Since 1991, after the Burao peace and reconciliation conference that declared the proclamation of the state of Somaliland, there was only one unwritten policy adopted for the formation of the state institutions that was “peace, security, reconciliation, demobilization and disarmament”. As result, we build bottom heavy state machinery with one objective in mind and that was accommodation of all clans and sub-clan’s representation.
Therefore, for a period of close to 2 decade, the subsequent governments of Somaliland maintained the same policy and practices. Indeed, the best opportunity to embark from that policy was during the first presidential election when the people of Somaliland clearly elected a fully mandated head of state.
Today, we the people of Somaliland have once again demonstrated in un-precedent democratic fashion in the region (horn of Africa) or even in the continent a well organized and mature state whereby history of “free & fair election” was held and change of authority has been made by the announcement of the most credible electoral commission for Somaliland.
Your Excellency Mr. President elect, you have obviously campaigned during the election period with a written “manifesto” of your party “Kulmiye”. My note of advice to team you nominated to advise you in the course of the government formation are to carefully study the contents and environment on which they will be basing on their decision.
A classic example is, Kulmiye campaign manifesto has to be the foundation for any decision to be made by the national advisory committee (NAC). However, the outgoing government was not operating on a vacuum; there are several programmes in place that has been a platform for planning activities. As you know better than as senior economist and a veteran politician, the state of Somaliland does not have or had ever officially formulated a “national development programme/plan” for the short, medium and long term for the past 2 decades (1991 to 2010).
At the present time, there is an interim development framework that has been agreed with the international development partners called “reconstruction & development programme (RDP)” which has been operational since 2007 for five year period. The plan was to streamline the overseas development assistance by formulating policies such as aid management and delivery policy (almost completed), institutional development & public sector reform policy, macro-economic policy, social development policy, management information policy, gender budgeting policy and finally fiscal monetary policy.
In summary, my strong advice to the national advisory committee is to see how to translate the Kulmiye manifesto into national development plan and then evaluate their thinking based on such plans how to achieve and in order to do that what it requires namely:
In my opinion, your Excellency Mr. President elect, you need to really engage more technical people to further provide scientific and cost-effective methods of forming a new state given the fact this new concept of Kulmiye government should be budget and programme driven administration.
I pray for you and hopefully your new cabinet team for the enormous task and responsibilities that are in the horizon. A consultative process is way forward for any successful administration operating anywhere in this globe.
Remember a government for the people, by the people and of the people was your logo motto.

The outcry from all Somalilanders is clear, we need changes from ministeries to the public reform.
Mr. Ahmed Farah are very smart guy, I agree with you in every point.
26 ministeries, that's a lot. so basically the current government consists of more than 1840 ministers and heads for only 3 million people. Thats too much.
Where as reducing this to 14 ministeries can result in a government of no more than 900. That can be a saving of 50% on cut downs…(ministers).
Since we retook our nation, Riyale inherited from Egal and Egal did make changes but he would have made more changes by now if he was still alive (AUN).
Riyale didnt make any real changes. Now Silaanyo has to shift every thing and use his experience.
I can’t talk on behalf of Mr. Riyall, but I think one of his key problems was coming from people who were pursuing their interest, and wanted him to fail. And where are they now? they all joined Kulmiye, of course that doesn’t exclude him from responsibility but when we want to discuss something we should look into it fairly. Not from tribalism prospective, coz from personal experience I know Mr. Silaanyo, and his polished history with SNM. I hope in this age where he can pearly walk he become a different person than that I know, and instead of focusing on him we should also look to his successor in-case, his time comes.
MR. Silaanyo is surrounded by a big group of well educated/experienced,
in fact we can dare say, almost all the best brains of Somaliland are in the
Kulmiye party, so no worry for a successor(God forbid), in case his time
comes. Somaliland is in good hands.
Mr President as a Somaliland Diaspora we are very pleased with you 1st step, we hope you will continue on this very method, per your prior promises, I agree Mr. Kayse comment of 26 ministers is to much for a people of 3 million people country, the previous government raised their hands just they were supervising per the former presidents system in every espect. Currently Mr. President we need a change, and the minimum required ministeries are only 14 ministeries you have squeeze the current functional ministeries, to mininmize 50% of the expenses. You better activate the intellectuals and well experienced people around you, we don’t need ministers elected on tribal basis, we the right man for the right position.

Mr President, my warmest congratulationson on his wonderful outcome. Today is a day I can never forgot. It is a new beginning for the people of Somaliland to end their suffering and join the rest of the world for peace and security. I have every hope and faith in this president. May Allah promote our dreams and goals.
We have seen why we need small or big government, It depends what is Job waiting them,it might need big government or small government, Let the President Elect and Parliament set the parametters of the Government the country needs,
Also bear in mind that this one way of creating Jobs for the Techocrats.
We need to make no pay Minsiters then the government will automatically become small. You need people who has experience and exposure, High Degree only is not enough. regards, Ali
The difficutlies Somaliland face is the following:
- Old Somali government blocked all entries in world for Somaliland since 1960.
- All Diplomats were from South and they spread wrong information about the union.
- All African countries had wrong concept about the withdrawal of Nation of Somaliland from the Union and they number us as separatist.
- All Arab countries did like the idea of separation, although Syria and Egypt separated and nothing has happened.
- We athe victim of cold war either of super power was happen how the previous Government from the South had handled the support, Onc e with Russia and once with West, which indicated that the Somalis has no principles and you can upto the South could agree with anything.
So the task is very big and we all should work together to get it right, and we should blame each other for the failure, it came from the world in general. Somaliland has done an excellent job for what they were responsible, such as their peace, stability and building their democracy. Egal did well, Riyale did fairly well to level of experience and that this is the result of the elections, and Now let hope tha Silaanyo will do well and let his all help him. best wishes toall of you.
