SOMALILAND: Arsonists terrorise terrified residents in Hargeisa

HARGEISA — Police in Hargeisa are trying to solve a very rare case in the country where arsonists caused close to 30 fires in the past two weeks, leaving officials perplexed as to who was causing them and why.

The attacks first broke out mid this month in the Ga’an Libah neighborhood where 25 homes in New Hargeisa suburb were completely destroyed or damaged. It is now reported, the arsonists are targeting new areas around the city.

On Tuesday, the state police arrested four suspects in New Hargeisa but until now they have failed to establish any sufficient evidence linking the four teenagers to the crimes. After the arrests, the police were confident they had cracked the case and officials moved quickly to reassure the public that the arsonists were taken off the streets.

Using the airwaves, the Interior minister Dr Abdi Mohamed Gabose tried to calm the public and confirm his department was closing in on the attackers while speaking to VOA Somali-Services radio station.

“In total 19 properties were targeted, two consisted of bricks, no serious damages were inflected. The remaining 17 were all huts made of plastics and papers except two that were iron sheet materials,” Dr Gabose said.

He denied reports that the arsonists were using chemicals and paint products to vandalize solid constructions such as bricks.

“When we collected materials that had been thrown into properties I can assure you that there won’t any chemicals other than gasoline and petroleum products,” he said. He also added the attacks were only occurring in Ga’an Libah and has not spread.

Hours after the minister’s message was aired, he came under attack from outraged residents in New Hargeisa and was accused of downplaying the seriousness and the level of damages. They took to the streets and protested against him in disgust. They said he was ignoring their safety and that he failed to see the real damages including the untold emotional distress it was having on the victims.

The case is no where near solved and the attacks are continuing in other parts of the city. Just today, Saturday 26 local time, at least two homes were burnt to the ground in the Ahmed Moge neighbourhood.

This latest figure brings the total number of homes destroyed to about 27. All the houses, except two, were traditional huts known as aqal Somali while others were plastic tents, which could not be saved. Most of these affected families are impoverished former pastoralists communities who had been displaced by droughts from their rural lives.

There have been no reports of death or injuries but the fire still poses a threat to lives and homes. All of the homes were attacked during the bright daylight, most occurring between the hours of 11am and 2pm.

Residents in the affected area are now on top of their roofs watching for more attacks while volunteers are being urged to keep watch on the streets. The terrified residents demanded justice regardless of the arsonists’ identity and motives. They called on the government and relief agencies to assist the displaced people. The government is yet to comment on the situation and there are no reports of them offering any emergency accommodations.

The religious leaders condemned the attacks and called for calm. They said it was against the Islamic law to displace innocent people. They are collecting donations for the victims.

Police detectives said they were investigating the case and will put an end to it soon. However, residents in Ga’an Libah and Ahmed Moge have called on the Hargeisa’s mayor Hussein Mohamoud Ji’ir to resign along with his councils. They insist on that he is giving this case until now a low priority.

Police have also renewed their appeal for anyone with information about the incidents to come forward, particularly anyone who may have witnessed the attacks.

This is the first time Somaliland has had a case like this and the police does not have an arson squad nor specialists in similar fields. The city does not have adequate firefighters and practices.

The interior minister blames the growing population. Due to the relative peace, Hargeisa has been growing city in the last twenty years and its now said to have a population of one million.

    Thanks to the Almighty God that there are no human lives lost in these arsonal vandalism. As this is on
    its early stages and there is public out cry nevertheless the police and Govt. are engaged in doing
    their jobs to catch and apprehend the criminal culprits. The interior Minister DR. Gaboose is highly
    respected official whose language is appropriately cautious in nature and avoids weak and vulgar
    high handed dialogue which does not mean he's not upto the task of doing a real job. DR. Gaboose
    in my judgement is performing the duties of his Ministry perfectly well and deserves honour and
    respect. Therefore those grasshoppers trying to disgrace DR. Gaboose must stop criticising and get lost.

    These fires are out off control and before you know things could get out off hand. You know how sensitive, judgemental and prejudice the Somalis are. Before you know they could point fingers on another neighborhood thus its important this issue is solved as soon as possible.

    I am with those who are calling for the mayor to resign. He is completely incompotent and its time they sacked the whole council.

    This is a good lesson for Hargeisa because by now they should have had Fire Squad team in the police and proper fire engines and fire fighters. As you can see I believe the people who are doing this want to get a message across.

    First of all they have proven that the police is useless. They needed to be exposed. Its clear now Hargeisa doesnt have proper police.

    Secondly people should not put whatever materials they want together, the government must bring cost-effective materials for poor families to use instead of tents and plastics. All plastic, Somali Aqal huts and tents should be removed once the materials are imported and made available. All it takes is one trip to Indonesia, Thailand or China.

    Finally the police should deploy more police throughout the city.

