HARGEISA — Somaliland Minister of Minerals, Energy and Water Resources, Mr Hussein Abdi Duale, denied accusations of corruption on Wednesday levelled against him last week by the Finance Minister, Mr Mohamed Hashi Elmi, during a Ministerial meeting.
He distanced himself from the scandal and declared that he was loyal and honest to his duty and that his goal was to serve the public interest and duties. He countered Mr Elmi’s claims that minister Duale stashed sum of money from oil deals into his personal account.
“I want to comment on slanderous accusations made against me in recent days in the media. I have not talked about it and now I want to set the record straight,” he said.
“Last Thursday the finance minister went up to the president and said to him that he had evidence that I have lost cumulative amount of money through corruption. The issue surfaced during Ministerial gathering at the President Palace and was put to a rest following an agreement that I had proposed. The Ministry of Minerals and Water Resources did not received any funds from oil deals nor were new contracts signed. The Ministry inherited the old agreements signed by the previous administration,”he explained.
He said the President ordered a probe into the accusation and demanded that the independent National Ombudsman to investigate the matter. The chairman of the organization, Mr Mohamud Aw Abdi Ibrahim said Mr Duale was cleared of any wrongdoing including the corruption allegations and the missing money, said to be $500,000, was in the Central Bank.
Mr Duale finally said in the news conference that he was from a country where there was freedom for the press and that the media served the national interest. He urged local media to do the same and added he respects freedom of expression.

This case was investigated by the Country's Attorney General based on the directives of
the SLD President Silaanyo and no wrong doing was found according to press releases to
the SLD Media conference summit held on 27/12/2011. The Water and Natural resources
Minister MR. Dualeh was cleared of all fraud or misappropriation accusations by the wicked
FM Ina Xaashi who also leaked the Cabinet meetings on this matter to the press Media prematurely
in an irresponsible manner which exposed Govt. Confidentiality and jeopardized State secrecy
on such issues. It might also be said there are still other many other problems facing the FM
which are being investigated by the Attorney General's competent offices and the Media is
publishing Articles related to the FM on a daily basis. Looks like INA Xaashi's political days are
closing down.

Mr. Elmi did enough damage to his credibility and also, caused enough scandal to the current government. He look innocent person who doesn't understand what is going on around him these days. He never showed any regrets or any other kind of reactions at all. I believe that he needs a training or public administration education. There are things that he could not comprehend like how financial regulations, government procedures and financial policies of somaliland.

People come to your sense when commenting something trivial like this. The Finance Minister just said or want to see all money comes to the government treasury and not individual ministries accounts. They can put the money in that account and use it through vouchers whenever they need it. No one is saying they should not use it, but the issue is how to use it properly. This minister of Water etc is someone who sees himself as the only one who understand how governments are run. Transparency is what we need. People of Somaliland support Mr.Hashi, and this snobbish individual will not succeed in his endeavor of ignoring the rules.
Furthermore, all the agreements that he undertakes must be approved by the parliament, and in this case nobody knows exactly what is happening, and he avoid to encounter with our MPs to clarify the situation. The reason is there is something fishy out there.
The Mining Minister at least makes an effort to come out of the closet and tell us his side of the story. I am really sorry for being too harsh to him and demand to be fired earlier, when there were no a word of him around. It looked then as if it were caught red handed, but now some fuzzy cloud has disappeared but not all. As Somali saying “Nin Hulaab Xumi inuu wax Qarsanayo aya la Moodaa”. Mr. Dualeh please what you have to do for your tiny but emerging nation with Allah (swt) graze, Do it with your best and never let the mirage of California delights deluded you.

First of all, the issue should have never been leaked to the Media and should have been settled internaly. Secondly, it seems that most of the people posting comments are jumping on the bandwagon and feeding on the allegations without knowing what is facts and what is false. And lots of those individuals posting their comments have clannish interest at heart rather than having the common good at heart. And that why we can see for and against the two Ministers in question. And yet others did not spare anybody, including the President … naming names like the whole government is corrupted. This is not a good omen. If we keep on dragging our official down like this, we will no doubt drag our government down. What happened to constructive criticism, guys? Please Somalilanders, let us have some kind of self-control and common sense and stay away from personal attacks and bias against some people.

