Somalia chooses new leader in presidential elections

MOGADISHU — Celebratory gunfire erupted in Mogadishu on Monday night after Hassan Sheikh Mohamud defeated incumbent Sheikh Sharif Sheikh Ahmed to become Somalia’s new president.

It is the first time since the 1991 overthrow of president Said Barre that a new leader has been chosen inside the country, a development hailed by the UN as a sign of improving security. But the process has been tainted by allegations of bribery and corruption.

MPs marked their ballot papers behind a curtain before casting them in a clear box in front of foreign envoys and hundreds of Somali men and women. In a surprise result, Mohamud won a runoff by 190 votes to 79 after the first round failed to produce a clear winner.

Mohamud, 57, is a professor and activist who has worked for several national and international peace and development organisations including the UN children’s agency Unicef. Last year, frustrated by Somalia’s dominant clan system, he founded what he claimed was the first political party in Mogadishu, the Peace and Development party.

Touching a Qur’an with his right hand, Mohamud was sworn in as president within minutes of his poll victory. Ahmed, the outgoing president, conceded defeat after the onlookers in the hall spontaneously stood up and sang the national anthem.

“I am happy to see the first free and fair election happen in Somalia after 40 years,” he said. “I want to congratulate the new president for the fair election, and I want to declare that I am fully satisfied with the results.”

Outgoing prime minister Abdiweli Mohamed Ali, who threw his weight behind Mohamud’s candidacy, said the result heralded a new era for Somali politics. “Somalia voted for change,” he told Reuters, adding it was too early to say if he would take part in the new administration.

Among the countless issues in the new president’s intray will be piracy off the Somali coast, which has led to millions of pounds worth of armed defences for international shipping. In an interview with the Guardian at his office in Mogadishu last month, Mohamud accused foreign powers of hypocrisy.

“Somalis are confused,” he said. “The international community is putting a lot of resources towards it. Why not address the illegal fishing in Somali seas? People are getting the notion that international forces are there to protect the illegal fishing. The Somali fisherman cannot go to the sea because he will be considered a pirate.”

Referring to allegations that European firms dump toxic waste off the Somali coast, he added: “Why the international community not say anything? It’s delicate.”

But Mohamud rejected the idea of offering pirates an amnesty. “That will only encourage more. They have to be given some incentive but not that. Give them skills and rehabilitation and the opportunity to learn a better life.

Although Islamist militant group al-Shabaab has been driven out of Mogadishu, assassinations and suicide bombings remain a constant threat. As president, Mohamud will now be a prime target. He admitted: “Anybody who lives here in Mogadishu always lives under enormous risk. We have a coping mechanism but it doesn’t always work.

“The fear factor is very strong. It makes the people quiet, it makes people behave differently. If we let the fear factor control us, we will never move ahead.”

Mohamud has received threats from al-Shabaab in the past. “Someone called my wife to say, ‘You’ll have to take care of your orphan soon.’ Al-Shabaab targets everybody who is doing something against them– a woman in civil society, a traditional elder, a businessman, a religious leader.

“Al-Shabaab is not an ordinary militia like a clan militia. It is an ideology. You cannot fight an ideology only. That is what the government is doing. Military al-Shabaab is defeated; the areas they control are because nobody wants them, but still the ideology is there. We need a multi-faceted war against them. If we continue like this, the suicide bombings will continue.”

Continued peace in Mogadishu is far from assured, he said. “If Amisom [African Union forces] left the state house, the president will not be there. Somalia doesn’t have 100 trained soldiers capable of defending it. They are killing machines, trained in militia camps. They do not see themselves as servants of the people.

“If you go through Mogadishu, you can see it is different from 18 months ago. But the question is, how sustainable is this? It’s still very fragile. Amisom cannot be here forever. We Somalis need to have our own security forces.”

During the interview, Mohamud presented himself as a political outsider untainted by the UN-backed transitional federal government (TFG) and its “failure of leadership”. In July, a UN report said it had found that out of every $10 in revenue raised between 2009-10, $7 had never made it into state coffers.