    It's about time the voices of the people is heard.I listen to the minsters speech and I think he might just rush into conclusion with out giving enough time for proper investigation.I don't believe it matters whither the houses were made of brick or plastic..It was someone's home and a place of living, that is what they need to understand.

    However, we all know where we came from and where we stand today..Somaliland over ame obstacles and hardships that are far greater. There is no doubt in my mind that is will be overcome inshaAllah.

    My advice to the people of hergaisa would be, if the politicians and police are incapable of handling the situation soon enough..perhaps you should start thinking about have neighborhood watch and private security. People that would be up all night and just circle around on each neighborhood until you got effective police response.

    The Interior Minister should not down play the seriousness of the situation and should something about and fast. Since he took the position there is a security breach after a security breach in the country. I think he should resign from the position. I heard what he said when over three hundred men armed to the teeth march through our borders and I heard what he said about the fires terrorizing the nation. He should step down in dignity and someone else who capable handle the security issues,

      The voices of concern must not be oppressed, lately Somaliland has been downplaying any issue to maintain its image of peace and stability. The government has to understand all stable countries have demostic issues its normal dont be shy about it and put it out there. Its a problem and no matter how stable we are, problems never disappear, its the unperfection of the human life.

    It is possible that the people who are burning these houses are the owners themselves. They might be looking for some compensation which is better than the values of the burned houses or they are politically motivated. The police should first investigate these people. If it is proven that they are not the ones who are perpetrating the arson, then some outsiders are the culprits.

    I don't think we should blame the police immediately because this is a mystery itself. I cannot express my gratitude to these brave men and women who work day and night to preserve the safety in the city while we sleep! I mean we have sooo many immigrants in Hargeisa and a lot of them come to beg not work so ofcourse we have some of them who are making crimes like stealing and other crimes.

    The police told the people even to make neighbourhood watches and that they should open their EYES and EARS and watch out!

    The arsonist are people in the city! Somlailanders need to protect their land and property and protect their neighbours. Everyone is responsible not just the police every CITIZEN is RESPONSIBLR FOR THEIR COUNTRY AND LAND. Don't just SIT and WATCH, ACT AND PROTECT YOUR SAFETY.

    Khalid I dont think ALL the arsonists are burning their own houses, because some of the houses are Brick houses not aqal somali, so not all.

    Finally, May Allah compensate the innocent and protect the people, and punish the criminals, they may run and hide from the people but they cannot escape the Might of Allah. Allah is with the innocent.

    Somaliland never use to have this kind of terrorism and I believe the government should wake up their security to guard the community 24/7. I am thinking these arsonists are hired by those who like to destroy the peace of Somaliland is enjoying. Since the government minimized the corruption , they should hired more security personnal
    to capture these bandits and neighourhood watch because Somaliland has a lot enemies.

    Arsonist would not attack peoples’ homes for no apparent reason. Therefore, those behind these cowardly attacks are terrorists from Sool or Puntland using highly inflammable chemicals which ignite during the hours of midday when the Sun is at its hottest. For that reason they splash the chemicals on rooftops at night when everyone is fast asleep. Gaboose did not carry out laboratory analysis of samples taken from the crime scenes to make such claims and hence is not telling the truth to the public. He is also very incompetent and should be removed from government.

      Be kind to DR. Gaboose he's not a saint and can't control all the bad things in action. However he
      and his aids are exerting the maximum humanly possible to chase the culprits behind these
      arsonal terrorising vandalism of its kind. Please be reasonable in assessing the situation and
      allow the competent Governmental and the Public to deal with the matters in ways responsibly
      conducive requiring ample investigation techniques and senses of belong patience. Yaynnaan noqon

    mohamedow, nobody is asking Dr. Gaboose to be a saint. We are human and we all make mistaks, no doubt about. And it is not a matter of seef laboodnimo, it is about how he reacts to serious security situations and what he says to down play the situation.

    He should not down play very serious breach of security and should immediately speak to the public that safety and security of his people and country is on the top of his agenda and that he will do anything in his power to fend off any danger directed aginst Somaliland and its people. Haddii uu isagu daar cad ku jiro, dad badan Aqal Somaligaasaa u daar cad ah.

      Gobaad I C were u coming from and fully understand the impact concerns of the subject matter and
      any other matter(s) under the Interior Ministry responsibilities. Yes every official has a style of talking
      whether down playing or otherwise..to talk is one thing and doing the job is another thing. I ask
      earnestly is Dr. Gaboose capable in discharging the responsibilities of his Ministry or not. If the
      answer is no then what's the real prove. Gobaad keep up the good work.

    The damage was done by Somaliland LNGOs who are becoming greedy from the funds they are receiving from INGOs, this incident happened because some LNGs were fired as partners by the INGO. This is for the INGOS if you are giving help of any type please try to spreed it evenly not only to one group which bring jealousy among the people, what you are doing is now just horrible, you build a house for one person and his neighbor are given nothing, what do you think will happen. So think of your actions.