The media is an essential part of a democracy. In even mature democracies, it is the only thing that keeps excesses of politicians within limits, in the UK it was media exposure that stopped MP abuses of public funds, even in Italy, finally, the role of the media has helped to topple one of the most corrupt politicians. This exposure is exactly what the media IS for. Let the people ask the politicians ''where is our missing $500,000"? How many roads would that fix? How many hospital water supplies would that fix? Somaliland, trying to prove itself on the international stage should be proud, not afraid that this kind of scandal is held up for public debate. Democracy does not mean that corruption or abuse does not happen, it means it is investigated and held to account. let it be investigated and let it be public. It is no secret that minerals and resources are one of the main sources of corruption in many countries. The fact that this is investigated is a credit to Somaliland not a discredit. Attempting Damage Is Already Done!
Contradictory and conflicting statements coming from the Mr.Minister of Mining and general auditor.
Mr. Minister denied the accusations of financial scandals involved $500,000 of an advance amount for exploration contract. He said whole total amount of $500,000 is currently in safe account of Central Bank custody.
But general Auditor, at same time said in front of all TVs cameras , we verified all accounts for two weeks and reached out only $50,000 and rest already spent by the Ministry of mining.
With that said, strangely enough the Auditor didn't explained how an amount of $450,000 spent in the time span of less two months since signing announcement of this contract with that Company without showed substantiated documents except one piece of Receipt paper between the central bank and the minister. ( no body knows what written on it was, just picked up from table and put it down in lesser than a second)
So that, we only draw one simple conclusion, which is in Auditing standard terminology called this as disclaimer and window dressing verification statements = means no substantiation prove evidence until well legal documented where $450,000 expenditures spent item by item and then to presented to the council ministers for endorsement and verification approvals for final clean closing.
That's proper and legal standard procedures otherwise, this minister should be sacked from this important and most needed ministry immediately for the sake of national interest and as new lesson for others.

I think the finance minister jump the gun. How can he accuse his colleague without any fact? So if this accusation is not true, then all the accusation this minister made against the previous government is un founded.
I know he is trying to make sure that every penny the government received is counted for, but he has to watch his words, because it can have a severe effect against the nation, the government that he tries to serve and of course those he accuse of misappropriating people money.
May be the ministry of mining refused to share information with his department.
I believe, the honorable H. Elmi had made gross error in judgement and in alleging that something improper has taken or was taking place without a shred of evidence to back it up. He failed to at least have the guts to approach the minister in question (mineral & resources) to demand some answers before he austrasized his colleague or made the allegations public. He made serious lapse in judgement by uttering unfounded accusation. He did not only show unprofessionalism in the eyes of many Somalilanders, but he also inevertedly damaged the party's good standing. I never really doubted the honerouble minister of minerals and resources' integrity especially knowing his background and the type of sacfrice he had made to help his nation to stand on its feet. I also believe minister of finance had done great things for his nation and for this administration, but has made grave and serious lapse in judgement which was exploited by the media and those who leaked this allegation. I still think it can be forgiven, but not forgotten since he (Elmi) also had gone to tromendous strides in improving his nation finances and taxations. We can not afford to loose either of these wonderful ministers. We should all be greatful that an adequate system exists to deter and minimize inappropriate handling of public fund which can be further strengthen by improving it further. This should already be the priority of this adminstration since we have learned this lessons with the previous administration's mishandling of funds and corruption. Defining the roles and responsibilities of all the miniteries concerned very well and minimizing any overlape should reduce potential conflicts in the future.
My advice, we should stay away from delving into issues we know very little about especially when the media is very immature in its tackling of serious issues such as this. We also should be vigilant of personal attacks or vendata carried out in the name of tribalism which is the illness that plagues Somalia today.
Transparency means without being made to ask you should divulge any changes. Thus. the minster allowed for room to speculate by keeping information to himself instead of announcing any changes or deals. I agree with FM too many secrets less communication is a problem for democratic societies He missed the point of democracy like many others in our government..
This speculations was prompted due to the public enquire on this deal. FM requested greater transperancy due to this misinformation by him. Democracy requires you to divulge info to avoid this very thing.
All MP owe us an explanation to their dealings. This what is required. Thus, he has failed to explain the deal and what the 2.5% entitled. There is sufficient evidence of lack of transparency to the deal and what it meant for the ordinary Somalilander.
The fact this functioning state came into being by not following strict financial accountability but rather ironically bold decisions taken for instance by the former presidents of Mohamed H. Egal, later Dahir Rayale Kahin. There are many examples – they gave out with no check and balance from the finance. They judged as they pleased with iron fist and made this nation stand on its own feet. Now its for Kulmiye – the Democracy and transparency loving Party” should either lead the nation with guts or get too fussy about what has not even been lost. The twenty and so years the government has shaped out itself as statehood – Transparency has never played a role.
The guts of those who brought the state thus far can be described in the Somali saying “The eldest of a family and a midwife don’t disclose of all they know” Nin reer u wayn iyo Umiliso toona uma sheegaan siday wax u go yihiin.”
Democrazئzy has its own price to get entertained – free media and time consuming “clear your image public spot” wil not lead this nation anywhere.
Disclosing every tiny for transparency is not a good public policy. If a transparency has to lead us forward we have to grow up from being too fussy. We need to learn to leave the judgment for those in charge.

