Somaliland elections: Who will decide, you or ISSA?

HARGEISA (Somalilandpress) — As many of you already know, we’ve previously published the below report; however we decided to put it on hold as we gathered information.

Yes, a number of minor web sites looking for attention also accused us of writing it and that we were ‘pro-UDUB’. Let us make it clear, we are no pro-UDUB nor Kulmiye or UCID, we are the voice of Somaliland and we will always represent you regardless of your party.

How many web sites, do you know, in the short time we were around, that introduced as many stories about Somaliland, to the world audience? Not many, if any.

We will publish the article again so you know the truth, first of all we can confirm to you all that the report was indeed produced by Defense & Foreign Affairs, which is part of the International Strategic Studies Association (ISSA), “for its government audience” according to the president of ISSA, Mr. Gregory R. Copley.

Mr. Copley admits that the report was leaked to the media. “That is, in fact, produced on a confidential basis for government members of ISSA, so I am unaware as to how it may have been leaked to the media,” Mr. Copley told Somalilandpress.

We asked him, who are these “government members” but so far he has not responded to us but we assume it’s United States, United Kingdom, Australia, Canada and possibly few other Western nations.

Mr. Copley is the author of “The Art of Victory” and has been awarded with number of Orders including the Order of Australia in 2007 by the Australian Governor-General, Major-General Michael Jeffery –who is the Principal Companion and Chancellor of the Order on behave of the Queen. Mr. Copley, is perhaps the modern Cecil John Rhodes, maybe like Mr. Rhodes, he too has that ‘imperial factor’. The Queen, properly saw that in him too.

We believe, Mr. Copley is very powerful man and we feel, Somalilanders have the right to know about their plans for the region, whether you approve of their report or not.

The accusations against Kulmiye are very serious and we should do every thing to protect our stability and democracy regardless of what West says about our candidates, whether you support UDUD, UCID, or Kulmiye.

Indeed, all eyes are on Somaliland and this elections, it’s very possible, that Somaliland might get recognized as so many think-tanks, ambassadors and diplomats descend upon Addis Ababa and Nairobi to discuss Somaliland.

We urge everyone to put national interest before the party, tribe and their personal political gains. Remember, this man, claiming that honourable Silanyo and other Somalilanders, have links with terrorism, is like you and wants nothing for himself but placing his national interest before his personal gains. Just read more about his book: “The Art of Victory is based on the author’s four decades of work at the highest levels of governments around the world and was originally written as a guide to national leaders to shape long-term strategies for national success.” It is also the reason the Queen has honoured him, and so now, don’t let him turn you against each others, before Kulmiye, Udub and Ucid, we are Somalilanders. Wihout peace Udub, Kulmiye and Ucid are all nothing and Somaliland is no different to Somalia.

We published this article not for Udub, certainly we are not UDUDpress, nor any other party but you have right to know and decide your future for your nation. We also thank Mr. Copley for his information and we just wish to tell him that, we also have right to publish this under the Freedom of Information Act (and if you don’t respect that then give that Order of Australia back because in Australia, where I am, they do).

We also urge, the accused men, Mr. Abdul-Aziz Samaale, Dr Mohamed Abdi Gaboose, and Eng. Mohamed Hashi Elmi, not to point fingers at UDUD camp and attack them, because that’s what they want. Act civil and hold a press conference and address the people of Somaliland. We do not want to see or hear, exchange of verbal abuse, we have Paltalk for that, thank you.

Finally, we ask the leaders and their parties, what are your party policies? So far, we have heard nothing, absolutely ZERO, attacking each others and saying nasty things about the opposition are not policies.

Somaliland’s Presidential Election Assumes Growing Priority as Major Powers Sense Strategic Urgency of the Horn Situation

Somaliland’s delayed Presidential election is back on track after a period of active foreign interference to manipulate the electoral rolls, and is expected to take place before the end of 2010. The issue has assumed a significantly-increased profile within the US State Department and other foreign governments as security concerns mount in neighboring Somalia and, across the Bab el-Mandeb, in Yemen and the Arabian Peninsula.

