Self-Governance Options for Somaliland

For the sake of this argument, let us put aside any emotions regarding who is a “Somalilander”, the demographic composition or geographical boundaries of Somaliland. Let us assume that “Somaliland” is the Former British Somaliland Protectorate, which had declared unilateral secession from the Somali Republic following the Civil War and seeking international recognition as a new sovereign state in the Horn of Africa. For the moment, we are not getting ourselves into the controversies of who is for and against the secession and disappearance of colonial demarcation lines after union of July 1st. 1960.

I believe that all would agree that the bottom-line for the objective of the secession is self-government for the inhabitants of that part of Somalia. If that is the case, are there any other better options to achieve the same while remaining within Somalia, but at the same time avoiding the enormous complications of unilateral attempt to break away without a national referendum, a legal separation and negotiated agreement between Somali parties?

As South-Central Somalia was in chaos and had no creditable representatives to talk to, in the course of our debates onBottom-up Approaches to restore Somalia’s State and embark upon reconstruction plans,  leaders of Puntland State of Somalia approached their Somaliland counterparts in the late 1990s on working out ways, conditions and terms for a fair, united and prosperous Somalia. Multiple letters and envoys had been exchanged between the Late Leaders of Somaliland and Puntland: Mohamed Ibrahim Egal and Abdillahi Yusuf Ahmed. This was done discreetly and diplomatically through mutually trusted envoys who shuttled between Garowe and Hargeisa.

To spearhead and champion for a federal system of government in Somalia, Puntland State proposed to Late President Mohamed Ibrahim Egal to agree to the creation of a rotatingCommon Presidencybetween Puntland and Somaliland in which Egal assumes the leadership of the first term. Under this arrangement, each state was to retain its local public institutions in a federal fashion while mutually benefiting from all advantages each had to offer in the way of economic, political and security cooperation. A Puntland Plan (B) in that initiative was to remind President Egal that legally and technically he was the last Somali Prime Minister overthrown illegally and he had every right constitutionally to reclaim Somalia’s leadership. While maintaining Somaliland as the first federal state, he could move on to be a central leader in a Federal Republic. Puntland offered him its full support if he was to choose the second option.

In the course of these diplomatic exchanges, there were two obstacles President Egal could not handle despite his known political shrewdness:

1.The President’s political base in Somaliland was so polarized towards Gooni-Usu-taag(Secession, independence) that no politician could dare to remind them of returning to Somaliweyn without risking outright ridicule and treason. This situation is still true in Hargeisa however with much less intensity (Another good reason as to why Somalis will never accept a one-city-state republic again).

2.The sticking friction (disputes) between Puntland and Somaliland on Sool, Sanaag and Cayn regions.

For Puntland State of Somalia, the issue of Sool, Sanaag and Cayn was easy to resolve, i.e. holding an internationally observed referendum for the residents in those three regions to decide their own fate and respect the final outcome. Moreover, if the two states were to integrate into a federal system the political tension surrounding these regions would have disappeared immediately for all parties to benefit, particularly inhabitants of these regions, who suffered such much under these political claims and counter-claims.

Moreover, if the two states were to integrate into a federal system the political tension surrounding these regions would have disappeared immediately for all parties to benefit, particularly inhabitants of these regions, who suffered such much under these political claims and counter-claims.

These negotiations finally collapsed with Egal holding a Somaliland “Constitutional Referendum” in May 31, 2001 with little or no say by the inhabitants of Sool, Sanaag and Cayn as they massively boycotted it. Deceptively, there was a last minute insertion in the questionnaire of that orchestrated referendum regarding Sool, Sanaag and Cayn approval of it as “considered” their acceptance of the “Somaliland” rule.  This is a historical mistake that will haunt Hargeisa political leaders for years to come and make any “Gooni-Usu-Taag” impossible.

Missed opportunities are in abundance in Somali politics as the new Somali President, H.E. Hassan Sheikh Mohamud, himself an unknown quantity and untested, suffered one  this weekend by producing a new prime minister out of the blue consistent with the same fashion himself came to the Presidency. The Somali saying, Buur baa wax badan docotay, deedna dhashay jiir (a mountain has been painfully laboring for a long time and finally gave birth to a rat) is quite appropriate in this context. While I do not harbor any bias whatsoever against the appointment of the new Prime Minister, this selection does not sound the right choice to unite a country already in de facto decentralization bordering on a dangerous fragmentation. It is also an ominous sign for the federal political arrangement agreed upon and enshrined in the Provisional Constitution (See Public Trust Deficit in Somalia).