There should be a budget for everything and within that budget their should be allowances for the government to spend on miscellaneous things that it feels is in the best interest of the nation. Moreover, the spending details of the miscellaneous budget do not need to be scrutinised and made public as long as their is no blatant corruption going on. However, if we have to be become a proper democratic nation and prosper economically, accountability and transparency is a must in every public institution.
I think Mr. Haashi is someone who cares the least ,when it comes to respecting the honour of others as long as he thinks that he can score political points against them. He claims to be a pious man, but in fact he is narcissistic, unscrupulous and ostentatious man.

Unlike all of you, i think it was right that Mohamed Hashi leaked the issue and put it in the public domain otherwise we wouldn't never have known what is going on behind the closed doors of the Cabinet meeting. After all, he didn't divulge a state secrets. So, what is the big fuss?
Without not going on about it, I suggest that we put this to rest as the Auditor General confirmed that there was no misappropriated money. I agree with the argument that money should have been deposited in the Government Treasury though.
Now let us put our efforts on Ali Xor Xor . the most corrupt man in the country now running the most important source of income for Somalailand.
Here is the million dollar question – how integrated are Somaliland's governmental procedures and ministries?
1. What are the procedures for the collecting, dispersing and accounting for government funds?
2. Once funds are allocated to the various ministries and projects how are these funds monitored? Quarterly, semi-annually, annually?
3. Are any of the ministries required to fill out standard forms for being allocated funds from the central bank.
4. Who signs off on the receipt forms submitted by the ministries demonstrating HOW the funds were actually used compared to what they SAID during their initial request?
5. How many signatures required by Central Bank – 1,2, 3 . This is an important internal control procedure.
6. Are computer systems of the various ministries interconnected with each other as well as the Central Bank to ensure efficiency and accurate real-time information is shared? Versus, waiting to the end of the year to determine whether or not the government is running a surplus or deficit.
Are all the ministries working together for the betterment of the society or are they trying to keep information from each other to compete, envy and defame one another. That is what it comes down to. None of these constant squabbles would be happening if everyone was on the same page in turns of common governmental practices and procedures.
He took 500,000 and the other guys says NO. The other guys says he has this right and the other says all money should go the the bank first blah blah blah. WHAT IS THE PROPER PROCEDURE FOR ACCEPTING EXTERNAL FUNDS? No one has asked this question and it appears both ministries don't have a common reference point. And so they both CRY to the president!
C'Mon this supposed to be the elected government of Somaliland and not a MOM & POP restaurant.
ADVICE:
- An external, preferably foreign, consulting firm should be hired to conduct a study on the current state of the various governmental ministries and how best to integrate/streamline their policies and procedures. I think the Somaliland government should look to adopt the best governmental practices from around the world. We should be asking who are the least corrupt countries based on the commonly known indices and then see how they do things. No one can ever claim tribalism, envy and defamation if everyone is working from the same play book.

