SOMALILAND: China Hono Group brings some equipment after a month for Egal Airport

China Hono Group plans to upgrade Egal international airport in Hargeisa, Somaliland

HARGEISA — A CHINESE-mining company awarded with a contract to upgrade Egal international airport displayed some equipment they said was for the works to press on Monday in Hargeisa.

The Chinese mineral explorer, China Hono Group (CHG), signed a controversial deal worth $4,436,000 four months ago with the Somaliland Ministry of Civil Aviation & Air Transportation in Hargeisa.

The deal almost derailed efforts to rehabilitate the facility when it was learned that CHG, an unqualified firm, was selected because of political and personal connections to the top leadership in the country.

A whistle blower, working for China Roads and Bridge Corporation (CRBC) said Abdi Rasaq Ismail “Omani”, representative of CHG, approached him for a secret deal worth $1 million. He claimed they offered to pay him if CRBC carried out the works on their behave.

Others raised similar concerns with many questioning how a mining company with no qualification or equipment was able to win the bidding.

The government and CHG both denied the allegations.

It has been more than a month since the minister of Aviation Mohamud Hashi Abdi closed the airport for the works. President Ahmed Silanyo laid the foundation stone at the end of May and the first equipment has just began arriving.

The country manager of CHG, Mr. Mohamed Yusuf Elmi on Monday briefed local press outside the deserted airport informing that work will commence immediately.

Engineer Samsam Qasim Mussa said all the equipment were now in their hands while pointing to loaded trucks making their way to the site.

The mineral explorer said they will complete the project in six months even though the tender was originally advertised for a time frame of 18 months.

The upgrade works includes building a new runway and installing a security fence according to the tender agreement signed by Mr. Wang Laifu, Mr. Abdi Razaq Ismail and Mr. Mahmoud Hashi Abdi, Minister of Civil Aviation and Transport.

The government of Kuwait donated $10 million for Egal international airport and Berbera airport. According to tender papers Somalilandpress has obtained, the government plans to spend $4,396,486 in Berbera for a new terminal, tower and a security fence while Egal airport will obtain $4,436,000, which means $1,167,514 is unknown where it will go or has gone.

The Somaliland public and the donors will closely monitor the project to see if work meets required standards and agreement including spending the full allocated money. They will as well wait to see if the Chayang-based mining company that lacks certification can deliver the job.

THE AGREEMENT:

This Agreement made the 3rd day of March of 2012, between project implementation Unit, Ministry of Civil Aviation & Air Transportation, Republic of Somaliland, Hargeisa Airport, Hargeisa, Somaliland (hereinafter called the “Employer”) of the one part, and M/s China Hono Group of Chayang, China in association with M/s Somaliland Hono Group (hereinafter called the “contractor”) of the other part.

Whereas the Employer is desirous that certain works be executed, viz strengthening of Runway and Provision of Security Fencing at Hargeisa Airport, Hargeisa Somaliland as such works are more fully described in the documents incorporated by reference herein (said works hereinafter referred to as “the Works”).

Whereas the Employer has accepted a tender by Contractor of the execution, and completion of the works and the remedying of any defects therein, said tender being in the sum of us $ 4,436000.00 (Us Dollars four million four hundred thirty six thousand only).

NOW, THEREFORE, the parties hereto have agreed as follows:

  • In this Agreement, and unless otherwise required by the context, words and expressions shall have the same meaning as are respectively assigned to them in the Conditions of Contract.
  • The following documents (hereafter referred to, together with this Agreement , as the “Contract Documents”) Shall be deemed to form and be read and construed as part of this Agreement, viz:

I. The letter of Acceptance dated February 18,2012;
II. Bank Guarantee for the Advance payment (10%) of the contract amount which is Us $ 443,600);
III. Performance security (10% of the contract amount which is Us $ 443,600);
IV. Form of Tender and the Appendix to the Tender submitted by the contractor;
V. The conditions of contract ( part ii);
VI. The conditions of contract( part i);
VII. The Technical Specifications;
VIII. The Drawings;
IX. The Bills of Quantities;
X. Other document (s), if any, forming part of the Contract {‘contractors’ letter dated 1st, March, 2012 stating the extension of Apron up to 200m x 50m= 10,000m}.

3. In case of conflict between any provision of this Agreement and a provision in any other document forming part of the contractor Documents, the provisions of this Agreement shall prevail. Subject to the foregoing, the contract Documents shall take precedence in the order in which they appear in the preceding clause 2 of this Agreement.

4. In consideration of the payments to be made by the Employer to the contractor as hereinafter mentioned , the contractor hereby covenants with the Employer to execute and complete the works and to remedy any defects therein in conformity in all aspects with the provisions of the contract.

5. The Employer hereby covenants to pay the contractor, in consideration of the execution and completion of the works and the remedying of any defects therein, the Contract price under the provisions of the contract at the times and in the manner prescribed the Contract.

