Somaliland: A Landmark Peace Agreement on Buhoodle conflict

The Government of the Republic of Somaliland and prominent community leaders from Sool region of Somaliland has today, 12 August 2012, undertaken a landmark peace agreement aimed at ending the conflict in Buhoodle district of the Sool region, and resolving domestic grievances through peaceful means. Under this agreement, Somaliland Government today releases 86 prisoners from Sool region captured as fighters over the last two years. The government also pulls back its military forces from Buhoodle. This is all part of a peace deal offered by the President of Somaliland as a way forward with the Sool region issue.

In return, the community leaders and key political figures will implement the peace deal and promote stability. Both sides have rejected the motives of anti-peace elements in the area whose leaders have cynically exploited the concerns of the local people to serve their own political ends in Somalia.

Somaliland government recognizes that a continued conflict in the area will only lead to increased instability throughout the region with a spillover into the neighboring countries. This instability may also create safe havens for terrorists and extremists. Somaliland has a long history of resolving such disputes by peaceful means, using mediation by traditional elders and political leaders. Based on this experience, the Government will remain committed to engaging with the community and their leaders to fully implement this agreement.

People from the Sool region already hold high positions in the Government and legislature, and all of our citizens have the same opportunity to engage with, and be represented in, the Somaliland government. Somaliland’s electoral laws contain safeguards to ensure that each political party represents, and is sanctioned by, a sizeable constituency from every region of Somaliland.

However, the Government recognizes that insecurity in the area has, comparatively speaking, led to underdevelopment. But we are firmly committed to addressing this imbalance. As a response, Somaliland’s National Development Plan for 2012-2016 highlights specific development projects to be implemented in that area.

Finally, we call on the international community to support our efforts in promoting peace, stability and prosperity for all our people in Somaliland and to denounce spoilers who aim to harm our achievement from outside.

    Siilaanyo must pull his militia out of the Khaatumo State of Somalia or there will be no peace in North Somalia once known one of the most stable region in somalia.

    There's nothing unusual in the peace deals..the echos of 1991 amnesty convenants reached
    in Burco Toghdeer and the all inclusive broader power sharings of all the Somaliland Republic Regional constituencies held in the Borama summit conferences of 1993, seems to being
    reminded to clean-up any wrong undertakings by all the treaty signatories of the past tense
    common ground policies on which the Somaliland constitutional pillars defends.
    May the Almighty God, protect the stability, peace,Security, progress and prosperity of
    the Somaliland Nation and keep them away sound and secure from all the ill-will political
    upheavels and their embroiled evils..amen.

    This is good news. Every effort in bringing peace to this town is welcoming news and the beneficiaries will be the real inhabitants of this region. Somaliland has been promoting peace and development in these regions, but continuously blocked by people from the diaspora living in the Canada, US and UK originally from Muqodisho, but using clan affiliation to lay claim to a land even their grandfather never even seen.

    It is been obvious, that these people have been radicalizing youth, bringing in weapons, and exploiting Somalia and Somaliland issues for their political gain instead of helping the people rebuild their own lives. They have also blocked state development programs, because of the killings and bombings. Since Sool has been in the local government hands who hail from the region, it has enjoyed relative peace. Some development has been taking place like building of school, building of water purification plant and the economy has taken off immensely from what is used to be.

    If you recall, when Xagaltoosiye announced the peace and cooperation maybe possibility with Silanyo adminstration, many people and youth opposed him, because they have been told horrendous stories in order to hate their brothers and sisters in rest of Somaliland, essentially tying their own hands cuz they had a lot of convincing to do before they accepted peace. No one wins wars, and if they think they are doing a favor for their own people by lying to them, they have some serious consequences coming. the money to bring security to the region could have been used to rebuild the roads, build more schools and other needed infrastructures, and the earlier 2% tax increase would have gone a long way in developing the region. Xagaltoosye and those like him in the region have responsibilities and i am sure they have their work cut out for them cuz if they fails to implement their part of the agreement because of their previous efforts have sewed seed of hate in the commnity, Somaliland will no choice but to expell all refugees from Somalia who are behind these radicalization and political shift and seal off any contact to its southern neighbor political and economic.

You guys, one time you talk about unity and nationalism, another time you talk about tribal borders and divisions among the people who share blood, customs, land and everything else for many many centuries. I wounder which time you are right or wrong. Another thing, if you couldn't co-operate and live peacefully with the people whom you share everything so long, do you think you can do something useful to other people who live as far as Mogadishu and beyond? I think the answer is quite obvious!