Mr Hashi was right in leaking this to the media, yes he might have rushed but blowing the whistle on corruption is the right thing to do.

Guy's, I think Haashi was a little bit confused and did not understand how government works. He thinks that every penny that comes to the country be it private or public should come to him and then he must single-handedly decide to spend it as he sees it fit. Because he only knows what is wrong and what is right.
Actually things do not work that way in government at all. There are special funds earmarked for specific projects. These funds do not need to go to the budget but are deposited in the ministry's account. After that companies bid for the contracts and the highest bidder gets the money to complete the project. It is incumbent on the auditor general and the contracts commission to verify if that money was spent legally and the project completed as specified. For example the minister of Water and natural resources has secured 26.5 million for water development from the EC. This will not go to the budget, but after the projects are completed the auditor General, contracts commission and the EC will be responsible to see that the money was spent efficiently and in a transparent manner. The minister of Finance will have no business in this and that is what he tried to do, but not with all the ministers. He selectively chose Mr. Duale. I think he assumed that Mr. Duale was an easy target since he was away from the country for a long period of time and was going to easily succumb to intimidation. Now we see that things didn't work as planned by Mr. Haashi and contrary to his plan he is the one who is humiliated in this affair.
Mr. Duale by far is the only minister who efficiently planned and succeeded to bring money from overseas. This includes and not limited to the water projects funded by UAE and EC.
My best wishes to Haashi and I hope he will succeed in fulfilling his promise of high revenue earnings for the year of 2012. That is his real challenge not making false allegations.
Now, let us put this subject to rest and move on.
Minister Hashi is absolutely right,,, he is the commander in chief for all national financial transactions, and based on the information released by the Auditor general there is no role or participation of ministry of finance in the so called three way agreement in between the mineral ministry, the central bank,, and the foreign oil company.

I'm glad I could be of some help. I think it is very important for our government to establish a good framework for the coming administrations to follow. We must remember at the end of the day we are still a tribally minded society; which views all actions or lack there of through the tribal lens. Therefore, we must try our utmost to minimize any potential suspicions and limit them to the realm of – Is this in line with the set rules or not? This is more preferable than having the community at large witnessing first hand two government figures exchanging accusations based on suspicion or hearsay.
The other added benefits to implementing and enforcing strict rules of conduct are as follows:
– Increased confidence of the public in system: People won't refer to any administration by the tribe of its leader. i.e. war wa Habar Jeclo kkkk
- Deterring future opportunists from entering public service: They know they will be caught so they won't bother
- The government will attract the best, brightest, and most patriotic individuals from the country. And not aspiring militia generals and tribal leaders with dreams of wearing a 3 piece suit.
- Finally, setting a good example will mean all future administrations will compete on who can make Somaliland better rather than who can steal the most without getting caught.
Side note – During the time of the Ottomans each sultan would try to out do the other by trying to build more mosques, make the region richer or by expanding the territory through military conquest. In modern Turkey the currently ruling party (AK) enjoys unparalleled support for their accomplishments in many areas – booming economy, greater integration with EU, more transparency as well as growing influence in the Islamic world.
In Somaliland's case each administrations should compete on who can bring Somaliland into a new area of peace and prosperity. We went through war, disarming of militias, tribal consultations, years of reconstruction, redeveloping a functioning government, elections (WIP), and a thriving private sector etc.
We now need a way to create jobs on a MASSIVE scale – An industrial evolution (easier said then done I know), but a noble goal never the less.