IN WITNESS whereof the parties hereto, acting through their representatives thereunto duly authorized, have caused this Agreement to be signed in their respective names and delivered in Hargeisa, in originals all to the same and one effect, on the day and year first above written.

    Maybe they plan to mine the airport for some British left over materials so they can hold a breaking news and say they found new facts that support their secession claims.

    Only Silanyo awards a mining company to a construction job, a wheelbarrow becomes a pilot and hence why Hargeisa is in that miserable stage. The man assigned to take the trash out is probably the litter.

    This is what happens when a corrupted regime runs few towns. They will patch few things together and unpack. They wasted the little $1m on the transport and equipment alone. They could have used a local firm with tools and expertise.

    Siraanyo should resign immediately because this is set to fail and I'm afraid when it does the blame game will destabilize Somaliland. Siraanyo no longer controls anything around Somaliland. The thing that amazes me is that Ahmed Farah Dalal put his name down as a witness. He shot himself in the leg for this fraud deal.

    It's a problematic when they begged the Kuwait government which is stunt supporter of unified Somalia in the name of northern Somalis but only putted in their pockets. This money was given to northern Somalis in Berbera and Hargeysa not to Silanyo and his nephew nor some fake and fraud Chinese company.

    This will be the last time Kuwait or any Gulf nations trust them again.

    I saw a rendering for the Hargeisa airport, but no news if the construction commenced. Does anyone know if it has?. It looked very beautiful and modern.

    What matters most is how the job will be done and upon completion the quality?
    ofcourse the duration time outage is also the utmost significance. I doubt that the Aviation
    Minister is so naive to neglect and/or abuse such highly important projects of the Capital
    of Somaliland and the vital sea Port Berbera Airports projects?. I don't know much about
    what's going on but certainly projects of this magnitude would certainly not miss the media
    and the peoples watchfulness focus and concerns.

    Typical guys!!!! Too funny this, a mining company to develop an airport. I was on an African express plane with Minister bin laden or Obama or whatever he likes to be called now when he came from his meeting with the Kuwait Fund. Looks a very shady character. He also sold off the ministry building and then rented it back.
    Another great habar jeelo pick by our esteemed leader! Kuwait will never trust us again if we mess this up!

      Like saying the guy who built Ambassador hotel in dumbulooq Hargesia used a catering company for construction. Or Haashi at Mansoor asked a cleaning company to build Mansoor!!

        They think that I hate them but honestly I don't. I am not into those things.But Silanyo put too many from that reer around him and none of them said; hey wait Silanyo something is not right.

        I have something against Silaanyo, Hersi Gaab and Dhiigshiil and for some reason they think HJ is only those three crooks.

        What about Boqor Osman Burmadow? What about the many normal and decent folks.

    is funny coz taleex airport was finished in only 3 months without outside help, buuhoodle one is nearly finished.. and abdi bile airport in lasnood is gona be renewed this month.. and hargesia the captal city of north somalia airport is still closed. what happened to the billions donated by the IC.. burco has no proper airport either and Erigabo airport was also built by iskaa wax u qabso..

        believe me next year when am goin to somalia and gona be to using either taleex, Lasnood, buuhoodle or Erigabo.. no more Garowe and Hargeisa for me.

        besides i dont see any difference between Hargeisa and Taleex it is just a bit bigger and more populated that is. plus taleex is where nugaal valley block and Holhol located just incase u decide to get some of that oil money don't feel strange.

Silaanyo and his governement can never be corrupted……I promise you………….If there's any corruption in Somaliland, it definitely occurs in the local authorities across the the country….

    I know this article is already old but i just wanted to point out some errors here i hope the author doesn't mind.

    You named CRBC as a whistleblower in Paragraph 3. The definition of whistle blower is : “a person who raises a concern about wrongdoing occurring in an organization or body of people. Usually this person would be from that same organization.” CRBC is a competitor to CHG, with an obvious axe to grind, so you should take what they say with a pinch of salt. It would be like believeing a Liverpool fan that Manchester Utd. can't play football :) you know what i mean.Even if CHG approached CRBC to do parts of the work as a subcontractor in return for cash payments that is not uncommon in the construction business and is completely legal.
    In Paragraph 5 you stated critics claim that CHG group doesn’t have equipments to complete the project, but this article is about the equipments that CHG brought for the works. This contradiction is funny when you see there is even a picture of some of the equipment to be used for the runway construction.
    In Paragraph 9 You mean Eng. Suhuur Qaasim Musa. Please cross check with other news websites that got it right.
    Paragraph 11 The project CHG is carrying out completely consists of Strengthening the runway and provision of a security fence. Exactly like in the agreement you copy pasted in the article says. You used the word includes which implies that there is more work for CHG to do than what the agreement states, which is misleading to your readers.
    Paragraph 12 You claimed that Somaliland government received $10 million donations from Kuwait. That is a completely false claim. The government of Kuwait has not and will never directly give SL gov any money directly. All payments will go from funder to contractor straight and will never pass through any SL gov official.

    Please stop spreading rumors and verify the sources cause it makes you look bad more than anyone.
