Somaliland new cabinet is sworn

Hargeisa (Somalilandpress) — Somaliland chief Justice, Judge Mohamed Hiris (Omani) sworn in 26 approved cabinet members of the new administration in Somaliland. the sworn in officials include 14 ministers who were approved by the Somaliland parliament two days ago. In addition to the ministers, the sworn in officials included deputies for ministers and other officials in presidential team.

The parliament of Somaliland unanimously approved President Silyano’s cabinet, although wide disappointment expressed by many political figures in the country regarding his small-size cabinet. Many political groups and clan leaders believe that they were left out of the new government.

Alhough the power transition between the two administrations has been going smooth, the Minister of Finance and Treasury announced governmental hiring freeze. Mohamed Hashi Elmi informed the Somaliland parliament that the current government has inherited 86 million (SL Shilling) debt from the previous administration. This has led him to declare hiring freeze until the budget of the country is balanced. Mr. Elmi testified in front of Somaliland parliament during the confirmation process three days ago. He highlighted financial difficulties that are facing the new government. Mr. Elmi continues,

I was appointed to a cabinet position, which has a lot of financial troubles. The ministry of finance, which is responsible of paying the salaries of all government employees, has not paid three to four month worth of salaries to most employees of the federal government. Also it has not disturbed the required food ration to the armed services for months. Some employees have not received salaries for 5 months. My ministry is left with 86 million in debt. I will do my best to restore credibility and fix what we can, we will cut cost whenever is possible. However, I request from the parliament to form a investigation committee to look into how the previous administration spent tax income and create such large national debt.

President appoints new governors

The Somaliland new president, Ahmed Mohamed Mohamoud ‘Silanyo,’ appointed new regional and municipal governors. The president has appointed new governors for the following regions: Maroodi slmap 300x170 Somaliland new cabinet is sworn Jeex,Togdheer, Saaxil, Hawd, Gabiley and Sarsar. The new administration did not make changes in the regions of  Sanaag and Salal.

The federal government appoints federal representatives in Somaliland regions. They are not locally elected. Here are list of appointed governors:

  1. Ahmed Omar Haji Abdulahi as the new Governor of Maroodi Jeex region. And Mawliid Weris Abdulahi as his Deputy.
  2. Yasim Mohamed Abdi as the new Governor of Togdheer. And Abdi Dahir Aynashe as his Deputy.
  3. Mohamoud Ali Hayste (Ramaax) as the new Governor of Saaxil. And Khadar Ali Elmi as his Deputy.
  4. Omar Sh. Mohamed as the new governor of Gabiley. And AliAbdi Abdilahi as his Deputy.
  5. Abdilahi Aw-Jama Diriye as the governor of of Sool region. And Ahmed Adan Aarte as new Deputy.
  6. Jamal Hussein Hurreh as the new Governor of Hawd. And Mr. Khadar Ibrahim Jamac as his Deputy.
  7. Ibrahim Hassan Alias the new Governor of Saarar and Ibrahim Jama Mohamed as his Deputy.
  8. Mohamed Muse Buhul as the new Governor of Sallel. (current governor)
  9. Ali Abdi Hurreh as the new Governor of Sanaag Region. (Current governor)

    So far so good. Looking forward to the new Kulmiye party Government
    performances and what changes will that bring about to upgrade the
    overall wellbeing of the Republic of Somaliland and it's peoples who
    overwelhmingly voted for this party for a change against the poor performances
    of the previous Regime.
    Besides against all other matters national or international, that miscarried
    (dhicis) so called union between Somaliland and Somalia on 1St July 1960,
    must be a top priority for the new Kulmiye Regime inorder to find a
    real solution to this problem which has become an unsettling menace and
    which has been an overriding factor over all other issues of concern.
    Get busy and tough with the TFG and get it over with which ever way!.

    halyey layaqaan …sxb boasting about qabiil will not do somaliland any good. i can understand that because we are somalis when someone talks bad about your clan, u have the right to defend it but brother , me too i am from issaq clan and i find your comment and qabiil bravado very distasteful and wreckless. remember somaliland is for all somalilanders. like the prophet said , it u wanna talk , say someting good if not keep ur mouth shut

      If all those mentioned unpaid salaries are just 86 million Somaliland Shiling, then i think there is a hope. And if there is anyone who can do it, it's Mr Hashi.

      1)collect the Pennies correctly
      2) spend them wisely (you know how)
      3) And retain your dignity—- Mr Next president!!

    86million SL shilling is like $50,000 USD. I believe most of these money was borrowed from Djibouti not by Riyale but by Egal. Egal spent all the money and Riyale didnt speak about it.

    Also the outgoing government cleaned up the government when they lost the election.

    We should not re-elect anyone who behaves in this manner.

    The reporter may have misqouted the amount. Are you sure it is not $86 million US dollars? Because 86 million SL Shillings at the exchange rate of 7,500 SL Shillings to a dollar is a mere $11,466. I doubt the minister would have complained about such a chump change.

    I think the government is indebt for $65 million USD, most of these money was borrowed from Djibouti by Egal and has not being paid back.

    Silaanyo has asked Somaliland's business elites to lend him $5 million to kick-start things, that's how broke the Riyale administration has made Somaliland.

    This is a joke!!

    Now Somaliland will become Dahabshiilia!

    I dont think the Silaanyo administration knows how to run a government so far most people are not happy. Now he is proposing to work with the region of Puntland which will mean even further isolation.

    The more we see this new administration the more they starting to look like more useless.

    I do not support this new idea this so called Gabose is proposing where he calls for working with regions like Puntland, moving the army out off parts of Buhodle.

    We will take them out elected or not elected if this things continue.

    Who cares! One thing is certain, if Somaliland does not secure her
    W/bari borders by Military force, The Somaliland borders will continue
    to be under jeopardy which in turn will over burden any other Somaliland
    progress.

    i think something is wrong with 68 million SL shilin, even if it is in USA $ I don’t think the amount is that huge to talk about. I think the new government has to investigate with the previous management immediately.

    Kayse.. I think it is too early to judge on the new government, wait for at least 2 years.

    Dahabshiilia is a private franchised Company Worldwide and have
    nothing to do with politics. it's purely private business Company and probably
    the best sucessful company in business.