Let us hope for those missed opportunities to present themselves again for leaders to seize in the best interests of their people and Somalia.

    for me anything less than independence and separation of somaliland from somalia will always be unacceptable, bordering on humiliation because undoubtedly there are many people in somalia and even in some parts of somaliland who insult and degrade us and for us to reunite would mean our enemies have won. what i am open to however is that possibly give the ssc regions to somalia via referendum and the rest of somaliland be an independent country recognised throughout the world or even join with djibouti in a dir-like kingdom lol what do you guys think

      SSC for Puntland and awdal from somaliland then we wil have a permanent peace.

      haha that would be nice, i don't even know why the somalia people are wasting their time with somaliland. Their not offering anything worth fighting for nor the people or the land, all they do is cry about history and act like the darood and hawiya didn't lose people in the war. get over it and move on, if they don't want to be part of somalia than let them be. They need us more than we need them and that is for sure.

      Abdiwahab, what enemies are you taliking about? Non-Isaaq tribes, Siad Barre, or OTHERS? This makes me sick…. one of the MANY reasons why I have given up on the idea of Somaliland.

    1- The Somali republic was formed by 2-independent STATES in 1960. Namely Somalia-italia and Somaliland.

    2-Somalia-italia is the State under which puntland is a province.

    3- Puntland province of Somalia is equivalent to Awdal of Somaliland.

    It is therefore illogical for Somaliland to Leave a Union with Somalia and then form a Union with a province of Somalia. It is ludicrous and utter disillusionment on the part of this Puntland Author to bring forward such a nonsensical proposition.

    Somaliland;s discontentment with the 1960Union that failed and resulted in Somaliland's witghdrawal in 1991 is party because of the likes of MORGAN from puntland province who committed atrocities against civilian population of Somaliland.

    Puntland province of Somalia shares the failed status of Somalia and as a matter of fact it is the likes of Abdullahi Yusuf who committed the first act of treason against his country Somalia in 1977 following the Ogadeen war. A Province of Failed Somalia attempting to form a Reunion is never heard of and would not make political sense. Puntland province went to every length to undermine any government in Moqadishu that was not led by one of their clan members who they could influence. It is reasonable for one to conclude Somalia failed as a result of puntland province's sabotage and political undermining.

    It is also reasonable for any sound mind to presume the desired "Federalism model" championed by puntland province to be the vehicle of failure that is intended to prevent Somalia to ever form a legitimate functioning government that can exert control of it borders within Somalia.

    Let us hope Sheikh Hassan and Prime minster Shirdoon are wise men who will review both the constitution and the concept of Federalism to prevent further wars and a return to Shabab control. Transition period is finished Sheikh Hassan must exercise his presidential authority over Somalia and it's Air and Sea.

      you keep repeating the same thing over and over again. 1960 italian and british somaliland sign the constitution which created the somali republic, a decision made by somalis from all walks of life supported the cause without intimidation or suppression freely voted to merge british somaliland and italian somaliland into a single somali republic. The conference held in Burco 1991 where the Ethiopian stooge (SNM) illegally kidnapped Harti elders from garowe and brought them blindfolded in Burco to forcefully sign the declaration of somaliland separation from somalia. The Ethiopian stooge (SNM) intended to mislead the world that all clans participated and were represented in Burco conference but it backfired cuz somaliland is a one clan society and has no authority or the mandate to speak for other clans in the north.

        It is more likely that Somalia will fracture into further fragments as a consequence of it's Federalism charter. When that happen:

        - Perhaps you can submit an application to request Somaliland to HOLD Trusteeship over Bari and Nugaal.

        That to me seems a more viable proposition then any of the nonsense that you type on the screen.

    The inhabitants of SSC regions are not your people. Your people are in Western Erigavo, Burco, Hargeisa, Berbera and you are more than welcome to secede with those. I will never allow you to claim my land and for as long as one of us lives in this world, your dream of tribal homeland will never be a reality.

          Since 1991 there was no legitimate government in Moqadishu that could hold talks regarding the 1960Union Sheikh Hassan and Siciid Shirdoon are BOTH :) Happy for Somaliland to become independent because they don't care Marehaan and Abgaal will be happy to allow Somaliland to leave the DEAD Union.

          They will then forever control President and prime minster position in somalia :)

    somaliland has made it's choice. and is well known, somaliland people are united under one flag. u talk about sool and buhodle. they make less then 5 % of the republic. they have no choice in the matter. period

      Why do we Isaaqs assume we make over 90% of Somaliland. We only make 35% of the population and make up over 90% of the governmental and military positions. These are facts!

