Somalia’s prime minister resigns amid tensions with president; says move is to prevent turmoil

MOGADISHU, Somalia – Somalia’s prime minister resigned Tuesday to prevent what he called political turmoil amid an impasse with the country’s president.

Omar Abdirashid Ali Sharmarke told reporters he was resigning while standing alongside President Sheik Sharif Sheik Ahmed, who thanked the prime minister for what he called a “courageous decision.”

“After seeing that the political turmoil between me and the president has caused security vulnerability, I have decided to resign to save the nation and give a chance to others,” the prime minister said.

The resignation comes amid a rift between Sharmarke and Ahmed over a new draft constitution. The two have not gotten along for months, and a vote of confidence on the prime minister had been scheduled over the weekend, though it was postponed.

Ahmed called Sharmarke’s decision “historic” because the impasse was settled among Somalis instead of seeking outside intervention. Sharmarke, who holds a Canadian passport, became prime minister in February 2009 after the government signed a deal with opposition groups led by Ahmed.

The prime minister appeared far from downcast as he announced his resignation. Sharmarke smiled and waved to reporters as he left the news conference, which was well-attended by members of parliament and Cabinet members. The current Cabinet will lose their posts with Sharmarke’s resignation; the next prime minister will name a new Cabinet.

“Both men looked very happy. I was not expecting them to look so. There must be a hidden agenda they have agreed to,” said Mowlid Maane, a parliamentarian, commenting on rumors swirling through Mogadishu that Sharmarke was paid to go away quietly.

The resignation won’t have much practical effect on Somalia’s weak government, which controls only a few blocks of Mogadishu. Somalia has not had an effective government for 19 years.

Ahmed said he will build a new government soon.

    The government of Djibouti are not happy this time, “saying sharif has give chance to Enemies” to enforce Sharmake to resign, However Djiboutian will not accept the Somalia government, If is NOT the new Prime Minister is Puntland State of Somalia, This time Djiboutian has to support the Puntlander to lead Somalia

      Just what we need another Abdullahi Yusuf. The Hawiya people should run their own affairs and the MJs should keep to themselves. Does anyone actually think that an outsider can actually unite tribes men of another territory and clan? It's like saying that an Isaaq man can unite the Darood or a Darood man the Isaaq peoples if they chose to go the same route as our Southern brothers. It's madness. The problem in the south is not an Islamic or even Somaliweyn problem. Simply put, it's a Hawyia tribe sub-clan issue disguised as something else.

      Here are my questions: Why would Alshabab send suicide bombers to both Somaliland and Puntland? Why would they also interfere in the issues of SSC? Last time I checked, the people of SSC -Isaaq and darood (dhulbahante and warsengali mostly) intermarried. So what gives a Hawyia clan member the right to SPEAK or even sneeze outside of his territory?

      Lastly, how can the Alshabab or the TFG give any sort of advice on anything? The TFG has no legs to stand on in regards to proper governance and the Al shabab kill innocents; which is against Islam?

    What is main doctorine of Somalia? It is only TRIBALISM. Mogadisho is only for Hawiye. Hawiye is the main biggest tribe in Somaliya, therefore, it is wrong to lie about the present political ideology of Somalia. Why Hawiye is persuing the Somaliweyn, while others have established their own autonomous regions. Mogadishu is only for Hawiye once the name of Somaliweyn has already out of sight at the coming future. They should not invite any other tribe to be Prime Minister whatsoever for them.

    i think a chance to gain a peace in Mogadishu has come once more, all success and failure will depend on how Mogadishu politicians understand where the solution lies and focus on their real problems.

    Southern Somalia is predominately Hawiye. We all know that and eveybody else is minority in their country.

    There is no such Somaliweyne and never was. It is a myth and mirage. And who is promoting it except very few interest group — ay iyaga u dantahay! Hawiye should think of their existence, put down the weapons or aim at the enemies instead of aiming at each other, take over their country, think about their future and the future of their children if they think rationally. Otherwise, they will sink deep farther and farther.

      gobaad is intelligent and wise girl,, i would not hesitate marrying you if you were single and available,, by the way as the girl mentioned hawiye should understand if and only if they are united is when they getting stability and peace in their city and towns, the habar habar issue must end, come real talk on the table and ask their self what and how they can share things.

