Somaliland journalists under fire

HARGEISA, (IRIN) – Journalists in the self-declared republic of Somaliland are increasingly being harassed and arrested by security forces there, say officials.

“More than 60 journalists were arrested in the first six months of 2012 compared to less than 20 journalists in the last six months of 2011,” Mohamed-Rashid Muhumed Farah, secretary general of the Somaliland Journalists Association (SOLJA), told IRIN.

“For example, a national TV reporter has been harassed. [There have been] midnight attacks on media offices and residences by the newly established rapid reaction unit of the police. Torturing of journalists in the police stations [is] now taking place.”

The concern is shared by the Committee to Protect Journalists (CPJ). “Somaliland had an unprecedented number of detentions of journalists this year. In the first half of the year, we’ve seen over 50 journalists arbitrarily arrested and detained briefly by authorities. The fact that these detentions occur without warrants or often any reason demonstrates how the ruling party misuses its position to silence critical voices,” said Tom Rhodes, CPJ’s East Africa consultant.

“Many journalists in Hargeisa [the Somaliland capital], told me that they are compelled to self-censor to avoid such detentions, not a good sign for democracy,” said Rhodes. “On the other hand, the level of detentions of journalists decreased dramatically in the second half of 2012, so there is hope that this practice will diminish and the Kulmiye party will stick to its original democratic principles.”

The Kulmiye  - or Peace, Unity and Development – party of Somaliland President Ahmed Mohamed Mohamoud “Silanyo” came into power in 2010.

“The increasing arrest of journalists has two consequences: The independent media is the place where people monitor the reality of their country and evaluate their leaders’ job performance; for this reason, if they [journalists] are arrested or [harassed], people will lose their right to information. If the people don’t get the information they need, the consequence will be the start of a new dictatorship,” said Khadar Nour, the chairman of the Community Centre for Research and Training, a local NGO.

A need for training

Ahmed Suliaman Dhuhul, the Somaliland president’s spokesman, said that the government is not aware of the arrests of ‘more than 60 journalists’. “Sometimes, media practitioners may claim that they were arrested if they were called for [questioning] by the police,” said Dhuhul. “All the citizens, including journalists, have equal rights before the law and each one of them can be arrested [if they are under suspicion] for questioning. Also we believe that no one is arrested without [a] warrant.”

“Journalists should respect the country’s security and credibility, which is in the interest of everybody,” he added.

A lack of proper journalistic and legal training could partly be to blame.

“Both the government and the journalists [don’t] have enough knowledge. For example, the journalists sometimes mix news and [opinions]; it is not their fault, but they need to be trained more. Also, the government officials don’t seek legal ways to sue journalists but they take the law into their hands and order arrests,” Mohamed Mohamoud Kastam, who has been practising journalism for 30 years, told IRIN.

Article 32 of the Somaliland constitution guarantees the freedom of expression and the independence of the media. Somaliland also has a law that regulates the press, but neither the incumbent Kulmiye government nor the former government of Dahir Riyale Kalin implemented it, said SOLJA’s Farah.

Under threat

Somaliland’s journalists have been under threat since 1991, when the government of the late President Abdi-Rahman Ahmed Ali Tuur arrested and imprisoned the editors of more than six daily newspapers.

“These journalists were the first people imprisoned [at the] Hargeisa prison, but the situation got better and the media continued to work independently,” said Mohamed Rashid, SOLJA’s secretary general. “But this government of Kulmiye, which campaigned to respect the independent media, now seems the worst government [for the press].”

Somalia is becoming increasingly dangerous for journalists, with at least 15 killed this year alone. Since 2007, at least 22 journalists there have been killed, according to CPJ.

    CORRECTION: here are only very few individuals in both the republic of Somaliland and the neighbouring falied state of Somalia who could be considered as qulaified journalists with educated in recognised universities. The rest are youth who can not even write proper Somali language, let alone writing in any other language known on this planet. The overwhelming majority of those ''reporters'' (not journalists) recived only very basic education. From the crued reports they try to file in Somali language you will easily notice that they did not even learn the grammar of their mother language. All in all, those scalled journalists are mere young people who lack any other skills to earn a living.

    Nothing new for the half habashi creatures, they've realised that "pease and fresh milk" isn't luring the public into the failed/deserted "somalilan" project, so it is the time to unveil the real face now but little they know, the more you press the more you ignite the angry situation to begin. They have always lived on others' destruction and the policy continues. I call on the wise people from the somaliland region to stop encouraging this tribal system.

    I agree with Rooble. There is a mismatch between the ever increasing Somali journalists and the training they acquire. One needs to strike a balance between finding the truth and not undermining the fabrics of the state. Too often, you will see reports of allegations with no supporting evidence. They do not even use the word allegedly.

    In most cases, you would think this was an investigative journalism and when you delve into the content it becomes apparent that its all based on hearsay with added opinions.