    Even "Somalilanders" are confused about the fake regions. One day they refer Buhoodle as a town, another its a district in Sool and other times its a region…

    Silaanyo is on the retreat and has even agreed to pay holocaust style compensations to the families of Kaalshaale, big defeat.

      barre Regime of 18 gobol sh@it should be re-addressed by President Silaanyo. Dhuloz Hawd
      goes under Oogwayne Province all inclusive Hawd Metropolitan settlements. NUgaal Dhuloz including Lascanod goes under Cerigabo all inclusive Metropolitan settlements of Sanaag Province.
      Caynabo Capital of Saraar goes under Burco Togdheer Province. No more Sool. Khaatumo Citizen

Sool stays that way, Caynabo is not even a dictric but village. what Sanag you talking about apart from western Erigabo and Ceelafwayn district rest is controled by Puntland.     Peace needs prosperity and principles to maintain. The key factor in peace dealings is the ability to understand that peace is a tree that gives its shades to all the people, without distinction and discrimination.
    The problem is that neither Siilaanyo nor the people of Buhoodle understand this. The bottom line is when there is righteousness in the heart, there is beauty in the character; when there is beauty in the character, there is harmony in the home; when thee is harmony in the home, there is an order in the nation, and when there is order in the nation, there will be peace in the country or in the region, to put it on its proper. pretext

    In this peace agreement between Buhoodle dignitaries and the government of Somali land, it is unclear if this community considers itself as part of the country. The conflict always stems from the fact that some tribes of the Sool region do not recognize Somali land as their homeland. There are two factors in this dispute: one is the land and the other are the tribes living on this land. The land is within the confines of Somali land and some people of this region are eager to share things with Somalia. This is a dangerous contradictions which needs to solved in a wise manner.

      This phrase of the agreement is about restoring the peace and stability of particular that area and there will be another meeting between the traditional leaders and elders from Buhodle and Qorulugud. So it is the first thing first and in fact, the stability is our first priority.

    Before Somaliland joined Somalia in 1960, the communities in Buhoodle and Sool were the most outspoken advocates for Somaliland to remain separate from Somalia. What was right for them back then was proven to be right after the disastrous experience of the union. These communities supported the Somali regime out of tribal affiliations, but as a community they did not benefit from it in terms of investment /development in their communities except few individuals. It is foolish to think the desire for Somalia is anything other than tribal considerations. But as evidenced in real experience, that sort of reasoning does not lead to prosperity/progress. It only keeps people trapped in the same conditions.

    What is Somalia now? Just think for a moment. Think of if African troops were not in Mogadishu last week what would happen. If other forces were not pulling the strings or intervened, the city would have descended into war. The truth is, without these forces, Somalis would never have agreed on anything. The threat of ‘spoilers’ is what is keeping them on their toes. Somaliland is the only Somali speaking country where people are making their own choices, charting their own future independent of any interference. It is a place where one finds a willing partner in peace; coexistence; and appreciation of inclusiveness. Out of the all Somali speaking countries, Somaliland has the opportunity to set a model for other Somalis that only justice and fairness can ensure better standard of living. Even the Ethiopian region of Somalis cannot create an inclusive region that is based on fair distribution of power and resources when they disparately need each other in order to have some clout in that country. Let’s face it; Somaliland is the best hope for Somalis so let’s build it.

    Folks,
    Before we get a tad too excited, we should keep our sanity in check if we think Somaliland would yield to unjustified demands by a certain group. There's no peace accord between a bunch of outlaws and Somaliland government. the meeting was more like a diplomatic approach of getting the message across to the locals in the Eastern regions of which they had to choose either the stick or the carrot. Apparent, they had opted the wiser choice. Kudos to them!

    In light of the recent overtures by secessionist Somaliland to former SSC leader, Mr. Saleban Hagla-tosiye, Is it possible that the SSC leadership unilaterally brokered peace in the Cayn _Khatumo State region or are there other true heroes that forced Somaliland militia to retreat in defeat as they have never listened in the past to the barrage of peaceful calls to withdraw. The latter seems to be more plausible. But wait a minute, Wasn’t SSC labelled by the Somaliland administration as a terrorist organization? When did Somaliland formally recognize the SSC as a legitimate leadership with whom to converse? I haven’t read or seen it, Have you? and if so whatever becomes of the faith of the other (comically dubbed SSC but legitimately recognized by Somaliland) organization allegedly led by the Hapless Keyse. Thanks in part to Somaliland’s flip flop and confused ethnocentric agenda, this other Khatumo dropout might as well be so jealous now that his legitimate SSC organization has been eclipsed by the former terrorist, current peacemaker SSC one man show. Quite a bizzaro world where right is wrong and wrong is right ! This apparent paradox is not only entertaining but neatly fits as good material for the comic sections of Khatumo media.

    Born in the historic city of Taleh on Jan. 12, 2012. This blessed concept and regional autonomy of Khatumo State of Somalia has democratically and permanently united the hearts and minds of all things Sool Sanaag and Cayn. Why does hagla-tosiye shy away from mentioning in his appeasement speeches the fact that buhodle is, has and will always sport the honorable blue flag with the white star as per the wishes of its Khatumo residents? Thanks to the boys and girls of Kalshaale whose character and heroism were always in full display, requiring no permission as they thwarted all enemy attempts to capture the last remaining bastion of Khatumo land.
