Somaliland: Minister of National Planning Denies Allegations of Embezzlement of Aid Money

HARGEISA(SomalilandPress)–The Minister of National Planning Dr Sa’ad Ali Shire has dismissed allegations of embezzlement of aid money by government officials. Dr Sa’ad said lately there has been a seemingly growing number of negative media stories highlighting the negative accusations of misappropriation of funds by certain individuals who work for the government.

The Minister went on to say the allegations are false and baseless, although we cherish the freedom of expression as part of democracy, it does not entitle one to behave in unethically manner. Dr Sa’ad added the media should check for fact before embarking on tarnishing the reputation of the government, one needs to understand how aid money is channeled and through whom, because a tarnished reputation can result in an exodus of donors.

The Minister acknowledged the recipients of international aid are mostly from developing countries, (bilateral aid) this form of aid or funds are given to one country from another or by international organizations. This is not the case with Somaliland which does not qualify for bilateral aid since we are not recognized internationally, we on the other hand abide by the current direct implementation funding model, where donors channeled the aid through the international implementing institutions with the minimal consultation of the Somaliland government, there are strict guidelines and criteria for applying for the funds, making this type of funding almost impossible to be diverted for personal means.

Dr Sa’ad Ali conveyed the Purpose of the Somaliland development cooperation(SDC) has been set up to facilitate international investment in Somaliland for the benefit of the Somaliland people. As a non-recognized State, foreign investors face considerable uncertainty about whether contacts the basis of secure business can be enforced or not. The SDC circumvents the problem of non-recognition by providing a transparent, accountable and enforceable means by which investors can participate in Somaliland ventures. A separate not-for-profit company has already been set up in the UK to act as the founding vehicle, with Minister of State Dr. Mohammed Rashid Hassan, former Ambassador Myles Wickstead CBE and Jeremy Carver CBE as founder Directors.

The SDC is to be owned by an incorporated trust, the Somaliland Development Corporations Trust (SDC). The approved Somalilander and international Trustees with control the shared of the two SDC companies on behalf of the people of Somaliland. Each of the companies (for profit and not for profit) with have its own board of directors. The Somaliland government and the political opposition will have seats on both boards.

Its main purpose will be the administering of the Somaliland Development Fund (SDF) which has been proposed jointly by DFID and DANIDA to support increased National Ownership of the aid agenda and development process by the government of Somaliland. The two donors have embarked in excess of 25 m dollars over a period of three years (2012 – 2015) for the fund and it is likely that other donors may chose to use this financing modality to support National Priorities once the fund is in operation.

The overall objective of SDF will be to support a more and prosperous Somaliland however, given the size of the fund, there is a need to prioritize , and thus the focus of the fund is still to be defined. However, it is hoped that SDF will contribute to a government with a better fiscal management, that will be in a position to fund National Priorities, allocated on objective basis and which will have an impact
on citizens lives.

The current government of president has zero tolerance policy for corruption .Too often, anticorruption programs overlook the fact that ethics and legal systems alone are not sufficient to effectively address corruption. Rather, it is properly established institutions that prove to be powerful anticorruption mechanisms. Such a systemic approach provides a framework for identifying both the sources of corruption and organizational behavior patterns which involve the political economic and social aspects to be addressed. A combination of ethical and legal anticorruption measures and an introduction of functional mechanisms that both suppress and protect against corruption makes the ethical and legal procedures effective.

Moreover, the existence of established anticorruption institutions provides a metric of both positive and negative incentives (rewards and sanctions) towards corruption and allows a more reliable measurement of anticorruption indicators – rather than indicators based solely on the perception of the public.

    The honarable minister says people should check their facts before embarking on tarnishing the reputation of individual ministers and hence the government, we suggest they should also follow their own advise and stop arresting seemingly innocent people for months on end, without concrete proof or guilt and thus tarnishing their reputation.