Graft had become endemic, Mohamud said. “The leaders see the state as a money-making machine. They don’t want to confine their power. Corruption was an important factor that contributed and still does today.”

He said the selection of MPs was flawed but his party had backed the process and a new constitution. Little guessing that he would emerge the victor, he added: “It is a defining time in Somalia. I’m not saying Somalia will get what it deserves but it will be better than the status quo.”

Mohamud graduated from the Somali National University in 1981 and went on to study in India, where he obtained a master’s degree from Bhopal University in 1988. He returned home and taught as a professor, including at the Somali Institute of Management and Administration Development, which he helped found in 1999. Its goal is to train administrators and technicians who can help rebuild the country.

The vote was seen as a culmination of a regionally brokered and UN-backed roadmap. There has been no effective central government control over most of the largely lawless country since the outbreak of civil war in 1991.

    I wish to congratulate firstly the Somali people, surely this is a new beginning for us. I also wish to congratulate Prof. Hassan.

    Make no mistake the Somali Republic has huge challenges ahead and it will not be an easy win. Reunifying after 21 years will not be a walk in the park. We should be patient and stay on track.

    Also it is important to know that what Somalia needs the most is not personalities but principles. If our Madarasa teacher, the holy-man, our "Sheik" Sharif who used to refuse to shake female hands became what he became; we have to see what Prof Hassan becomes.

    Like snakes, it seems once in office they seem to shed the skin and forget who they were and why they were chosen.

    I am also confident Prof. Hassan will give the needed attention to north Somalia unlike the previous leaders. Unlike the others, he is not a "transitional" figure head but a REAL president and he must act like one and move swiftly and take leadership.

    He must also accept that he is the President of the whole country including the north since a lot of the people who voted for him hail from the North. If he acts like the leader of only Mogadishu then he will be just another figure in the Somali Villa surrounded with foreign troops.

    It's how you convey and carry yourself that matters, its the image your portray, its the weight you carry, its the responsibilities you accept. If he only thinks he is only in parts of the South then he will just be a President for the South by the South.

    He must bring the Northern Somalis back into the fold by pursuing peaceful and dialogue channels. Almost all of them are awaiting for the end of the conflict in the South.

    Nothing can divide the Somali Republic. It's true like most things sometimes we fall apart but but we have unbreakable bonds.

    We are one race with one language, religion and culture—as we all know. We are one family and the bigger our house is the better. If your family is 10 members, would you rather live in a two bedroom our 15 room mansion?

    The Somali Republic is the same. Say no to 6 regions and go with the 18s.

    Kayse, First let me congratulate the newly elected president of Somalia.This was a fair election and one that helped me reexamine my image of Somalis and civility.Definitely there will be no absence of interest from the newly elected president government in making a dialogue with Somaliland, but it is not as easy as you put it.As all other propaganda and hearsay it is good to observe the Somalia/Somaliland issue from detached point of view without emotions dictating it for you.We can't just denigrate the history of the last twenty years into a collective amnesia. The newly elected president has no moral authority to control or even dream about dictating the direction of Somaliland.On the evidence on the fact on the ground , Somaliland people didn't participate in this election. Their president is Silanyo and their parliament is in Hargeisa.In practicality they haven't sent any delegates to Somalia (unless you are equating the ambitions of self-fulfilling prophecy of dubious characters as automatic participation of the whole northern people)

      there were 30 PMs from waqooyi bari and one president candidate( oomar). 8 PMs from khaatumo regions and also pr candidate and and number of allocated PMs from Awdal and president candidate ( samatar). now explain to the world you have not participated in somali elections and why this people don't qualify as "somaliland people" as you put it and also explain and satisfy other Somalis on why Somalia, a naturally tribal society will have to use colonial border solution rather than tribal border solution for example ignore SSC regions and Awdal peoples choices.