The US took the unprecedented step, in March 2010, of inviting a major delegation of Cabinet members and officials from the Republic of Somaliland to Washington for a series of talks on the country’s future. The move was tantamount to de facto recognition of Somaliland’s sovereign status, something which the Egyptian Government and the Arab League, under Secretary-General (and Egyptian Presidential hopeful) Amr Moussa have ensured had not happened through the African Union (AU).

The US step, and the fact that Yemen — which had earlier refused recognition to Somaliland — has now itself opened a discreet diplomatic mission in Hargeisa, are signs that the Egyptian position on Somaliland is beginning to crumble. Significantly, Iranian moves, supported by Egypt, to hint that Somaliland was about to receive diplomatic recognition from Israel have, despite significant publicity, been seen to have been canards to mobilize support for Somaliland’s continued isolation.

Ironically, Egypt’s desire to see all Red Sea access cut to Ethiopian traders — a move designed to somehow weaken Ethiopia and its potential to cut off the headwaters of the Blue Nile, Egypt’s lifeline — has backfired, placing Egypt on the side of Iranian expansion down through the Arabian Peninsula and into the Horn.

The situation was not helped when the Government was forced to postpone the Presidential elections, in large part due to the corruption of voter registration records by an external group, run by international financier George Soros.

Getting the electoral rolls and the election process back on track, and ensuring transparency and credibility for the process, has, as a result, clearly been a priority for the Government, the opposition parties, and the international community spearheaded by the US, the UK, and some European Union (EU) countries.

The election was postponed more than once as a result of lack of preparation on the part of the three national political parties — the ruling party (Unity of Democratic Alliance: UDUB) and the two opposition parties, KULMIYE and UCID — and because of an internationally-financed Voter Registration List which was found to be seriously flawed and unusable.

The international community — mainly the EU, led by the UK — unwittingly initially gave credibility to the opposition because of the delays, blaming the Government, and exerting pressure on the UDUB Government. The US State Department’s Africa Bureau reversed this trend by firmly supporting a realistic locally-determined and reasonable intra-party compromise which postponed the election so that it could be held after a Voter Registration acceptable to the parties could be restored.

However, EU diplomats — and particularly some UK officials, applying discreet pressure while the UK Government of Prime Minister Gordon Brown is distracted by the forthcoming Parliamentary election in the UK — have continued putting pressure on Somaliland’s National Electoral Commission (NEC) to declare an election date while there has been no sign of the emergence of an agreed-on Voter Registration List.

A US observer noted: “It seems that the Europeans are oblivious to the dangers which surround this whole process. It seems that the Europeans have outdone the Americans in demanding ‘democracy’ without looking at the realities of whether democracy could be achieved absent sound voter lists, and without paying any regard for the consequences for stability in the Horn of Africa and Red Sea. This is too significant an area for world trade and security to allow Somaliland to be destabilized at this point; that would be profoundly damaging to regional and global security interests.”

The three parties competing for the presidency have dramatically-varied experience, which has also led to some caution by regional and US observers as to the wisdom of pushing for elections before the proper voter registration and voter education has been undertaken.

• The ruling party, UDUB, was established by the founding president the late Mohamed Ibrahim Egal and now led by his (then) vice-president Dahir Riyale Kahin, who was elected to the Presidency by a popular vote in 2003. The party, known for its liberal tradition and pro-Western posture, has been in power since its establishment and as such is the only political organization in Somaliland which has had practical experience in government.

• The main opposition party, Kulmiye, was created hastily after the death of Pres. Egal so that its leader, Ahmed Mohamed Silanyo, could run for the presidency in 2003. He lost the election, which was deemed fair and free, to Pres. Kahin. The party’s membership is mainly drawn from one of the three major Isaac sub-clans which constitute the majority of the Somaliland population and as such is narrowly-based and lacks wide political support from the non-Isaac clans in the western and eastern regions of the country. Further, because of its relentless quest for popular support, at any price, the party has co-opted a group of known Islamists who came either from political organizations which failed to be recognized as political parties or splintered from other parties and organizations. Of recent however, the party became top heavy with known members of said group. They include:

1. Abdul-Aziz Samaale, the first deputy speaker of the House of Representatives.

2. Dr (of medicine) Mohamed Abdi Gaboose, major political advisor to Mr Silanyo.

3. Eng. Mohamed Hashi Elmi, political advisor.

These men in Kulmiye, and many others who are less visible but hold important policy positions in the party structure, believe that the Somaliland Constitution should be abandoned, and that the nation should be ruled by Qur’anic law. In this regard, Kulmiye is supportive of Islamic extremists such al-Shabaab in neighboring Somalia. Some Kulmiye officials have said that they believe that democracy was a Western conspiracy to destroy the Islamic world. As such they see the US and other Western democracies as the enemy.