    It should be recalled that the last finance minister honarable Eng. Mohamed Hashi Elmi stated that before he took charge of the finance ministry that the previous government had not paid for 2 months salaries of army soldiers and had misappropriated money belonging to the somaliland people. It has been estimated that the previous Riyaale government, in the course of their tenure had misappropriated over 100 million dollars. So its clear to me that what has happened once can happen again and i for one commend all those who are fighting to expose corruption and injustice were and when ever it happens.

      I think why this government has taken over the reins was in one way to check the over spill
      corruption and the chaotic lunacy created by the previous government of Riyala and so far this government is doing a good job.What is said and what is fact is absolutely different when things gets practical. Any way Riyal's administration and what is gone is another topic, but as today things are much better then they where yesterday.who ever want to criticize must do his home work before he takes the pen . It is not wise to write
      only you can show that you can write English. To enlighten further the misappropriations done before is why we are sharpening our wits .This government has learned a lot as Dr Sa'ad emphases and i hope history is learnt and mistakes will not be repeated. I also hope justice will prevail in to the right course and those arrested out of justice will be put on immediate release soon.

        Ahmed,

        I am only stating facts on the ground, i have no personal vendetta against this government in fact i was a kulmiye and for that matter Silaanyo supporter. However it cannot be denied that there are huge injustices that this government has carried out which has alarmed a lot of people and i just happen to be one of those individuals.

        Its good that the government is alarmed by criticism, because constructive criticism can make a good government work harder to correct their mistakes, however bad governments will tend to look more inwards and paranoid and lash out, pretty much what this minister is doing , which is not a good sign.

        Finally i have every right to criticise my government for their wrong actions, but if you see my criticism as being tribally driven then thats your opinion and i can do nothing about that, i know in my heart my criticism of this government is in no way influeced by trivial tribal considerations.

    Thank you Mr minister, what you stated is true. Our core problem is the media. It is immature and works on tribal bases. If what they write is true then we don't deserve to be recognized as a state that exist. They give all sorts of bad impression to others. Foreigners who visit somaliland write some good and positive about this nation, while our media tarnishes the country and its people with all sorts of corruption, mismanagement and hostility with one and another.
    In fact there should be a punishment to those who deform the character of others in order to gain fame or kick back. By the way those who claim to be journalists, what have they done for somaliland. constructive Criticism based on logic is acceptable and is essential for enlightenment to readers.
    Finally Somaliland is in its infant stage and needs the support of every somalilander irrespective of his or her social status..

    Somaliland should have laws for the media that lies, if they cannot come out with proof then they should get heavy prison sentences for lying about people! Also our Universities should start putting a high price on journalistic ethics! If you teach its ok to bs about people and call it journalism then thats what they are going to do.

    But main thing should be prison that should sober up anyone…….dont drop the soap!

    I believe in the concept of innocent until proven guilty. There is also the point of good governance, if the minister is not guilty, and I hope for him he is not, then with the good governance he should have put in place in his ministry, he should be able to show the people who throw this mud at him, the evidence of the checks and balances he has in place that he is a clean and honest minister of state.

    The truth is a force that will always prevail. It may take sometime but it will prevail. So if he has or hasnt done wrong only time will tell.

    Anybody who manages peoples money please be aware of the responsibilities you hold. Those who take advantage of people are only taking advantage of themselves. Why you may ask? ok they may get financial gain but it will end up sour in the end. There family may be afflicted with ill health or such like…. Allah works in misterious ways and ensures that justice is always done.

    As for the somaliland development fund they should ensure that the youth have access to this fund. As they are the majority and also the future of the nation. Support enterprising young people who want to help themselves and others. That would be my message to the funders and those who are delivering the funds.

    Also keep tibalism out way out. Applicants to the fund should all have a fair chance and should only gain financial support according to the merit of the application and not according to their tribe or connections.

    Apparently Dr. Shire is trying to clear air about the embezzlement allegations in the aid money. He understands the media has a work to do, which comes down to inform the public of what's going on in their government. So, we have checks and balances in place in our system.

    However the minister emphasized in depth to the media folks not to over look their very responsibility to get the facts straight as to what to broadcast to the public. Fair enough..

    I'm glad to hear from a high ranking official of Somaliland government who understands on both sides of the coin. Well done.. Mr. shire.

