Somalia Set to End Failed State Status

ADDIS ABABA — Somalia’s main political entities have ended three days of often-heated talks, saying they remain committed to a political process leading to a post-transitional government by August.

Participants say the United Nations-sponsored talks were surprisingly congenial given the number of contentious issues facing Somalia’s often-hostile clans.

In the end, the six parties agreed to put some difficult issues, and many of the less important ones, aside in the interest of keeping to a timetable for creation of a post-transitional government in less than 90 days.

Transitional Prime Minister Abdiweli Mohamed Ali, considered the driving force behind the so-called Road Map timetable, said the parties had been motivated by the desire to end Somalia’s reputation as a failed state. “Sometimes you can have some kind of heated discussions, but ultimately all signatories have shown they are committed to ending this transition on time to take Somalia to the next level and to bring Somalia back to community of nations as a useful member as it has always been,” he said.

The agreement signed at the end of the talks commits all sides to a rigorous schedule for rebuilding the state.

It calls for formation of a Constituent Assembly within four weeks, and adoption of a provisional constitution by July 10th. That will be followed 10 days later by the swearing in of a new parliament, which will complete the transition by electing a president before the transition deadline of August 20th.

Transitional President Sheikh Sharif Ahmed, who could lose his post in the process, hailed the new spirit of cooperation among clans and factions, some with long histories of squabbling. He spoke in Somali with an interpreter. “All road map signatories came with goodwill and good faith and open mind and we have done good work together. And we have made new commitment to work closely for the remaining time of transition,” he said.

The African Union special envoy for Somalia, former Ghanaian president Jerry Rawlings, hailed the new attitude that seems to be bringing Somalia back from 20 years of lawlessness and misery. He said as recently as six months ago, few would have taken seriously talk of a functioning post-transition government.

Rawlings said part of the credit goes to Prime Minister Ali, an academic who returned to his native country from the United States less than a year ago. “Some kind of chemistry, as I’ve described it, some kind of dynamics seems to have taken place that is bringing the body politic together. They seem to be jelling, and the only way I can describe it in one word is that the political process has finally given us some hope,” he said.

Several participants also credited Somalia’s improved security environment as a key factor in creating a stable political atmosphere.

A newly energized African Union military force has cleared Mogadishu of al-Qaida-linked extremists for the first time in years. And as the meetings were ending, word was received from the battlefield that pro-government forces are routing the extremists in another of their strongholds northwest of the capital.

We have oil everywhere in Somali places, good sea, allot of livestock, we have Allah (yeay :) and we have our business minded people. the only think what we dont have is not being influenced by others. We are all Somalis, and we need to work with eachother at some level and help eachother and help eventually all muslim countries, like our brothers in Pakistan, Afganistan, Yemen etc…

    I wouldn't bother to think of any workable outcome on a 90 days timetable given the huge dnamic
    crisis of the all inclusive Somalia. It's understood that the TFG PM DR Gaas is the force behind this
    last minute gamble to keep things moving. The big question to be asked is..will it work to satisfy all
    the complex issues across the chessboard. I doubt it would work. Eventually it might be possible to follow
    the foot steps of the new Egypt under the leadership of the Muslim brotherhood which could be a far
    better strategy than this 90 days nuisance and the roadmaps 1+2 follow ups. . OH, just a hint
    worth mentioning.

    This artificial peace cannot be maintain by 19,000 foreign troops in Mogadishu and south-central Somalia and at the cost of the international community of US$ 1,050 per month – per AU troop…is this not sustainable and history has witness this before with the UN troop deployment in 1993-96 and most recent Ethiopian invasion of 2006-2009.

    A real, long lasting and cost effective method can only be gained by Somalis and not by foreigners who only seeks to fulfil their own political interests, whether it be by profiteering over the Somali conflict by Uganda or by maintaining the same political status like Kenya and Ethiopia.

      mogadishu has seen its longest period of peace since the overthrow of mohamed siad barre thanks to foreign troops. there wer more than half a million foreign troops in Iraq & afghanistan, vast majority wer American & other countries, but today the americans are still struggling to achieve a clear victory with their mighty weapons.

