More than 200 parliamentarians named by “technical selection committee” as nation moves closer to electing a new leader.
Somalia has taken a step toward electing a new president after a committee overseeing the war-torn country’s transition to a replacement government named more than 200 parliamentarians, a committee member said.
“We have 202 members readied now and we are working on the reviewing of 40 others that were passed today and we hope the first parliament session will be held around [Monday],” Halimo Yarey, who co-chairs the committee, said on Saturday.
“The rest of the list is still pending because of inter-clan argument and other reasons related to a lack of fulfillment of the conditions,” she told reporters.
The legislature is due to elect the next president on Monday under a UN-backed agreement, putting an end to eight years of Somalia’s graft-riddled, Western-backed Transitional Federal Government.
The Horn of Africa nation has lacked a stable central government since the 1991 ouster of Dictator Siad Barre in 1991, which unleashed a bloody civil war and two decades of chaos.
While the government until recently controlled only a few blocks of Mogadishu, African Union and other troops have since made key territorial gains in their fight against al-Shabab fighters.
With better security, members of the Somali diaspora have returned to invest in their battered homeland, and many now hope that a new government will help the war-torn country stabilize and recover.
Selection committee
In that process, a “technical selection committee” – charged with ratifying new MPs from a list chosen by a group of 135 traditional elders – published the names of the first of 275 new legislators late on Friday.
The committee rejected some 70 nominees because they did not meet the requirements to serve in parliament.
Legislators must be Somali citizens of sound mind, have a high school diploma and be free of ties to warlords or links to atrocities committed during the country’s civil war.
The transition process is also laden with inter-clan tensions. Under the agreement, each of Somalia’s four main clan families – the Darod, Dir, Hawiye and Rahanweyn – named 30 members to the group of elders nominating the members of parliament.
The remaining 15 were drawn from a coalition of minority groups.
Sheikh Sharif Ahmed, the country’s current president, told Al Jazeera in an interview in Mogadishu that the technical selection committee should not overstep their mandate.
“The technical selection committee was given certain criteria to vet names presented to them. They don’t have a right arbitrarily, to choose those on the list and who to reject,” he said on Saturday.
“If there’s a problem, members of the technical committee should go back to the council of elders, but it is unacceptable for them to overstep their mandate.”
Alexander Rondos, the European Union’s special representative to the Horn of Africa, was in Mogadishu on Sunday for an urgent meeting.
“We are in Mogadishu to show support because, finally, this is where the future of Somalia is being decided by Somalis,” he said, in statements on behalf of Somalia’s international community partners, including the African Union, the United Nations, the European Union and the Intergovernmental Authority on Development.
“The international community welcomes the important progress that Somalia’s leaders and people have made in getting to this stage,” he said.
The new parliament – comprising a 275-member lower house and a yet-to-be-launched upper house with a maximum of 54 members – is tasked with electing the president, the speaker and two deputy speakers.
It will be allowed to go ahead with voting Monday if a quorum of more than two-thirds of the lower house – 184 members – is present.
The new president will then appoint a prime minister, who in turn will form a council of ministers.

The whole system is doomed. Come back of the current out-going TFG President is even
more suicidal. Apart from internal big rifts within the Somalia demarcation colonial era borders,
the current President is also responsible for having problems with Somaliland as well.
Therefore, his re-election is seen as a deepening failure of the new roadmap.

Sheikh Sharif will be re-elected who will continue his gains in the country in terms of stabilizing it. All Somalis are happy to work with the former Madarasa teacher unlike the former warlords including Silaanyo who took part in the destabilization process of Somalia.
Can we get something straight, this is not an election. It is an appointment by a group appointed by the current tfg leader. An election is like the ones that have taken place in Somaliland , in which former President Rayale defeated current President Siilaanyo by 80 votes, who accepted the loss, and then won the next election with a huge majority and former President Rayale conceded defeat and transferred power. That is an election. That is a democracy.
Having said that, let us see what comes from this. We must not forget both the late Abdillahi Yusuf and former tfg head Abdisalam Qassim were parachuted into power by their cronies and we all know how that ended up.
Every body aware This is not direct election from The people.it’s imposible to have direct election current condition status in This part of somalia,security and logistics nightmare we are talking about eight million people here probably five million will be eligible to vote.
2012 somalis will have direct election,The voters will be able to elect The president,parliamentarian,governor and mayor.
Last time They had direct election was 1960-1968.somaliland region election it’s one clan election system it does not represent The whole nothern somali community.

I seem to recall Somaliland had a voter registration, which included more than one clan. Please stop with this one clan nonsense, Somalilanders are plural, not singular. If there is clannish system it is the one in Somalia, 6:4, 4:1, what is that all about it. One man, one woman, one vote.
Somaliland region election system is (recycle voting system The some person can vote two times,it’s tribal line in voting instead of ideology same applies rest of somalia currently).
No the only tribal voting is in Somalia, 4:1, 5:4 what is all that about. Voter registration, id cards, one person, one vote, that is real democracy, everything else is sheeko baralay..
Somaliland has one of The worest tribal line voting system 76% of The voters in somaliland region are is@@q.OTher clans live in That area most of The Them avoid voting or don’t vote,because it’s not clean election.
4.5 it’s not perfect system but since somalis in general have tribal issues This will be temporary solution for Them to kick start stable goverment and Eventually 4.5 will disappear within eight years.in The future somalis will start crossing tribal line borders and give Their vote a person who can create for Them jops,education,free health.

De jure Somaliland Republic is an independent Sovereignty democratically fully functioning
outside the scope of what's taking place within the new Roadmap for the Somalia's Colonial
demarcation borders. Somaliland is rightly functioning within own Colonial demarcation borders
of the June 26 1960 post Independence map. Qatar or Saudi,the AL/OIC and AU,US,EU have no
mandate powers to deny the legit position of Somaliland, and should not be obstacle to hold
and jeopardize Somaliland recognition tied up to the failed Somalia's dubious Roadmap which
only God knows how it would work to succeed.