Poor or rich alike, all the Democratic societies of the world adapted democracy to avoid dictatorship, corruption, injustice, transparency, and mismanagement of public fund. Think about a society where there is no trust between the ruler and the ruled. There will be suspicion. To keep away from this suspicion, different laws and rules are written to enhance accountability. In our case between the two ministers, it looks that there are no laws ruling between them and that the different departments of the government have no coordination between them financially. The president should form a committee to study this side of the problem.

There are many corrupt officials, including ministers, in the Silanyo government, but what makes this dude so-called minister of WE&MR so repulsive and different from the other blood-suckers are too many to list here. Nonetheless, let me make an effort to point out to a few of them:
One
He is proficient in insulting the intelligence of Somalilanders other than his own clan. He goes about his shameless antics as if everybody else is deaf and blind. Example, he bypassed the ministry’s experienced professionals by filling nearly all the senior posts with newly recruited underlings with whom he shares kinship. He didn’t even have the decency to spare the long-serving PA of the minister’s office. He replaced her with one from his tribe–and, you got it right newly recruited.
Two
His penchant for self-aggrandizement knows no bounds. He constantly advertises himself as a man who has given up high life and cozy comfort in order to serve his poor homeland. If he had learned any useful knowledge, managerial skills and ethics during his long absence from the country, it seems he has left them in California. Nor, obviously, has his purported advanced education and exposure to a non-clannish culture muted his ingrained tribalism.

His attempts to defend himself from or rebut the numerous credible accusations, which have been leveled against him since his appointment as a Minister, succeed only in further showing his truly disgusting colors. For instance, his justification for withholding substantial revenue from the National Treasury (that he intended to use the funds for Capacity Building at his ministry) is grandly amazing though not as nearly amusing.

It is plain that he has a reliable defender in the President, who is known never to fail in coming to the rescue of a fellow clansman. The President mobilized the nation’s supposed chief thief-catcher, the Auditor General, to undertake a charade, which they packaged as a probe into the ministry’s accounts. Of course, at the end of this theatrics, the Auditor would only come to a predetermined conclusion: LO AND BEHOLD, THE MINISTER IS STAINLESSLY CLEAN OF ANY WRONGDOING; THAT HE HAS BEEN A VICTIM OF SOME SORT OF SYNICALLY MOTIVED VENDETTA. However, none of them—the President, the Auditor and the Minister, that is—did his homework nicely. The Auditor informs us that the minister did nothing wrong; that the minister just followed the terms and conditions of the payment agreements between the ministry and the companies that had been the source of the funds!
For Heaven’s sake, since when did foreigners dictate to government ministers on how their payments should be used!

Immediately following every time that the Minister happens to be the talk of the town, scores of supportive articles and sympathetic comments appear in the media with amazing consistency and numbers. I suspect that it is the Minister, himself, who is, using pseudo names, at his characteristic self-promotion. If so, he must be harbor some form of psychological deficiency. If it is others who are the authors, they must be burdened with a uniquely tedious and ridiculous mission. One way or another, mockery and counterproductive effect are the real outcome of these obviously planted campaigns. And only the disillusioned would persist in employing them.
There could have been only one scoundrel in this scandal–the Minister, and deservedly so. Now there are three–the President, the Auditor and above all the Minister himself.
In contrast, the Minister of Finance, whatever his shortcomings—and like all human beings, he must his own faults—should be commended for, at a minimum, bringing this utterly sad episode to the forefront of the public’s attention. That is not a mean achievement, all things considered.

Yeah that's how it works but you know what? in human nature there 're three characteristics of such personalities that signifies inherit-ion or childhood diseases backgrounds that hardly curable in ones life time… Normally a little knowlege, cultural corruptions and once again chronic backward clannish with hypocrisy and ugly nepotism mentalities.