One Kulmiye source in Hargeisa told GIS/Defense & Foreign Affairs: “Many in the party are marking their time, hoping that Silanyo — who is ageing — will either die soon (preferably if he wins the Presidential election), or will retire after the election if he loses.” Fearing the advent of such a scenario, a seasoned Horn of Africa strategic analyst expressed concern about the possibility of Kilmiye taking power in Hargeisa, with its unpredictable ramifications for Somaliland’s quest for international recognition and for the stability of the region.

Mr Silanyo — who visited Washington, DC, in late 2009 — is known to be a pan-Somalist. In other words, he is known to be against the concept of a sovereign Republic of Somaliland, and in favor of returning Somaliland to the union with the former Italian Somaliland, including Puntland. There is widespread belief that if he was elected, and pushed for a return to the old union of Somalia, then Somaliland itself could break down into civil war, and, in that respect, make the now-stable Republic much like its neighbor, the presently lawless Somalia.

The other party, UCID, is considered to be more of a non-governmental organization (NGO) than a political party, and is solely run by its leader, Faysal Warabe, to collect contributions from the Somaliland diaspora. It has no noticeable political base and as such could only hope to be a tie-breaker in the forthcoming election, but that is not considered probable.

    I for one, believe this is a good article that shows that the World is finally recognizing Somaliland as an Independent state.And the day of an official recognition is not too far.
    AS far as the ISSA accusing KULMIYE party for not having good intentions for Somaliland and that deep down they believe in Somali Unity and that some of the party leaders have right wing Islamic belief, I personally do not buy it. BUT, it's up to KULMIYE leadership to respond and defend against these accusation.

    Good article, it shows the world takes Somaliland serious and understands how important stable Somaliland is for the region and the world as thousands of ships pass through daily.

    Also as far as Kulmiye leaders wanting to establish Islamic law within Somaliland, they can however they should state this to the people so people can decide whether they want Islamic law or the current constitution.

    Personally I love how Somaliland is now (system) not the current party, I wouldnt vote for Kulmiye that wants union and Islamic law.

    I want Somaliland, our traditional law, west and Islamic law all side by side, it shows as humans we can take the best of both worlds and mix them.

    Our religious establishment are also very tolerant and respectiful and we love them and we want them to continue educating our people instead of using force like Somalia.

    When God created us, he gave us choice and mind to choose what we want, he didnt just create Islam and throw everyone in Heaven, He created every thing so we can use our minds and knowledge – we need knowledge not force.

    Mr. Copley might have consulted some of the enemies of Somaliland to get the view of the other side of the equation, but the article is not that bad and highlights the growing interest of the world about our country.

    We do not care what someone has put Mr.C's mouth, but he also talks about the reality of our country and how international community are so excited what we have done at the Horn that is burning. Its irrelevant that they he pictured some of our leaders as Islamist, but the Party has to respond in a manner that suits them and such think is not existing in Somaliland. He was ill informed by our nasty enemy.

    The Islam we follow is the bases of our religion, that proclaims peace, and our discretion to choose between suicidals terrorism and tranquility. No one is to tell us what kind of Islam we should follow.

    I don't buy the fact that Kulmiye is a Unionist movement and jeopardize Somaliland security, but If Kulmiye is such a party then I think they will never take power in Somaliland, I hope that they Kulmiye rot in hell for their ideas, I hope that Silanyo who has spent so much of his life fighting for the freedom of Somaliland is not thinking of bringing Islamist extremism to Somaliland, in which case I think that Silanyo has lost his mind. I would like to excuse my previous comment but Kulmiye should understand that if they hold such ideas, the Rest of Somaliland will rise up against it and defeat Kulmiye and bring back Udub to power, So the sovereignity of Somaliland is none negiociable, I hope Kulmiye or whomever is leaving in Somaliland understand that this is a fact not something they can joke with or form their own idea around.