      The amisom are not even capable of militarily defeating al shabaab, they are not familiar with the territory, hideout, al shabaab snipers etc. al shabaab were defeated the day wen the Sufi Somali factions of ASWL was formed.

          Sis Khaatumo, I'm not from bariga burco…lol, but I love them because, like any other somalilanders, they work hard to contribute to SL progress. I'm from "hawd", and in particular, from a city called "Gashaamo" if you have heard of it.

          The reason I said we need our own government is because I believe it will be much beneficial for both side. After all, we are one people and we will always have a strong relationship when it comes to trade, development, cooperation… and as a bonus wallaweyn will be able to enter SL with no Visa (special status) lol. I don't see anything wrong with having our own government. Seriously, Just think of it. Everything else is the same but just to seperate governments.

          *Elders meeting in mogadishu represent whole parts of somalia,They will select who will be in The new parliament for The next four years,later This month elders will go turkey another meeting which is good.

          *The new parliament will elect new president in August or late september his term four years.
          *President will choice his PM & effective small group of ministers functioning goverment will start with The watchful eyes of The world.
          *when member of The parliament & The president finish Their term,by That time somali people will be ready to elect directly who will represent Them in The parlaiment & new president.

          can This happen in Three-four month’s? it will for number of reasons EU & U.S-turkey-arab league are backing & involve financialy This issue.

    I feel for those thousands of Somalis who put whatever little belongings they had onto whatever transportation they could secure and left whatever shelter they had to escape the expect fight between the extremist and the African Mercenaries. Both these guys don’t care about these people. they just don’t care about what happens to them. Two things. I pray for them to have peace in their homes just like do in Somaliland. And I thank the creator for that peace. Folks it is hard to load your belongings on a donkey cart every time an alien decides to shoot another alien while you’re in the middle.

    The Council in west Hargeisa can no longer claim that it is the only region in Somalia with some degree of law and order because right now most parts of Sool and Togdheer including its second largest town Buhoodle are under siege and most people have fled.

    West Hargeisa Council led by Silanyo can no longer play the role of "good cop" and claim it should get "recognition" or assistance because "Somalia is the bad cop and peace Council will be good for the region".

    This argument is not relevant today and they need to come up with something new because Somalia is no longer under a transition as of August. They have under two months to disarm and restore the blue flag of Somalia in northern Somalia before the locals take matters to their own hands.

    Somalis are reunifying and moving on from the twenty year old hate, will the Council in Hargeisa accept the realities on the ground or will they continue to barracked themselves in Morgan's former house?

    Whatever the case, as a Somali from Hargeisa, we will do everything we can to ensure two subclans do not hijack us. We will let the Somali people and government know they have our support. We will let the UN know, we do not support separation from our own people.

    If the two subclans want to protest about something that took place over 21 years ago, they can protest outside their homes but not claim North Somalia as their venue.

    I find it funny when someone says "no real development" in SL. Well, how about the followings:

    -Over 21 years of peace, peace, peace… (no wars).
    -All level of educational instituations (public and private).
    -Hospitals and small clinics.
    -Improvements in the infrastructure development.
    -Attracting foreign investers.
    -Growth in the private sector and attracting international companies.
    -System of government that is democratic which led to the first democratic election in the region for years.
    -Winning the title "Best Kept Secret" and not "Failed States".

    All these achievments were accomplished because of Sland governments and citizens secrifies and hard work. We could have done even much more with recognition (which is coming soon). And this is not the full list as there are more accomplishment that have been made.

    So please don't dare discredit or complain about SL achievments.

          No innocent people were killed in Hargeysa. In fact, some somaliland citizens tried to take the law in their own hand and end up killing SL soldiers. Despite of their action, SLanders are still making sure they will have a fair trial. This is the type of democracy and freedom the Slanders are enjoying in their country.

          Somaliland achievment is also acknowledged and appreciated by a lot of southerns because they send their families to live in SL so their kids can go to schools, have access to hostpitals and keep them safe.

          Get a life and get your house in order before you come and critisize the "Best Kept Secret".