      I'm from Somaliland region as you know and I can tell you that Silaanyo does not represent me or those that I know. He represents small segment of the community and soon we will hold a democratic referendum. I can assure you that if Somalia recovers 70% of the population want a greater Somalia and don't want to be stuck in three towns.

      In my eyes and in the eyes of many, Silaanyo is no different than Farole, both a regional governors.

      The real president that all Somalis and the IC recognizes is Prof. Hassan, we can't have every village claiming to be a State.

      If Silanyo is your President, don't think he is mine too. He is just a governor.

      One of these days I am going to represent you all and I will become the voice of North Somalia. Instead of isolating, let's be part of a solution. Let us demand justice. Let us not be locked up and confined to few towns.

      The elders in Mogadishu who represent the Dir clan, Isaaq family, also represent me and I recognize their voice and vote. I would like to congratulate them for being brave and defying the voice of the separatists. They deserve a gold medal for their love for their country and not being blinded by emotions.

        Keyse, let me ask you a question. If you were representing all Northern Somalis and carried out a fair referendum processes to either be separate or united with South Somalis and the results shows that, they want to be seperated from the south, would you support their decision?

          Walaal, its not up to me to accept or reject but what we need is a complete census that we should conduct with foreign neutral observers and then a referendum.

          The referendum should not be YES to Somalia or NO but it should be conducted in one of the two ways.

          1: Somalilanders vote yes or no to Somalia but at the same time Somalia must also vote YES or NO to independent SL.

          2: We hold the referendum in every block, town by town village by village and then the majority decides which side they go with. For example Hargeisa shouldn't decide the faith of say Buhoodle. Buhoodle should hold its own YES or NO vote…their small population shouldn't be combined with those from Hargeisa, Burao or Berbera.

          Then based on this we can redraw the borders.

          We can't have Hargeisa, Burao and Berbera voting yes or no and taking with them 10% of Sool because they bigger population for example Hargeisa's 1 million vs Las Anod's 20,000…

          Either all Somalis vote YES or NO, or we conduct the vote in every town and village in the North.

Beside, I never see referundun in both side, do you think IC ask a referundun to North Sudan when South Sudan made his referundun to secede?     Congrats to the new president. Before I leap into a quick conclusion, I'm going wait and see what this new leader brings for the failed state of Somalia. Nevertheless, I wouldn't hold my breath for that much of a change about Somalia's poisoned political atmosphere but I hope Somalis for all the best.

    I don't think this new president of Somalia is going to be of any difference from his former counter parts. Just first study how managed to be elect.

    As the the so called election moved to the third stage two candidates pulled out and one of them was the reigning prime minister Abdi wali then only two candidates remained the new president and the outgoing one. While behind the curtains deals were made and the outgoing prime minister( foster child of the bukhlander faroole xashid) The delegates of Abdi wali were given to the winning president and then the rest of the fagash candidates followed and gave their delegates to the winner and that's how this guy won.

    The deal is quid pro quo after the fagash Darood saw their was no chance for them winning the presidency they played a good game inorder not to be by passed for the premier.

    My prediction abdiwali the fagash premier is going to get his old position and that will give the bukhland tribal chief fitnaawale faroole a a little ground to manuver his fitna through his foster minion abdiwali.

    Though I wish all the best for the poor people in Somalia who after suffering for 21 years still the sigs are not that promising after I saw how this elections was played out.

    deadly high to wage all out wars on Somaliland and what it stood for over the past 21years since
    1991. Kayse heralded all the dirty tricks to ensure that the corrupted re-cycling into power of
    Sharif Ahmed and party triumphed but alas see how the dirty Kayse's devilish activities met the
    dead end sorrows. On the same day that Hassan Sheikh Mahamoud triumphed, here's again
    that same misleading stupid Kayse engaged in counciling the new President to go against
    the Somaliland. Any wise leader taking counciling from this mentally disturbed psychic is bound
    to fail in the same manner of the beleagured and badly defeated Sharif Ahmed and party group.