    Somalilanders believe in self-determination so badly so why are you forcing the people of SSC to be part of you when they want to be part of Somalia? Please answer this. They refuse to be part of Somalia but they force people who want to be part of Somalia into their Somaliland project. If you keep the SSC people, we will keep you. Only fair. Respect is a two way street. You can't have a cake and eat it too.

    You are only keeping SSC Dhulbahanta areas because keeping colonial borders in tact is the only way you can get recognition. But let me tell you something, even keeping colonial borders hasn't given you recognition. It wont happen. Dream on. Let go of the Dhulbahanta and Warsangali areas and go away. Then we will tell the international community to recognize you. But I don't think the international community is OK in having two DIIR countries (Djibouti and Somaliland) when other countries with dozens of ethnic groups (forget about clan) but ethnic groups live together in one country. But we will tell the international community to recognize you inshallah.

    I will party harder than the Somalilander when you get recognition. I will cry in happiness. No more will I be sharing a country who have so much hatred against innocent southerners. What you suffered under Siad Barre was nothing, nothing compared to what the southerners have been suffering yet these people have the biggest hatred.

    Inshallah the international community gives you recognition. Nothing will make me happier than seeing these people become a Ethiopian province.

      Firstly you ought to understand that Somaliland Colonial borders are in tact in accordance with
      the AU charter. Secondly, the SSC metropolitan is so integrated settlements who are all hybrid
      intermarried in-laws. BTW Dhulbahante Sool,Sanaag Soil is less than 10%.The C for Cainabo
      Region is all Isaaq. Notwithstanding the D-block core intellectuals are pro Somaliland, lately also
      the Govt of Somaliland under the wise leadership of Veteran President Silaanyo have had generous
      meetings with the top leaders of the SS and good results have been reached to bring home good
      lasting peaceful settlement on this matter. Using self-determination for de jure Somaliland is wrong
      terminology. It's already a self-determined Sovereignty by IC standards.

        It doesnt matter if Dhulbahante is 1% or 100% of SSC lands. You must release them. They want to be part of Somalia. The Warsangeeli and Dhulbahanta number hundreds of thousands in the Waqooyi. Why must you force them to wave the Somaliland flag when they want Somalia? That is very hypocritical of you guys.

        Let us be honest. No international organization or country goes by the British Somaliland Colonial borders. Those borders ceased and erased in 1960. Let us be honest here. But inshallah we will make you a recognized country once you release the people who are not interested in joining you.

        Govt of Somaliland and Siilanyo have established a peaceful settlement to the matter. Of course, and good job on them. No war is good. But the minds of those people in the disputed regions has not changed. They don't want to be part of Somaliland. If they did, Siilanyo would have been in control of 100% of the colonial British Somaliland borders. Somaliland doesn't control it at all and it is for obvious reasons.

          Insha'allah the dialogue between Somaliland & Somalia will resolve the matter and revert back to pre1960 borders. Any Somalilanders that wish to be resettled in Somalia are WELCOME To leave but the LAND stays.

          Ethiopia and Kenya both bold LANDS that belong to Somali people who do not wish to be part of the non-Somali states YET the international community does not work on the basis of TANTRUMS and false claims.

          Somaliland borders are sacrosanct and not up for discussion OR ELSE we expect our HAWD back from ETHIOPIA.

          IN ADDITION we will happily support BIYOMAAL in also gaining their independence from ZOOMALIA, RAHANWEYN and JAREER will also get our support to gain independence from ZOOMALIA.

          We can all dream HOWEVER the 1884 Borders of Somaliland can never be compromised as it will lead to the total disintegration of all the countries of AFRICA.

          Alternatively Somalia's borders were formed in 1925 when Jubaland-Kenya was joined with Somalia-Italia.

          There is more chance of Dividing Somalia then somaliland :) trust me there is only one option:

          2-STATE solution :)

            Mj do not speak for Warsnas nor Dhulos and it is THEM that have spoken about their interests to be fully part of Somaliland.

            Xaglatoosiye has joined Xaqsoor party… :) Be happy with your pirateland before we help Dhulos and wansans in evicting you.

    the biggest mistake somaliland ever made was to claim Lascanood (they don't control the rest of SSC) Dahir Riyaale who doesn't care the tribal enlave in Hargeisa got you into this mess and it's biting you in the butt, now we southerns won't allow the seperation. no recognision is coming for you,

    those Dhlbahante warriors won't settle anything less than Somaliwayn, not even their administration (khaatumo state) you are fooling yourself if you think they will unite with you, while they rejected to unite with their cousins in Puntland.