    Kulmiye party leaders should respond to these allegations. Silence equals consent. I have many doubts about this opposition party that is why am not so keen and reluctant to fully support Kulmiye. First of all most of its ardent supporters are from a particular clan who only want to see their uncle president at any cost. That is why you see many ignorants who acnt even articulate any party agenda are eager to blame Udub for all the problems when most of its members including the recent defection from Udub headed by Drawal are all the same ministers of Udub who turn to the opposition once they get fired from their jobs. I dont see change here, I see more of the same and if the youth of Somaliland dont rise up to these old f.a.r.t.s and demand real change I fear we are in for another useless leadership, same two faces of the same coin only the name changes.

    Who would disagree Kulmiye party is lack of supporters from western and eastern Somaliland. Kulmiye's membership is based on meanly Isaaq clan the article indicated and it's that is 100% true. All the other points need to be check if true or false.

    Somaliland has come a long way and fought hard to sustain peace and respectable democracy in the Horn. It is sad that such useless information is spread about the reputation of Somaliland. Our politicians have fought long and hard wars to liberate Somaliland and so many people have lost their lives is liberating Somaliland. On top of that Somaliland has established young democracy and has no connection whatsoever with terrorism and the bad picture that has been given in this coverage.

    We must remember at the end of the day it is the people/shicibka Somaliland that we are disrespecting and dishonouring their hard earned peace. Somaliland is already fighting against external terrorism and it is shameful to come back to the politicians of Somaliland and accuse them of terrorism.

    Somaliland is united as one nation against terrorism and articles like this will only play into the hands of the enemy of Somaliland who want destabilising Somaliland. Why on earth would politicians who liberated Somaliland will even be levelled down with such accusations. These politicians are the founding fathers of Somaliland and have spend the best of their age in liberating Somaliland. I fail to understand what is the motive of accusing them while at the same time the other party Udub is somehow has become the liberating force of Somaliland. Somaliland is more than one party and definitely is a nation that has set her record in the history of Africa.

    The main battle that the world and the International Community should focus on should be Somalia's terrorism and piracy. Somaliland has solved her problems and has come a long way to be dragged down to the path of chaos and destabilisation. Somaliland is a young nation that is fighting for recognition and such accusations would only sabotage Somaliland’s reputation.

    Finally Somaliland is already a muslim nation and the constitution of Somaliland is what the nation relies on which is fully compatible with the democracy that Somaliland has so far benefited from. Equally let us not forget t hat these veteran politicians are the ones who took part in implementing Somaliland's constitution that has helped Somaliland to be safe from Somalia's extremism. Equally Somaliland Imams and religious leaders know how to manage Somaliland’s affairs when it comes to spotting those outsiders who want to import extremism into Somaliland.

    It is important not to mix election and political propaganda with national issues. Somaliland is bigger than these kind of stories that will only help the likes of Al Shabaab. Actually the more importance that is given to Al Shabaan by linking them with Somaliland the more popular they will get. The enemies of Somaliland know that there is no place for extremism in Somaliland and they will try to give even false information to win the hearts of the world to label Somaliland’s politicians with such offensive labels as being extremism. Somaliland’s pastoral Islam is totally peaceful and is more about taming the dreadful Ego and establishing morals in the nation just like the founding fathers of America used the principles of Judeo-Christianity and embedded them in the Constitution of America.

    Its not anybodies duty to defend KULMIYE, only Kulmiye can defend itself.

    We should not waste time and effort in talking about this article and the guy who wrote it. Somaliland parties are not involved with Islamic extremism and they will never be. This is Pull Shit, and we must not give any importance to this. The party that is blamed will definately respond to this allegation at the right time.

    The election will take place and one of those opposition parties will succeed to form a government of national reconciliation and peace [total peace] and development for the country.

    The little Puntland duck whom I finally busted, there is nothing the little militia from Puntland can do, they cant even protect WFP convey trucks let alone upraise. The world has seen it enough and its time they moved ahead with Somaliland.

    Somaliland, Ethiopia and Israel will control the Horn of Africa and the Gulf. This is the reality and there is no more Somalia.

Kulmiye's supporters can respond and give their view and opinions but the top officials should not be distracted by this article and do what they do best and this working for somaliland…

      We will see, most Somalilanders now view Kulmiye as pro-Somalia and Islamist movement just hiding behind Siranyo and I dont think they will win more votes than UCID.