    Warlord Silanyo and his al shabab commander Hersi Gaab are out of control and the Somali government needs to urgently interfere before a deadly civil war and inter-tribal war breaks out in the north again.

    This is very dangerous time and serious crisis are emerging from the north. Perhaps the Somali government should discuss with IGAD, AU, IC and the UN on how it can and should deploy some AMISOM forces in the north.

    Part of the reason media is under attack is because they refused to become mouthpiece of warlord Silanyo and his many al Shabab linked Councilors.

    I am going there soon and I have received credible information they want to arrest me but that will be the end of their al Shabab linked and bankrupt Council should they try it.

    I am an Australian and Australia is the latest UN permanent seat nation and it will be disaster for them to use the British taxpayers funded tribal unit, the so called RRU which in reality is just HJ Unit (HJU).

    This will not be tolerated and Silanyo must be arrested for crimes in New Hargeisa, Kalshaale, Buhoodle, Sool-Jogto and also for his support for al Shabab. They often send money and weapons through Dhiigshiil and many of their employees are former Al Itihad members and ex-Al Barakat employees. When Al Barakat was forced to shut down, Dhiigshiil took over its operations, offices and staff and the employees remain and the financial services continue from where al Barakat left them.

    Each article you enter there is a barrage of negativity from "So Called Unionists Somalis". In each article the reader is preoccupied with responding to the insignificant rants of these individuals.

    These individuals are a constant reminder of the mentality of the population of Somalia, in essence they are the Ambassadors of their country. A true representation of the morally illogical sub humans who inhabit that Bantu Country next door.

    They are the personification of Animosity and so long as they continue to present themselves as observed our job is much easier in distancing ourselves and our loved ones for their company.

    Let them continue in vain…

    Somaliland will continue to go from strength to strength, We will have a Somalilander on the MOON while they still fight over who owns Moqadishu!

    President Silaanyo, born out of the most distinguished Somaliland half habashi hybrids
    Habra Jeclo tribal units, the biggest and largest demographs/geographs of all Somalilanders?
    Despite being the top and eldest to the majority of Sheikh Isaaq offsprings, yet this special
    class are known to be moderators in Govt power sharing mechanicism? For example, the
    Govt power of Ato Silaanyo is in the hands of mainly non-HJU, yet why all the panics?
    Suffices to say that Ato Silaanyo Govt is just doing good govt public services to defend the
    Nation and Country against subversive conspiracies and so forth. Usually many known
    Somaliland media and their journalists are the types of Kayse and the likes??? Also IRIN
    was always negative to the causes of Somaliland. This Article is way off track.

    can you imagine Stephen Harper or Barack Obama arresting journalists because they wrote some unpleasant thing about them democracy is a messy thing it has to have four important component freedom of speech freedom of assembly and freedom of religion and freedom of the press and it's the public interest to safeguard do whatever it takes to ensure the system that is in place is protected and no one is above the law if you the public don't fight for those rights you will have the same totalitarian system you were running away from it but this one you went to the polls and elected them double whammy and if any of you have a questions about the credential of this people there's a simple way to find out, set a system where they must prove their diploma another thing you the politician are not out of luck sue the pants of them but don't jam the court system and waste what little the taxpayers have so they can spending the money somewhere else effectivly instead of the money going to house them and feed them on top of that the law enforcement officers who have to go to arrest this people and this officers are on the clock lose situation.

    There are huge differences between creating a news and reporting an event…the mediocre reporters are often mix their personal emotions/opinions in the reporting which puts their work ethics in "?".
    Is it a lack of education on the reporters part? or is it actually due to improper employment policies at their place of work?

    Responsibility, knowledge,impartiality and factuality are the pillars of journalism and all these four qualities are missing in Somali journalism. Somali journalism is plagued with corruption, nepotism and lacks the basics of this noble profession. It is not only me saying this but the Guardian has this story written by a professional Somali journalist called Jamal Osman. Somali journalists whether in Somaliland or Somalia believe they are above the law and the cultural norms of their respective countries. Still there is difference in treatment of journalists in Somalia and Somaliland. In Somalia the government murders journalists in broad day light and no questions are asked. While in Somaliland if a journalist commits a crime and is questioned by the Somaliland police this is considered a crime against humanity, why this double standards by the IRIN and the CPJ? there could be only one answer, these guys get their oxygen through anarchy and they want the Somalia anarchy to spill over to Somaliland.

    Imagine the CJP calling the Murdoch companies phone hacking scandal investigation being called a crime committed by the security services of the UK government. I dare the CJP to come out loud and clear and criticize the British government. They will not do that, because they are bullies and will always harass the little guys if they think they will get away with it.

    Even it is no perfect, journalist in Somaliland are in better situation than in Somalia where they are killed or in Djibouti without freedom of critic under dictator Ina Guelleh.