    First of all, congrats to the newly elected President to the Somalia Roadmap. Prof Hassan Sheikh
    Mahamoud, who's new to the political scene and is a freshner. That said, in the interests of
    Somalias successes and that of Somaliland, I would urge the new President to avoid
    nominating the new PM from Darod/Dir of Puntland and Somaliland. Because by so doing would
    have the same repercussions/echos of the past 21 years failures of all the failures status quo.
    The new President has a wonderful parliament of 275 under the super wonderful Prof. Jawaari,
    a wonderful and highly grounded intellectual. You need to think of a wonderful PM. Make
    thorough consultations across and then decide. Most importantly, don't belittle Somaliland's
    de jure legit political issues in ways your former failed govts adopted. Finally, negotiate with
    the Alshabab fighters and integrate them into your Govt. Specially don't underscore the UIC
    leaders. One of your main tasks would be how to get rid of Amisom and the Ethiopian/Kenyan
    military mechanisms out of Somalia.

    type Govt functionaries, that's to say: The executive,lawmakers lower/upper houses and
    the judicial…then inaddition to the 275 parliament lower house, there is still need for the
    upper guurt house of dhaqan elders. This area needs Somaliland help.

Do they claim they speak for other just by mere remote connection without evidence. Are there others who use them to insight hate, malice and attacks because of this? The answer to these questions should give you some idea? If they are just individuals who want to only be peacefull and going for their own personal reasons that's different and quiet rare in Somalis.

    Its a new day for Somalia, As a Somali American i care less who takes over the presidency. Its a peace that we have been praying for, a peace that has eluded Somalia for long time. As a Southerner that hails from a minority clan its been very difficult and painful to see my people from Juba area flee from thier farmland. I visited Kenya' but could not cross the border into Somalia and see the remaining of my father's farm in Jilib, Somalia. The Majority clans fought a war after a war, caused destruction and killed many, raped children, forced some into slavery. Having said that i am not asking for compensation, only asking for peace and chance to go back to my farmland. Somalia needs to unite for the sake of the poor, for the sake of its indentity. Let peace prevail. Finaly ilaahayow nabad nasii

    Congratulation to President Hassen Sh. Mohamud!! May All SW help him to bring this country out of anarchy!!.

    I took my time to watch the election process on TV, and in my opinion it was free and fair as I could not find indicators of corruptions which was widely speculated by people, because statistics of election result was more or less dispersed among the four candidates who came up in the first round. Secondly the last result was amazing that a new face appeared as the winner. I can say that the MP has displayed a sense of maturity , responsibility and determination to brings changes.
    The election process went in the way I wanted which was to kick Sh. Sherif out of Villia Somalia because of this weakness to continue carrying a fractured government full of dispute during his term. But really I appreciated the decent and respectful way he accepted his defeat and above all his congratulation to his successor., he was really a brave man who can still help the new leadership in many aspects specially dealing with his former friends, I suggest to new the leadership to give Sh.Sherif the roles of peace making.

    On the other hand I closely observed the new president specially upon oath and his brief speech. He looked a simple person filled with humbleness, respect and shyness. He noted that he could make long speech because of the fact everybody was tired.

    Lot of challenges ahead like conflicting interest of the internationally community, winning the trust and support of the Somali people, Alshabaab, bringing the divided country back together, creating a working government fabrics which give essential services such as security, health, education, water , and economic development to needy Somali people.

        This is what I learned from his background, he is a kind of leader who is insider, intellectual that shared the pain with people, witness a lot about what worked well and what did not for his predecessors. Therefore, I hope he knows his priorities are and where to target first to address the complex problems hovering around our Homeland.

        One thing I should mention is the opportunities like for example having a parliament dominated by people of god fearing, moral ethics, sense of nationalism, higher level of professionalism which had not been enjoyed by the past leader made him a lucky leader. He will be more luckier when he selects a representative cabinets which is smaller in number, manned with highly dedicated and hard working, well experienced intellectuals-politicians that aspire for commons goals, willing not to enjoy title, accumulate wealth but devoted to work day and night and even to die for the cause of restoring the dignity of Somalia.

