Somalia: Somali Government, Elders Agree on New Constitution

The Somali government says it has reached an agreement with traditional elders to move ahead with plans to adopt a draft constitution.

A government minister told VOA that a Constituent Assembly will provisionally adopt the measure during an 8-day conference that begins on Saturday.

Constitution and Reconciliation Minister Abdirahman Hosh Jibril said leaders set the date during a meeting Sunday.

The 825-member assembly was to meet earlier this month. But the gathering was delayed after some elders called for changes in the measure, including the addition of wording that affirms Mogadishu as Somalia’s capital.

Officials said some elders also have taken issue with a provision allowing women to run for high office.

The Constituent Assembly – which includes a broad range of political factions – is charged with selecting parliament members.

Government officials said parliament will aim to select a new president by an August 20 deadline.

The United Nation-backed “roadmap” for Somalia calls for ushering in a permanent government.

Somalia’s Transitional Federal Government was established in 2004, but has been unable to assert power because of chronic infighting and the chaos in the country.

    The United Nation-backed ""roadmap"" for Somalia has no mandate for manipulation to form
    a permanent Govt for Somalia at this initial stages. Although Somalia is still a sovereignty state of
    its own right, the problem is clearly lacking a peoples elected civilian rules. Since 1991 to current
    all TFGs failed to conquer and since now a new world order roadmap is taking over, at this
    junction first things take their sequential format. If we look at the uprisings of the Arab Spring,
    Tunisia, Libya, Egypt etc etc…maybe the new Somalia Roadmap should follow suit with a new
    Council working with the IC/UN i.e. if the Alshabab fighters don't regain the upper hand?. The permanent govt and good constitution should be left over for the Somalia's peoples choices through the civilian rule ballot which could come about in the end.

    These old men are the biggest jahils on the face of the earth, I cant believe any sane person would want these illerate and uneducated old fools to make decisions for an entire country. I really hope when the new govt is selected, they stop going to these old brainless men for anything. Period.

      There is nothing wrong with a women going for high office, its just women's are not allowed to run for presidency of a country due to religion restriction. If you disagree with the religion is up to you. They are allowed to run for mayor, and other high ranking ministerial offices. I think that's what the elders are concerned about. Think before you open your uneducated mouth sister.

        Also, Turkey, Indoneisa, Pakistan, Bangladesh, either had muslim female presidents and or PM, and if there was any problems there would have been an up roar from the Muslim scholars. Lastly learn not to pass judgements on people you do not know personally or their educational level.

      They would have been perfect for it, had they been fighting the other issues stipulated in the constitution that can actually harm somalia.