      Upto them whether they responde or not this is something most Somalilanders suspected of them anyways.

    - First this is not an official release from a reliable source. This article is hindering factor to the somaliland democratization proccess and is totally against the reality under ground. What I like to clear for all of you is that this is a propoganda against somaliland. its up to KULMIYE to defend the part concern, but I would like to assure for you that KULMIYE leadership specially Siilaanyo and others are freedom fighters and strongly I am criticizing who ever named them Unionst. with regards to the election, its up to NEC to decide and the person who wrote is against the election which will happen. Somalilanders are now seeking for a change and this article is against the desire of somaliland citizens. We are a Muslim nation, and if we are missing recognition due to our believe, we don’t needs such recognition.

    Those of you who supported this article, its blindness and this article is disseminated by the rulling party referring what is going on in Somaliland.

    Still the Kulmiye party leaders are silent on the issue of Somaliland soverignty. I have yet to hear them speak out against Somali leaders claiming Somaliland is Somalia the way Ucid leader Faysal Cali Waraabe does. Do they have a hidden agenda in mind? Whatever it is that some Kulmiye members believe in they are playing with fire if they for one second think Somalilanders will agree to go down the same old road of Somaliweyn once again that would be a big mistake on the part of Kulmiye believe me the sons and daughters of the SNM struggle will not allow it.

    Both the Ucid & Udub camp are trying to capitalize on this article which in actual fact is undermining the Somaliland opposition parties (Kulmiye & Ucid), the commission and Somaliland allies i.e E.U, Ethiopia & U.S. The man who wrote the article is a far right neo-republican and a well known anti-islamist whose rants are mostly discarded by the Western governments and “GIS/Defense & Foreign Affairs” is one of his many blogs.

    It's a shame Udub run media such as Yool, is so naive and ill-informed in regards to international relations and politics that it is now claiming as can be seen from it's headlines "Dawladda Maraykanka oo Xisbiga KULMIYE ku Xidhiidhiyey Ururka AL-SHABAAB". Apparently according to Udub, an article written by a far right anti-Islamist pundit is now talking on behalf of the U.S government. It is very embarrassing that our own government is not able to differentiate a blogger from the U.S government. This is the reason why Udub has to go; it is full of blunders and is not politically savvy enough to deal with the world.

    The article was full of surprises, excitement and our friends Kulmiye supporters were very angry when we showed a printed copy of this article. I live in London and some pointed the finger at me, saying you wrote this. Some others were saying, it is the UDUB leadership, that wrote and as usual Awil was mentioned. I couldnt help laughing, and teasing the Kulmiye camp.It got our attention fully. The article touched a nerve at Kulmiye supporters.
    On my part, i was alone when i read the article. I was at home and i realy wanted to understand the motive behind, such explanations.
    I thought to myself, could there be, May be, some kind of inteligence(think-tank) , which is testing our collective inteligence and reaction. The so called disinformation theory, which is about planting false information from a reliable source to create kind of confusion. However, let this be homework for Kulmiye. They to disinform people about UDUB

    I wonder how Mr. Copley collected the so-called Accusations against Kulmiye Party, Among his article are some publicly repeated criticisms by Somaliland Ruling party campaigners for the upcoming Presidential elections (Anybody in Hargeisa – the capital of somaliland is aware of that); I am sure some of them provided him with that propaganda. It is similar to the event of 2009 (the incident of AMIN ARTS to draw ridiculous anti-Opposition caricatures)!

    Accusations like these are not new to the ears of honest Somalilanders who are in favour of Somaliland future, and co-ownership of its resources by all somaliland clans and families!

    It"s a election time and I dont believe his acusation of Siranyo is aleak story. It"s a just propanda for the ruling party.
    It's all about Geo-Politic and I do believe UDUB would do any thing to get an International recognition that is even to sell us out.
    But Kulmiye would never, never, never sell itself short to those imperialist who wants us to stay underdeveloped.
    ISomaliland has the right to succeed and withdraw and has been for the last 19yrs. It"s very easy and simple how to achieve International recognition and that is to the International Court.
    But UDUB does not want to do that. All they want is to stay in power, sell thier souls and bent down for pple like " Sir " Copley.
