Op-Ed:THE FINISHING LINE OF SOMALI RECONCILIATION STARTS HERE IN SOMALILAND

The Somali crisis has always been aggravated by foreign involvement, whereby both the intent of in-depth understanding and the instrument of enduring goodwill lacked. Others with ulterior motives threw spanners in the works and created non-starter situations of entanglement and stalemate. The UN efforts of reversing this enigmatic political landscape would require re-tooled strategy to make any headway.
First and foremost the role of any envoy had proven to be a total failure heretofore. Invariably the Somalis had shown repellant ill-disposition towards a lone actor with semblance of colonial style viceroy. A better approach would be replacing the envoy mission by a multilateral Adhoc commission for Peace and Restoration. Such commission would better engage if co-chaired by Britain and Italy, the two former colonizing patrons, until mission accomplished. It might be desirable to beef up the commission with a component of Somali nationals, whose record of leadership, patriotic performance and knowledgeable experience in handling Somali affairs is verified. The number and the role of the Somali add-ons, if any, would be stipulated by the UN. However, the final selection of qualifying incumbents would be determined by mutuality.

Per se this inclusion would be a catalyst in creating an atmosphere of frank dialogue and more passionate understanding between the national divide. It would also be bridgehead connectivity between the commission and all parties. Additionally, such initiative would restore hope in the ranks of the Somali common persons and would re-energize popular support across the board. Properly directed, such public support could be exploited for the mobilization of volunteer militia, effectively deployable as “Peoples Pioneers for Peace and Prosperity’’. Given above the need for foreign troops would be substantially minimized as these pioneers would eventually evolve into the national armed forces. Further more, this mobilization would let the steam out of the provocative stigma of foreign troop occupation. Indeed an atmosphere of appreciation for the goodwill rescue operation of the world body would accrue.
Needless to say IGADD’S dejavu ineptitude in handling the Somali issue, under the intrigue of concerned neighbors capable of delivering, did not hold any water. On the contrary it has proven to be derailing disservice culminating at loggerhead stagnation. A persistent policy of designed division and polarization has been pursued all along, to undo the interwoven fabric of the Somali nation. The Somali traditional culture of peace, national pride and brotherhood has been exploited to turn into segmented tribes plagued by unwarranted phobia of mistrust, misdirection and mindless massacre. It was conspired that once Somalia has fallen apart, the piecemeal residue would easily melt away inter-IGADD, thus eliminating the Somali identity for good. Given the limitations of IGADD countries, it was a foregone conclusion that they lacked la politica and la Poesia to put the Somali house back together. To all intents and purposes, Somalia can no longer be a guinea pig in the hands of IGADD malpractice. Accordingly the UN would need to come full circle, galvanizing inward-looking solutions to extricate the Somali people from the ordeal of abysmal debris of despair and destruction.
Somaliland the missing link – Somaliland had always been the glue holding the union together and a glowing beacon for Somali nationalism. The union partners, on both sides of the aisle, Somaliland and Somalia had suffered in the hands of inept leadership which eventually destroyed the nation. Somaliland would not therefore qualify to be a renegade state, as erroneously labeled, but a wreck survivor. Its ensuing success was made possible by the cohesive nature of the “Huwan breed” Of syndicated tribes and by the wisdom of the Housekeeping Administration for 15 years.
Contrary to all ethical and moral obligations, the TFGS failed to come up with a policy position vis-à-vis Somaliland, despite it being the most pressing national priority mandated to the transitional government. Forget not, that the Somali tribe, despite man made cantonments, represents strategic regional dominance uniquely interwoven by traditional heritage and a kinship of cultural commonality. Consequently the catalyst clout of Somaliland, in the peace making process was a missing link all along. That is why all reconciliation endeavors, international or otherwise, dead-ended in a dream-chasing toss-up.
To make a difference the world body would need to reverse the snubbing posture and to engage Somaliland as a venue for peace making, in lieu of Djibouti. Yes! Somaliland has vested interest in any break thorough solution for this endless stalemate. At least this would undo the frustration `of international cold-shouldering and the eventualities of indefinite suspense. In this vein, Somaliland would welcome to become a venue for the reconciliation process without necessarily becoming a material party in the outcome. The rare state of commendable behavior demonstrated by Somaliland, post-Somali state failure, would merit recognition and rewarding reciprocity, namely:-
 That Somaliland would become a host venue for the follow-up and consolidation of the UN-backed peace initiative signed in Djibouti between the TFGS and the Opposition.
 That Somaliland would use its good offices to persuade the non-participating factions in the peace process to come to the negotiation table, along with others in the best interest of the nation.
 That the UN would cover all expenses, logistical and security requirement of the peace making process.
 That Somaliland would not be a party of the reconciliation process, but would only play the role of a facilitation venue and a service provider.
 That Somalia-Somaliland issue would be resolved by an internationally mediated agreement, at a later date, based on equal facilitation for unionist and secessionist advocates, leading eventually to one-man-one-vote franchise.
 That the UN would encourage international aid, cultural and technical assistance, bilateral and multilateral investment in Somaliland.
 That the UN would continue its development and humanitarian assistance in Somaliland.
 That the world body would encourage the capability enhancement of Somaliland in the professional intricacies of good governance, leadership and balanced accountability in state management affairs.