    What a shame! the so-called media group, especially some of them, have made a habit of writing false information against the government of Somaliland with out an iota of facts to back them up whether what they write is true or false.

    In today world where information whether true or false goes like a wildfire, it is the responsibility of Somaliland government to sue any so-called media group for trying to damage the image of Somaliland government in the eyes of the world. They have to put up or shut up.
    And I personally,I will suggest to Somaliland authorities that, if any media in Somaliland proper is found writing an accusatory news without a fact, that media group should loss license to operate in Somaliland period!

    What some of the so called media group, I called them tabloid, want is to show the world community, Somaliland in a negative image. So that it will never be recognized as a legit government. These madness must be stopped by hook or crook.

The article in the “Arab News” didn’t work. The referred to “facebook” pages and other sites are not available for crosscheck. All you said in the previous posts are baseless praises intended to give readers a glorified images of your(s).
      My problem is I'm against spamming, misrepresentation and double identity. And I'm determined to fight this.

    "Public perception" is the problem here. We almost expect our leaders to be corrupt that we are prone to believe in any accusation without checking the merits of these allegations or facts being fully established. No media publishes evidence supporting these accusations of corruption when they write and this smacks of lack of training and ethical journalism. If this continues it will be detrimental to the efforts of the government to plan for the betterment of its citizens and will weaken its argument to take control of the funds that are currently channelled through the NGO's so that it can best channel these where it most needed.

    Remember most of the funds are spent on over heads in real terms and only fraction of these reach the country. I know which side I am on but I bet we are being led by our perception of how a government official should behave rather than by an endemic corruption in the government.

    For brief observations:
    In order to have discussions among folks from all walks of life it's imperative to establish a simple a set of common rules. e.g : no multiple names can be used for one person, no insertion of irrelevant topics, refrain what can be considered an offensive language, no link attachments and whatever additional proper forum etiquette we can add on.
    If everyone sticks to the above simple common courtesy rules, we can potentially get a forum with objectives. Otherwise things could turn into an uphill battle..

    I've been on the forum for a few, initially I was proud to be part of it, then after awhile I've got a little pissed off as I noticed a handful of folks, especially the ones that usually claim they're anti Somaliland current status purposely muddling the water. It's a fair assumption, in my part, to say their intentions were to undermine any objective driven discussions pertain to Somaliland.

    Frankly, it does't frustrate me but makes to dig my heels in the ground deeper. In other words, I'd fight back aggressively, without crossing any lines.
    I won't have an issue one with opposing ideas, if the approach perceived unwarranted, I'd the first one to jump on it but I don't knowingly disrespect the opinions of others.
    My sincere apologies have had offended any one as a result of misunderstanding.

    I'll check the articles/comment on Somalilandpress periodically , depends on the topic at I'll definitely have my say. Please let''s have a forum with significant objectives.

    In reality, I have no grudge against anyone including those anti-Somaliland. Simply because they are misguided and deserve a second chance which might be a lifetime.
    Nor I do cherish on changing the subject being discussed, but, frankly speaking, I am unable to tolerate multi identity and whenever I smell spamming behavior, I will launch an attack.     The only thing I understood from your above posting is; you work for SomlailandPress which answers my old and unresolved question of why you (and others) have been able to post exclusively very long comments.
    Facts about long posts:
    You (Berri) posted a 531-word comment on the article titled “For Somalia, lessons from stable breakaway north” and later said that was intended for another article.
    Dumar also posted a 418-word comment on “Corruption Coupe Conspiracy Against President of Somaliland”

    Readers have got the point? They (Berri & Dumar) are insiders. This also confirms that you two (Berri & Dumar) are two pen names for one person.

    Simple moral question: How do you think the people respect you and read your comments reliably, while you abused and violating the standard rules of this site by posted 6 comments under the 6-7 spamming names in one web-page only ? Not personalization point of you but rather for disciplinary awareness messages for your benefits and to respect writings on web policies.

    You know that I have more to say about Somaliland enemies but not try to Somalilanders like you personally.