        Walaalo, Nasir, it took Hawiye to wake up and to come to their senses more than 20 years, but as they say: it is never too late. We all know that majority normally leads the minority. They are the majority in their country and they should get a grip power and think about their future.

        I just listened to Sh. Ciise Ahmed's audio at Hadhwanaagnews. You can feel is passion and say that maybe, just maybe that Hawiye finally got it to be the captains of their ship because others will never have Hawiye interest at heart.

      I agree with Gobaad too , common sense prevails and it is time Hawiye come to their senses and sort out between them to lead a normal life.

      Isaaq and Hawiye are related but not Dir together, they come together at Irir Samaale (Somali) together with their other Dir families like Gedabursi, Essa and other Dir clans in the South. We are related on our mothers side though as Sheikh Ishaaq was not really Dir but married to Dir women.

    What President Sharif Ahmed will do next now that the pm & his Cabinet
    are dismissed is subject to speculation…however I would say this…
    whatever his next Govt. will look like, he's stuck up with a haunting bigger
    problem…the Amisom issue!…with foreign forces fighting along side
    the Tfg. Somalia tfg will never recover and will only go deeper into more
    anarchy for as long as foreign forces are in the country.
    Btw Isaaks dir, or harti sl for the PM is out of the question…they will
    fail in the same manner of the MJS!
    Let's wait and see how the Tfg can unshackle the impasse its duginto.Cheers.

    The most sensible thing for Shiekh Sharif to do now is to appoint an all Hawiye government with the inclusion of some southern minority clans but should exclude all other clans. They should also expel the leaches from Somaliland in their midst so could put them in Madheera prison. The South is predominantly Hawiye's homeland and they should put their people's interest first instead of going about useless notions such Somaliwayn. The Hawiye leaders should put their differences aside and seek ways to work together. Only then can the other clans come to the table with them for reconciliation and possibly produce some fruitful results. The women and children who are suffering so much in the south are mostly from Hawiye and other minority tribes and should not be oppressed any longer. I believe its time the Hawiye clan put their interests FIRST.

    Remember the number of Hawiye soldiers who refused to attack us northerners? and refuse to obey the command of the dictator Barre!

      I don't know Hawiye soldiers refused to attack Somalilanders in their darkest days, but I read about 2 distinguished individuals that I admire their bravery and nationalism. Both men were Hawiye-Abgaal. One was the pilot who at take-off dumped his weapons not on his fellow brothers but into sea and escaped to Jabouti. The other was a government "Top Secret" Archivist and a very brave man who didn't hesitate to risk his life to divulge the deadly letter written by than General Mogan to Siyad Barre outlining step by step how exterminate specific group in the North. The letter was smuggled out of the country and spread like a wild fire in the newspapers around the globe. These two men real Somalis and deserve the high medal from Somalilanders.

    You folks must know and understand one very important aspect.
    All Somalis are Dir iyo Darod…Isir iyo Siyasad ahanba. Hawiye therefore
    is no exception to fall within the bahwaynta dir just like Isaak. R/wayn
    has a choice to remain independent or join Dir which fits than Darod.

    I simply support the just cause of Hawiye. Hawiye should expell all so-called Parliamentarians from their soil and make their own autonomous mini-Government within their cities, instead of bringing Dir/Darood as Somaliweyn. They just suck their richdom but not preventing the daily death and destruction of Mogadishu. It disgrace to see Faroole deporting thousands of Hawiye refugees from Puntland, while Sharmarke is in Mogadishu as Prime Minister., that is very ridiculous.

      Mashallah I agree 100%. Somaliland + Puntland + Hawiyaland = United Somali Republic (like the UAE). It will take a long time, lots of EMAN and some outside help, but I think it's achievable. If not, then we each should go our separate way for good. Honestly, if we cannot unite under either the banner of Nationalism or Islam then what's left.

      Thousands killed, Thousands displaced internally, Thousands disabled, millions in destroyed infrastucture, no education, no hospitals and 10 million plus living abroad. Subhanallah, half of Somalia's population are living in the UK, US, CANADA, FINLAND, HOLLAND, GULF, GERMANY etc.

      Somaliweyn is DEAD! Let's move on.