        I again congratulate for him!!

    this is very significant for Somalia and the eligibility of the new somali president. it was very important for the "international community" to include somaliland representatives for obvious reasons. the IC was happy with the progress of good governance made by the north and north east while the south burned however, ultimately, they except those who are leading the masses in the north to accept the leader of Somalia and come to a settlement that is fair for all people

      because 99% of the people in those regions support somaliland aand want to be part of it. i went to las anood in 2011 and there were somaliland flags in nearly every house hold. secondly, it is few people who are being with pirate money and donated international money from piratland to create problems in those regions. if you go to those regions you will see what they are( somaliland/pirateland)

      Somaliland is flawed sxb and it has more holes than Swiss cheese. How can they always claim to be right? For example it is okay for them to claim Habsade, a single figure head represents all of Sool but the Dir elders in Mogadishu are "self-serving characters"?

      How come their claim their tribal election is more legit than the tribal election that just took in Mogadishu in which 4.5 representatives exercised their rights?

      I wish they can be honest to themselves and for once stop hearing their own voices and heard what others gotto say then things would not be so complicated.

      I am Isaaq and I don't recognize Silaanyo as a president. I am first Somali before Isaaq and my nation is the Somali Republic. I know right now I did not personally have a say in the election of Prof Hassan but if we work together they will be time where every single Somali will cast their vote.

      The West did not just have democracy over night, it is over 3000 years of evolution. The Somali Republic has not even turned 60.

      Our grandfathers are older than the Somali Republic and please stop saying "Somalia" guys, the right title is the Somali Republic.

      You see if you say Somalia, Somaliland has a tiny space to differentiate itself but if you address the country by its right name, which is Somali Republic, they don't have such argument or confusion…basically there is SOMALI in Somaliland but Somalia tips things bit off. I hope you get me. If foreigners ask them who they are they will say SOMALI thus part of the SOMALI Republic…

      Stop using Somalia and we need to tell the IC media to start using the Somali Republic which belongs to all Somali people even those across the two occupied regions and Djibouti.

      Somaliland does not make sense to me.

    Let us first as Somalilanders wish and hope for our brothers and sisters in the south all the best and congratulate them for the new president they elected for the first time in 22 years on Somali soil and also the peaceful way they conducted the election process. Secondly let us hope the new president elect a solid prime minister with new face and clean slate like him and the speaker of the parliament in a peaceful and wise manner. The trio can instigate a historic chapter for southern Somalia that could be trailblazer for new era. Hope the pain is behind them Insha’Allah.

    Listen all folk, I am tired about Somaliland and Somalia issue. Personally, I consider Somaliland has all rigth to reclaim his lost sovereignity and IC know that as It promote dialogue between Somalia and Somaliland in order to clarify their future relations. There are 3 things that can stop Somaliland to his way for re-recognition: First a bloody war between Somalia and Somaliland which the winner is Somalia. Then, let's Somaliland do a referundun for all his people as it happen all over the world, and if unionist win then Somaliland must respect this choice. Lastly but less probable convince Somaliland that Somaliweyn dream with 5 somali regions is not dead, so that's mean request Djibouti to go back in union as it was supposed to be and neogociate as much as possible with Kenya and Ethiopia to return 2 regions Somalis. Simple.

      better viables and less costly achievable. To simply allow Somaliland de jure full Sovereignty
      Independencet based on the 26 June 1960 Colonial demarcation Borders. To create confederation
      between Somaliland and Djibouti. To create Confederation between Somaliland,Djibouti, Somali
      Galbeed. To create Confederation between Somaliland,Djibouti, Somalia,Ethiopia, Eritrea.
      and or to create Confederation between Somalia,NFD,Kenya. By confederation, is meant
      exactly Govts of common borders like EU/EC???
