HARGEISA, 28 September 2010 (IRIN) – Somaliland and Puntland, once-warring territories in northern Somalia, have unprecedentedly agreed in principle to work together to tackle common security threats.
Troops from both entities have clashed over disputed borderlands in the past. They also differ over the issue of sovereignty: Somaliland unilaterally declared independence in 1991, and Puntland, while asserting a degree of autonomy, recognizes Mogadishu as its own, and Somaliland’s, capital.
“You can’t choose your neighbours, whether it is a region or state; for this reason, from now on, we are going to work with the Puntland state of Somalia, in terms of security of the [Horn of Africa] region,” Somaliland’s Interior Minister, Mohamed Abdi Gabose, said on 26 September in the Somaliland capital, Hargeisa.
“Of course this does not mean we unite with Puntland or the other conflicted areas. We will discuss the [security] issues later,” he said.
“From now on, we [Somaliland] want to work together on security matters because it seems there are anti-peace groups who want to threaten our peace,” he said.
The rapprochement follows renewed clashes in July in Galgala, an area on the Puntland side of the border, between Puntland’s security forces and troops loyal to Sheikh Mohamed Said Atom, a leader of an insurgency accused of having links to Al-Shabab, the main Islamist group fighting Somalia’s Transitional Federal Government (TFG). Atom and Al-Shabab have both denied such links exist.
“Of course the [Somaliland] government has its worries when it comes to the Galgala war because if these groups win or fail, either way it is not good for Somaliland because if they win they may try to enlarge their presence deeper in Somaliland,” said Gabose.
Hargeisa is faced with another security concern – an armed group claiming to be fighting to liberate – and which is named after – the Somaliland border regions Sool, Sanag and Cayn. The group rejects the legitimacy of Somaliland’s government and sovereignty and says it has set up its own administration.
Increased engagement
Puntland Information Minister Abdihakim Ahmed Guled said of Gabose’s statements: “We welcome the openness of the new government in Somaliland and its aim to solve the problems in peace and negotiations.

“On our side, we are happy to hear that the Somaliland government is ready to work with us on security matters because at this time, there are new groups in the region who are killing Muslim people in mosques. These groups have in the past carried out suicide attacks in Hargeisa as well as in Puntland’s port of Bosasso.”
Meanwhile, there have been international moves to increase engagement with both Somaliland and Puntland, most notably by the United States, which plans to send more diplomats and aid workers there.
“We think that both of these parts of Somalia have been zones of relative political and civil stability, and we think they will, in fact, be a bulwark against extremism and radicalism that might emerge from the south,” Assistant Secretary of State for African Affairs Johnny Carson said on 24 September.
The US has stressed, however, that this initiative does not mark the beginning of a process to recognize Somaliland’s independence.

Commenting on the US move, Sally Healy, an associate fellow of the Africa Programme at Chatham House, told IRIN: “Both territories are quite effectively administered by authorities that are hostile to Al-Shabab and the spread of extremism in Somalia. Their strategic position is important in terms of the security threats emanating from the Gulf of Aden.
“They have important and influential diaspora communities in the west. So it makes a lot of sense for the US to do business with them instead of putting all their eggs in the TFG basket, which remains extremely fragile.”

I do not know the thinking of the new Somaliland administration, They should know the purpose of Puntland existence, was to counter the legitimacy of Somaliland as an Independent state. How Silanyo and his administration trust puntland is beyond any die hard Somalilander like me.
Somaliland administration seems lost and confused, how this cooperation can be real when puntland is helping the kidnappers who took Somaliland citizens as a hostages for asking an exchange of sea pirates arrested by Somaliland government.
we now hearing another Somaliland citizens kidnapped in puntland, while the new government is busy in dividing it's own people.
Galgala is a border Township of Sanaag County of Somaliland and Puntland have no legal rights to claim as part of Puntland Borders. SSC terrorists led by Atom have working strategies with Alshabab, Wslf, Onlf, and Ahlu Sunna waljamia…all sharing greater Somalia aspirations. Puntland interests are connected to the South Somalia TFG. Somaliland interests are exclusively outside the scope of all the South Somalia & Greater Somalia players. How the Somaliland entity is going to play it's politics and succeed as an independent Sovereign State seperate from the threats aforesaid is a subject open to questioning needing good answer by the Silaanyo Regime. You guys it seems to me you are hardliners, things must be hundled very carefully as the our government is recently doing. Puntland is our enemy and we knew that " Better an open enemy than a false freind." the best way to with such a matter is political game or even dirty game what ever. Dr. Gaboose is doing his best and he knows what he is doing.

