HARGEISA(SomalilandPress)–Somaliland parliament has passed a bill approving the budget for the 2012 fiscal year, this year budget which was formerly presented to the house by the former minister of finance Hon Mohammed Hashi Elmi, who was just recently sacked. The heated session today was chaired by the speaker of the house Hon Abdirahman Mohammed Abdillahi(Cirro) who also preside over the vote, out of the 57 mps present during the vote.
i. 37 MPs voted in favor
ii. 19 MPs vote against
iii. 1 MPs abstained
The budget of 2012 fiscal year is estimated to be 639,396,240,470 billion Sh. SL arise of 23.19% compared to last year. Former Minister of Finance Mohamed Hashi Elmi during his presentation of budget for the 2012 fiscal year to the house of parliament for approval two months ago, highlighed on the progress made by the Ministry of finance in term of revenue collection he also pressed for the need for stricter financial regulation he also stressed the need to increase wages for all government employee, however he co-related the issue with collection of tax from citizens. He also elaborated on the inter-depended relationship of both factor’s and for the first time ever he revealed the increase of wages for employees of the Attorney General Judiciary and all government Ministry although the current government has raised 100% pay rise for all government workers,its clear that it had fallen short of the 300% the KULMIYE government had pledged during the campaign.
The former minister also reiterated that the ministry had paid all debt owed to the government, the debt which was incurred during the Dahir Rayaale administration. This year fiscal budget is anticipated to stand at 639,369,240,470 billion Somaliland Shilling which is estimate to be around $100 million dollars, an increase of 23.19% compared to the previous budget. The former minister of finance also revealed that the government has allocated more than 11 million dollars to upgrade health care, education, water resources, and the agriculture sector.

Hashi is a great man. His sacking is a loss for Somaliland.
Wait for the next Budget then say whatever. Hashi is gone for good and most likely he's a
retiree for keeps. Let's hope the new Finance Minister does a better job and why not?

This year's budget sounds very good for the government workers but not so good for the average tax payers and business communities. I hate when I see government workers get the gold mine but the rest gets the shaft.
Mr. Hash is on retirement honeymoon now. Let's give him our best regards so, he can enjoy his well-deserved time off. For the rest of us, we should put the pass behind us and move on.

Mohamed Hash, is part of Somaliland history and life goes on, now we have a new finance minister and the goal has been set very high by Mohamed Hash and the new guy has to surpass this new hight otherwise, he will be seen as a failure.
Mohamed Hash's shoe is too big to fit, but let us hope the best for the new Finance Minister.
Indeed lets all hope the new Finanace Minister will be able to match and better Mr Hashi’s considerable achievements so far, with all the obsticles he had to endure along the way it would be shame, if the new Minister is not able to carry on such good work.
How ironic that a minister that achieved so much is discarded whilst others who had not achieved even a fraction of what this man has achieved are still in their office, but that is for another topic of discussion that i will not dwell on.
Sad to see Engineer Hashi go. He did a fantastic job, but let's hope somaliland budget keeps on increasing year on year. 23.19% is brilliant, and with oil been discovered who knows its could be 300% increase in a year or two from now
The country needs atleast about US$500 million Budget for smooth running of it's affairs but insha allah we are on the right track and all will be good.we need someone to better mr.Hashi who was very good minister and it will be hard to match let alone better him.lets all pray for the new minister mr.samale to do his job the right way.