    Historically when King Harti died, Mj who was the oldest son tried to rule the family but Dhulbhante fled with the Harti's wealth and left rest of the family for nothing. I see they using the same methodology for the few emotional landers ( dee abti lacag tii soo shub hadii kale ciidamadii puntland iyo khaatumo ku biirayaan, the small donation money that meant to build Hospitals,roads etc wiil yar oo Dhulos ah baa qaad ku cuna ) hahhahaha I rest my case

    Good article. Thumbs up. Makes every sense and I know Egal helped establish Puntland, even Abdillahi Yusuf used to print his business cards in Hargeisa and I have all the documents for anyone interested.

    It all went wrong because Egal was weak and he was not brave enough like A. Tuur. He feared the locals might call him faqash and chase him so he just went with the flow to his death bed.

    I am the new Tuur, don't lose hope the Somali Republic just deliver me the arms and men power and I will chase them back to Ethiopia…heheheh kidding. I don't support violence :)

    God bless Tuur tho he was a unionist but the separatists think he was their "first president" just as they claim everything else.

Why should SL listen to your faqash ideas that lead to no where, when you destroyed all good will while in a position of responsibility. All Darod people should have their Somali citizenship taken away from them, never mind participating in Somali affairs.

    In 1963 Kenya Told Somalis that the Borders it gained from the colonials will never be altered and if Somalis did not wish to remain in Kenya they should move to Somalia.

    This argument is also true in Ethiopia any Somali who does not wish to remain a citizen can leave before arrest.

    Djbouti also gives Somalis this option as it is a mix Afar/Somali state any somali who does not wish to remain in djbouti can leave peacefully.

    Somaliland has a border dating back to 1884.
    Somalia borders were created 1925.

    The two joined in 1960 to form a Union partnership. Neither of the 2-States has the Power to colonise the other the only options they have are:

    - Non Physical
    - Non political
    - Non economical

    But Passive dialogue as 2-Equal states with equal representation and equal power to determine the FUTURE relationship.

    UNION:- Requires both states to agree to form another relationship since failure 1991.
    INDEPENDENCE:- Requires only one STATE to wish to leave the 1960 relationship.

    2-STATE dialogue has only one conclusion and that is :)

    SSC is a diverse region with Isaaq, Darood, Dir, Gabooye, Hawiye and Ugaaslabe. In addition there are many Koonfurian Refugees that found new homes there. 90% of the SSC population supports Somaliland.

    Top leaders of Warsegeli and Dhulbahante have declared their support for Somaliland. the only anti-Somaliland users on this site are infact from pirateland and MaJiraans.

    Majeerteen Looma ooyans i call them MaJiraans iyo MaJaraFoes.

    SSC is part of my country! SAFE your country from the AMISOM colonization and constant Foreign invasions :)

      By the way even though Somalia's government currently revolves around the south since both the president and PM are from the south, but still that does not mean the reason Sheikh Hassan chose a southern PM is because he intends to recognize Somaliland. One of Somalia's main goal is to re-unify Somaliland-Somalia. That will obviously be up to Somaliland to accept or refuse since there is no force. But there might a successful reconciliation that might possibly lead to another unity but in a different form, maybe a confederation made up of two equal states.

      One of the possible consequence of the two states not coming to fruitful agreement and reconciliation (whether it is agreed separation or agreed unitary form) is possibly creating two entities hostile to one another and chaos and we certainly don't need that in 21st century where everybody moved on. There is no such a thing as permanent enemies and who know maybe isaaq/darood might be the new allies lol

        Their objective is to continue a mature constructive dialogue which will ensure a MIDNIMO based on mutual interests not force or blackmail.

        Once Somalialnd gain's its full Dejure recognition the DIALOGUE will continue to PHASE-2.

        PHASE-2: Dialogue should occur once Somaliland, Djbouti and Somalia are able to sit around a table as Equals. Only then can they discuss Shared interests and working relationships.

        I am sure once Somaliland has Full recognition all somalilanders will be more sympathetic to further dialogue with Djbouti and Somalia on Security, economic zones, currency, trace, education, health and many other sectors.

        First let us achieve 2-STATE solution and peace… Somaliland might just send 2000troops to join djbouti troops in central somalia soon :)