I equally agree with all Somalilanders' comments here that this goverment of Ahmed Silaayo is playing with a fire by befriending Puntland, the arch enemy and most hated neighbour of Somaliland. Mr. Silanyo has to come out of hiding and address the nation about his leadership and motives for the future.
It seems the new Silaanyo administration thinks more strategically than the previous administration. It is definitely in the interests of Somaliland to have dialogue with Puntland, I have been saying this for a while now.
Although Somaliland has been peaceful and independent for 19 years now, it has lost a significant amount of its territory and has done little to stop Puntland's continues de-legitimization of Somaliland.
As a previous comment stated; "the purpose of Puntland's Initial existence, was to counter the legitimacy of Somaliland as an Independent state". Puntland has in every way it possibly could challenged Somaliland. It has sought to portray Somaliland as war loving, as a secessionist region based entirely on clan, as a region that does not control the territory it lays claim over and above all a territory that is somehow against the establishment of peace in greater Somalia (the portrayal fits PUNTLAND very well actually).
Puntland has on the back of slandering Somaliland, has catapulted itself to the position where it is regarded as one of the three 'SOMALI STATES' . It has given itself legitimacy by de-legitimising Somaliland. In reality 'Puntland' is comprised of two regions of Somalia and has no basis, history or justification for being a Federal 'state of Somalia'. This is a war of propaganda and psychology, the war of the Hearts and Minds.
Let me first of all say that Somaliland has only offered to work with 'puntland' in principle; thereby countering the view that Puntland has sought to portray of Somaliland. Secondly it paves a way for, and shows that Somaliland is ready for and has the capacity for an alternative resolution – one of dialogue and peace (which is actually in the interests of Somaliland). Thirdly is showcases that Somaliland is able to take on its responsibility as a sovereign State and enter into Bilateral and Foreign agreements, especially since it is (sort of) with the country it was once part of.
For anyone who analyses Somaliland's current situation it is clear to see that the country faces many threats (some could even be labelled as existential threats):
1) Puntland's ownership claims over Somaliland's territory
2) Certain groups disillusionment with Somaliland (i.e the remote parts of Sool and Sanaag)
3) The ever present threat of Al-Shabab and other Terrorist movements
4)Poverty, unemployment and lack of opportunities
5) The influx of refugees displaced due to the conflict in Somalia
The new change of strategy is for the better and goes some way to tackle the top 3 of the above mentioned threats. Dr. Gabose did say “Of course this does not mean we unite with Puntland or the other conflicted areas".

In the same way that the U.S has a multi-track strategy with regards to Somalia, Somaliland should also have a multi-track strategy. The U.S Funds and works with Somaliland, Somalia's TFG, Puntland, Kenya, Ethiopia as well as Djabouti. These six different 'Actors' each have their own interests and plans and i'm pretty sure that the U.S is trying to influence/mould all their strategies towards the conflict. Somaliland should do the same. Somaliland should now aggressively start to engage with these actors to achieve it's own aims.

I am surprised at all your comments. One would expect the Somalilanders to realise you cannot ignore your neighbors no matter how much they hate you, but always bearing in mind that there's no such thing as true friendship. At the moment, we will loose more from isolating ourselves opposed to cooperating with Puntland. Think about it! we did not say we will give up Sool & Sanag for the sake of cooperation, but rather we'll team up to quell the fire in Puntland's backyard to avert it from spreading to ours. It's a strategy which should be left on the table and though over for a leader who thinks for his people. Staying with old policy will not solve all problems, frankly Puntland at the moment is a better neighbor to us than if we were to have south somalia, their security indirectly benfits us, so we also have to consider this!
Silanyo is thinking logically. How do you all expect Somaliland alone to counter the insurgency in the south even as it spreads to Puntland if the two regions to not cooperate? The reality is that SL cannot single handedly defeat threats and control all borders without the help of Puntland. Don't be too proud to see the reality.
Somaliland and Puntland have both common enemies and spoilers of peace.
I believe that this a good strategic move by Silanyo admin to cooperate with P/land and his gov should further encourage the engagement/participation of Galmudug State.
Somaliland should be a peacemaker between P/Land and Galmudug State and encourage them to work together in preventing the spread and military strength of al-shabaab.
This will be a clear indication to the international community to divert their multi-million dollar fund ($100M per year) from the highly corrupt and weak TFG to legitimate functioning regions!!!

