Ethiopia, Djibouti and Kenya, I dont see why not Mogadishu. All the criminals are gone and Sheikh Sharif is a clean man who has done nothing to Somaliland, we need to talk to him.
Also should host Hawiye conference in Hargeisa flying the full blue flag for them be side our own.

is independent than the Executive branch. So is the lower house of parli.)
both these two houses, in their different roles come about by popular
elections, and in real sense they are the law making entities to control
any government .
Please dont mix the job descriptions of the 3 forms of Govt:
Executive Branch.
Legislative Branch.
Judicial Branch.
All are independent of each other but share inter-related good
governance performances which do not allow one sided power uses and so forth.
Besides, the reputation of Saleban Gaal that you are defaming is far from
your ill conceived evil intentions. Man, if I were you, I would have some
decency.

Congratulations, Mr. Mohamed Mohamoud Silanyo the recently elected President Of Somaliland Republic. Mr Silanyo was ex SNM Chairman and the people of Somaliland are fully aware of his management and administration. They are willing see a new face of the president while he is his last days. We hope all the best for him, Ofcoarse he will face so many obstacle, he have to resist and endure for every hardship comes accorss his way other wise we gonna say the famous saying. Somaliland should not be made to feel that it has abandoned
Somalia!!!!!!!!!
Somaliland has struggled to come to the stage it is now. The
international community has been trying to patch up the situation
in Somalia, so it (Somalia) was in a more conducive condition with
all the peoples of the Earth, rallying behind it, all throughout these
years, ready to build the nation back, without as much as giving
thought to Somaliland ….There were many Players on Field…and
where are they now????. So who is to blame, not Somaliland, I
suppose. One should not only look at the present scenario but at
bygone days, too. So maybe one should let be bygones of Mr. Silanyo,
since his Chairmanship of SNM was in different era.
Somaliland is still struggling and will, of course, see what can be
done, when it has sorted out its own pressing problems. Remember
that charity begins at home. Yes, the President of Somalia is a good
person, and wish him good luck; but it is for the people of Somalia to
first support their good President.
We shouldn’t deal with tribes. Only nations. I doubt the people of Mogadishu can agree on anything

I fully support you that Somaliland should not differentiate between all the clans in Somalia. This means, if any necessity arises to talk to Somalia, this should be in the form of talking to the administration of that sadly ill fated country. With the rise to power by the Kulmiye party, my faith has heightened that all the matters pertaining to the perplex issues at hand will have the serious attentions of the Kulmiye Party kind of Government, and hopefully will be dealt with expeditiously.