    You bring a point worth discussing, and is in the vested interest of both Somalia and Somaliland. Unfortunately the international players are not all aware of the Social dynamics and some may have interest in furthering the deadlock on peace as mentioned in your article.

    What is needed is Local influential Somali elders/Business men from major parties in the South (Cultural, Tribal) who could be encouraged through financing by the Somaliland Business comunity to partake in discusions in Somaliland with the exclusion of neighboring countries whom do not necessarily see benefit in a full pledged peace settlement bringing an end to the vacuum of opportunities seen by regional players.

    Your idea on assimilating local militias I think is the best idea I have heard of in years, and follows similar traits to the SNM military group which was dismantled and assimilated into a national army. Your ideas with the inclusion of my first mentioned idea could possibly be successful. Inshaala.

    Great Idea! However, that time isn't right for Somaliland. In Somaliland, our people are still trying to improve upon our institution building, infrastructure, security, providing employment opportunities for our youth. We still have to improve upon our voting, election and political mechanisms to ensure they are fair, transparent and inclusive. Opening up Pandora's box with the 2 sharifs and Faroole (dumb and dumber) would only further complicate things.

    I have always been an advocate of a national TIME OUT for our people as a whole. As a Somali people, we do not know anything about nationalism and NEVER did. The previous administrations all failed, because of this very important yet overlooked fact. Our individual tribes have always been where our TRUE loyalties lay. Somalia, on the other hand, has always been viewed as a tool (power & money) to further our lesser tribal ambitions.

    Said Barre came to power in 1969 in a coupe, because the previous administration was tribal. His administration failed, because it was also tribal. The 2 sharifs always fight for their own monetary and tribal reasons. They got rid of Farmajo, because his popularity was a threat to them. Puntland and the TFG had that childish fight, because the PM (Farmajo) was not Majeertan – meaning their tribe was no longer sitting on the buffet table called Somalia. This nonsense keeps going on and on without end!

    So why should Somaliland be the only region standing up for the cause of Somalia when no one else cares? In the south, they are fighting it out over who rules what and gets what. If Somaliland were to take the lead all these groups, north to south, would just turn their wicked intentions and resources on their new perceived enemy or rival for power. So no thanks!

    Somaliland does not want to be president, prime minister, speaker of the parliament or even the janitor of anything! The TFG and Puntland can have everything outside of our 1960 borders with our blessings.

    Somaliland holding peace talks would only further its own profile in the region and allow it to oversee the decisions that would be made. I don't think their is any difference to what Somaliland has been doing with Ethiopia and Djibouti. Co operation is needed from all to enable or facilitate the begining of dialogue.

    Opportunities for Somaliland is endless if this were to occur. I believe those who are uncomfortable are not aware of the stale mate that is just holding all sides back interms of moving forward and gaining the moment needed by Somaliland to play a lead role in the East African policies.

    It seems to me it is Somaliland that has been pushing to join various international bodies to include itself in the world stage. This is an opportunity to not be afraid but take the bull by its horns as it were.

    The situation in Somalia is abysmal. If not disastrous and since Somaliland is using its own precious resources already to help it with many other areas. Why then we shy away from taking the final step to bring a better solutions that would enable Somaliland to spear head its own ideas for the future of the region.