If any true Somalilander thinks that Puntland authority believes and support the security and peace of Somaliland as a sovereign state you are all day dreaming. There is no other Somalis anywhere in this world who are working day and night to destabilize Somaliland than those who originally got together to form the so-called Puntland state. As an informed Somalilander, I will never buy the notion that Puntland will help Somaliland as an Independent state to exist. Obsiye, I share your view with you like most of Somalilanders. Somaliland is going in the wrong direction today by supporting and working this filthy administration of Majeerteeniya. Somaliland and Puntland cannot work together as they hate each other to bone. somaliland does not need any help from these people because they fiercely apposed to the self determination of Somaliland. This adminstration Silanyo is either haplessly half-sleep or up to something else.
I agree with Ahmed and Amal, even the Russians and Americans had talks during the cold war. SL should insteed of just have a gigantic useless army. Work with Puntland so it can use the army reserves that is left with out posting and start training them to be a police force insteed. Law and order is important their should be military and civil forces. The army's job insent to arrest ppl and start murder investigation and uphold the law ( martal law is not what im talking about)
Insteed of isolating our self's we should make them depend on us (we have a bigger budget and army) And start changing them from with in. The greatest battles isn't on the battlefield but in the halls of government buildings and their is what we should focus on!!!
I welcome our governments initiatives to work with Puntland on common security matters. However, the issue of Sool and Sanaag should never feature in any negotiations with Puntland as these regions are part and parcel of our country and have nothing to do with Puntland. Also, the government of Silaanyo should put pressure on the authorities of Puntalnd and demand that all the kidnapped citizens of Somaliland be released without any delay. Its unacceptable that our government is not concerned about the safety and security of its citizens which should be its first priority. The other thing that annoys me a lot is when the news media refer the Sool and Sanaag as disputed regions and draw up ridiculous maps for them. Our government is criminally silent about this fiasco and should immediately counter this perception created by those in Garowe. Our government and media should say clearly and loudly, THAT THERE IS NO DISPUTE about our internationally recognised borders. All the major international media should be urged not to refer to our regions as disputed.

* prevent al-shabaab from advancing towards north
* prevent the chaos in south/central Somalia spreading towards to north
* gain respect and creditability throughout Somalia!
* International community will we S/Land as a serious nation that wants peace in Somalia. We will be rewarded will unlimited amount of money from the international community……this money should be then re-invested in re-building our infrastructure!
Nas, Can you explain the difference between Galmudug State and the TFG? Also Puntland and the TFG? Besides just look at the other side of the coin (durr iyo daabac)…why neither of the 3 not supporting the Sl issue? Why they steadfastly reject the Sl legitimacy and expect the Sl to soften for their wecked monkey's circus dilemas! Just a feeling you know.

Galmudug State is extremely weak and fears the advance of al shabaab, who will not only threaten and destabilise central Somalia but would also have a major affect on S/Land.
Already the US has given up on the highly corrupt TFG and had recently adopted a radical policy shift, in which US will fund and back Somaliland and other regions in Somalia i.e. Puntland.
If the US and international community sees Somaliland playing a leading role can establishing peace in other regions in Somalia, then they will take us serious, as a genuine and authentic country.

I believe in the existence of only Somaliland Somalia..
two equal States…under Presidents Silaanyo and Sharif.
At present The Sl is relatively peaceful as compared to
Somalia under the Tfg. Puntland Galmudug Alshabab- SSC
Ehlu Sunna Waljamia and Hizbu Alislam are all bi-product
crisis born out of the TFG Somalia and my opinion don't
count as real meaningful entities and should be counted with
the Somalia entity. This means that Somaliland should only
concentrate dealing with Somalia if and when talking together
becomes feasible. In the meantime the Sl should be alert
and vigilant to deal with any threats endangering the Nations
Sovereignty from whatever source.

It is fundamentally important that, the peaceful co-existence of Somaliland neighbours should be a priority. We should not have to create any pre-emptied political tension ourselves but to be cooperative and sincere to our cause of entity.
Therefore, I can see no barriers of creating an atmosphere of peace and bilateral relations with Puntland, Somalia, Ethiopia and Jibouti, regardless of their attitude towards our sacred sovereignty.
Fundamentaly I have no problem in what say you. But my concern
is about Puntland which's integral part of Somalia and which's
giving more problems to Somaliland then Somalia Ethiopia and Djibouti.
Unless Puntland denounces claiming certain parts of the Somaliland
Soil I fail to see the peaceful co-existence you are welcoming!

Somaliland and Puntland are a collection of Somali clans. In the old days, peace-loving elders sat under the tree and made peace. Remember you are all Somalis, not countries. Even Europe is trying to get together (EU). What has Irish and Romanians in common? They don't share language, culture and values. Yet they unite to make peace. People in Somaliland and Puntland have much more issues in common (except common ancestry and origin). Fine, let Somaliland be an independent and recognized nation of its own. Will this change their somali origin? Absolutely not. I think the new Somaliland goverment is wise and have realized the hard reality of life in the horn of Africa.
