UN report cites massive corruption in Somali gov’t

(AP) NAIROBI, Kenya — A scathing report written for the U.N. Security Council says that systematic misappropriation, embezzlement and outright theft of taxpayer funds have become a system of governance in Somalia.

The nearly 200-page report lists numerous examples of money intended for Somalia’s Transitional Federal Government (TFG) going missing, saying that for every $10 received, $7 never made it into state coffers.

The report, written by the U.N. Monitoring Group on Somalia and Eritrea and obtained by The Associated Press Monday, says government revenues aren’t even clear: The Ministry of Finance reported revenues of $72 million in fiscal year 2011, while the accountant general reported revenues of $55 million.

A report commissioned by the World Bank published in May similarly found that 68 percent of TFG revenues in 2009-10 were unaccounted for.

“The Monitoring Group’s own investigations confirmed the involvement of senior TFG officials in the misappropriation of millions of dollars of domestic revenues and foreign aid,” it said.

The report further said that the political will to enact reforms “is lacking in the highest echelons of government.”

“Nothing gets done in this government without someone asking the question … ‘What’s in it for me?’” the report quoted a senior government official as saying.

Somali Prime Minister Abdiweli Mohamed Ali condemned the allegations linking his office to corruption, calling the allegations “absolutely and demonstrably false.”

Corruption has flourished inside the Somali government for years.

Somalia hasn’t had a fully functioning government since 1991. Armed militias have claimed power in Mogadishu until last August, when African Union and Somali government troops pushed the radical Islamist al-Shabab militant group out of the capital.

The weak, U.N.-backed government barely operates outside of Mogadishu. Its U.N. mandate expires Aug. 20, and the international community is working with Somali leaders to appoint a new parliament and elect a new president before then.

Because the government was not voted in by Somali citizens, the public has only few mechanisms to hold officials to account for misused funds. The U.N. hopes to transition the country to a more representative form of government, but nationwide or even regional elections appear to be years away.

Somali leaders are finalizing a council of elders and powerbrokers that is tasked with naming a new parliament within the next month. That parliament will then vote on a new president.

The monitoring group report noted that some current Somali leaders are calling for an extension of the U.N. mandate, which it said is symptomatic of “perverse corruption and the wholesale misappropriation of public financial resources.” The TFG’s mandate originally expired last August, but the U.N. granted a one-year extension.

The report said that some government officials have tried to introduce greater transparency and accountability into the government’s finances, but that the political will to enact reforms does not exist in the highest ranks of government.

The famine in Somalia last year — which killed an estimated 100,000 people — was also not immune to corruption. The report said government officials and militias acted as gatekeepers in camps that held tens of thousands of internally displaced Somalis, diverting assistance and preventing an effective aid monitoring, the report said.

      it is not a country it is a "breakaway region" in Somalia. you can rejoin reunion if you ar recognized country.

There is no donor countries that gives money to anybody they count afood aid and paying for foreign forces as part of this total money given to Somalia.

      I couldnt agree with you more, If these people cared, they would also mention the billions of dollars that was intended for the South somalis, and went missing in the hands of non somalis. The timing of the release of this report is also very suspicious, because they would have reported this sooner as they have known about this for years like they said on the article. I blame somali males for this. I cant even bring myself to call them men, because they are nowhere near men enough. If it wasnt for these idiots fighting among themselves over tribal differences this wouldnt have happened today. I just pray Allah protects the women and children that is left, as they are innocent in all of this mess. somali men have really let our women and children down.

British somalilanders, without the brits you will be lost and lost for ever. Mother britain had always cared of northern somalia and what a shame to be a mother of some.     When I read the comments made on the articles on this paper I see some of the cooments show so much ignorance and lack of rational that they are not worth the space they used on the screen. These comments seem to have come from people who have made it there business to deny facts. Facts can be verified in so many ways. If your are going against documented information, facts about incidents, or agreements between groups it will be worthwhile for all of us that these people make some effort to come up with counter facts or agreements which they base there judgements on. If they can't, aren't better of to shut up?

    It does not matter whether a southerner or a northerner has stolen from public coffers. The bottom line is corruption is killing us. The late Seyid Mohamed Abdulle Hassan is not record saying that : Somalis are related to corruption: NOT SURE I TRANSLATED CORRECTLY!

    Anyway, corruption has no boundaries, religion or colour. If you are corrupt you will always be corrupt and your people and country will not develop. FULL STOP.

    I just pray that we get God fearing leaders who know the price of stealing from their own people. It is actually haram to steal from the people. I have actually noticed some of the these people who pretend to be pious are often the worst when it comes to ripping from the people.

    The other day someone told me the old man who owns Dahabshil is on record saying that: "These bearded people who pretend to be religious are the only ones who have robbed me. I have never lost money from these men who chew khat,"

    What a coincidence!

    Now if the same people who are supposed to guide the larger community end up stealing, what do you expect of the masses and its political class?

    The politicians in Somalia and even in our own backyard here in Somaliland think that its their right to steal from the public. It is like they have been appointed to rob us.

    I can't wait when gentlemen — and I mean real gentlemen — will lead us. Not these hyenas whom we call leaders!

    Shame on all CORRUPT individuals, whether your are chief, minister, director, president or even a layman!