    The writer of this article has the right to express his freedom of thought but he can not speak for the millions of Somalilanders who sealed their faith in 1991 and 2001. His title is misleading to say the least. First the reconciliation he is talkiing about is 'Somalia' not 'Somali'. There is no state called Somali that represents Somalis. Let us get the facts right here before we even go any further.

    Somalia is a failed state in every way you can think about. They can not reconcile with anyone because they are running away from the facts that is right infront of them and do not have clean and sincere intentions. To give an example they are denying that Somaliland ever existed, they denied the genocide that they inflicted on the noble people of Somaliland. They refused to acknowledge Somaliland's history and identity, the list is long. On top of that they are misleading the global community with their cunning theories backed by heartless UN agents who somehow have joined with them to lit more fire in the Horn. It is beyond common sense to see how much chaos backed up by lies is taking place in the Horn where simply to keep the fire going Somaliland has been held hostage against all odds.

    What is left now is to bring the chaos of Somalia to Somaliland so I would rephrase the title to warn Somaliland and let them know that the fire of Somalia's chaos is coming to SOMALILAND so be ware.The UN body needs something like the Arab spring to wake them up of their sleep.

    Final point Somaliland should fight for its recognition and sovereignty and let Somalia to deal with itself. How strange is it that the UN, AU, Arab League, Muslim League and so on want to keep Somalia the chaos they are in and keep Somaliland drowning with them.The answer is that all of them have become dictators and lost their moral compass. There must be a lesson in that for those who have real eyes and a heart to think from. Before any reconciliation happen Somaliland should take her case to Hague and get the justice they deserve since the protectors of humanity have lost their Moral Compass. The UN and their agents should also be brought responsible for the deaths and starvation that is crippling the Horn at present.

    Somaliland did suffer genocide. South Somalia itself is in ruins and back to the pre Independence status. Whereby the UN is holding it together. It has suffered disastrous consequences since the toppling of Barre's regime. Thus, all have a case but what is the Solution. We must return to pre Independent status and seek to recognise each others grievances without restorting to forced actions but voluntary solutions for all.

    The fact most Somalilanders have moved on from the genocide although they remember and not forget it. We are aware of the failure that is Somalia and its aftermath effects.

    Somaliland and Somalia need to sit down and return to facts of their own positions. Either by revisiting well documented files with a view to reaching an agreement to separate peacefully. Whilst acknowledging the need to cooperate on the EAC or horn of Africa as a whole.

    Better they work it out now or just try then leaving it to the international world who do not understand the facts. Technology such as video conferencing or offical letters from stakeholders stating their position and their grievances is essential to facilitate dialogue without commitment by Somaliland only.

      Hassan, you have a point but you are forgetting that Somaliland came to the ill-fated union on its own accord and went solo after the death and destruction of Somaliland. Somalia has no jurisduction over us. We reverted to our statehood and we are willing to stay even if recognition takes us a 1000 more years. If Somalia don't give us their blessing, it is their lose not ours. So, qudhaanjooyo ku quuso! Anybody who thinks that Somalilanders will get fed up and give up their sovereignity once again is dreaming. It is will never happen.

    Let us visit the Reality Check Meter. Somalia has failed and the wold wants to use Somaliland as a sacrificing lamb. Next Puntland which has turned to the Medusa of the Horn wants to swallow up every success that the Horn ever accomplished. The rest of South Somalia are like a headless chickens who have no clue of what is happening around them until the earth cracks and takes them away from their nightmare. Now all this is complicated by wolves who are dressed in sheep clothing called the UN and their allies of scholars influenced by Medusa's trap. So bottom line is that while you are mentioning reconciliation get ready for the Armageddon of the Horn. Somaliland should read the signs in between and stay away from Somalia's chaos. Don't invite fire into your door lest you get consumed in it. Somaliland opted for peace and should persevere with their journey.

    Somaliland must learn from south Sudan people who struggled for more than 50 years before they saw the fruit of their determination.
    Somaliland started from a better position than our brother from s/Sudan,we militarily vanquished our enemies and in the cause sacrificed a lot of our people ,heroes and resources.we can throw away all this because of being in impatience ,after all Somaliland have no partner to negotiate with.untill an authority is elected by the people of somalia and Hamar is free from foreign occupation,only then we can say we have a partner to talk to

    From reading the above comments, it has become apparent that some hold the view that Somaliland's political stalmate or non recognition somehow means our young nation will never develop and prosper. This is incorrect based on both historical and recent events. For example, the GCC countries have been trading and using our port for years despite our nation's lack of recognition. Secondly, Somaliland has established many political and economic ties with many regional and European countries to assist us in a variety of areas.

    In recent news, China and Ethiopia have both agreed to a trilateral deal with Somaliland. Indian business have also shown interest in Somaliland's IT sector. Norway has agreed to assist Somaliland on how best to utilize its energy resources. Also, a Swiss bank has recently been opened in the capital city. The list goes on and on. Not to mention our thriving private sector.

    In all honesty, the non recognition issue isn't the factor holding Somaliland back. The issue the current administration needs to address more seriously is HOW best to insure foreign investors on their investments. The co-owned Swiss bank is one step in the right direction!

    The way I see it, Somaliland's economy is the key to its ultimate freedom and not round table discussions with the TFG; which would give them some legitimacy. South Sudan won its independence through their strategic importance (oil). So it wouldn't be wrong or far-fetched to assume that a similar strategy could potentially work for Somaliland. All Somaliland must do is try its utmost to become a regional economic hub with ties to many influential nations. If it could accomplish this, the EU and UN will be more than happy to over step the TFG and AU and put this political game to rest by declaring Somaliland a new nation.

    Somali politics is dirty. TFG politics is dirty. And Puntland's politics is 100% BS. So Somaliland should start swinging its political BAT left and right until the people of Somaliland are victorious over their greedy brethren. All this unity talk is a farce. The real is game is – we want you to suffer like us and if we can live a good life then neither should you…Xasidnimo

    Anyone advocating for that mess basically wants to draw Somaliland into the Somalia situation and BINGO we lose our edge our "separateness". What has kept us independent and basically no one messing with us was basically that we are not getting INVOLVED in the mess that is Somalia!

    I myself have lost 2 uncles and a cousin in the war. But I will never blame my people for what Siyad Barre and his regime did.
    And why do you guys consider Somalia and its people as your enemy # 1? Subxana Allah the people of Somalia are your brothers and sisters whom you share language, history culture, religion, heritage and blood. They are NOT your enemy. We might be disagree on politics, but we shouln't hate each other. How can I hate and be the enemy of my beloved reer abtiyaal?

    Even though I am a strong believer in Somalinomo, I think it would be a big mistake for Somaliland to get involved in the choas that is happening in Southern Somalia.

    My best solution is to through the whole Somali political thing in the dustbin, and to form Small regional adminstrations in Somalia, what Puntland and Somaliland Have done. This is the only solution, or for Kneya or Ethiopia to annex Southern Somalia, since they can not agree on one thing and are deeply divided.

    Sheikh Sharif knows not even his own see him as a president, never mind the rest of Somalia, and he knows this and knows that he is making the sitaution worse, but for him and all the other criminal so called TFG Goverement, it is money making scheme.

    The Author admits that Somaliland is not a Renegade State as erroneously labeled(A de Facto) but
    instead a wreck survivor of a failed Unionist State. The Author also admits the failures of the TFGS,
    IGAD/Djibouti and all the IC/UN to bring about peace and Security to Somalia/Renegade Puntland.
    In my view the Somaliland State despite the progresses made is not in healthy position to
    become a party to the reigning chaos of Somalia, Specially when Somaliland is still unrecognized
    as a fully functioning Sovereign Statehood having its rightful place in the UN. Therefore Somaliland
    should stay clear of any such involvement(s) and persue her own political interests to gain recognition.

    my dear brother, we do not hate non-issaq Somalis or Somalia in fact we feel sorry for our southern brothers and their current problem is ours too and we feel their pain. what I find very strange is that it is actually the other way around, the Somalis in Somalia have so much hate towards Somaliland despite the fact that Somaliland did nothing against them, despite the fact that isaaqs suffered genocide with no single somali clan to stand up to defend the fellow citezen or condemn when Siyad was bombing, no one to speak out, no one to demonstrate and having discos, parties in mogadishu when hargaisa was in chaos by their own government. Despite all that Somalia and so-called unionist bad mouth Somaliland 24/7, do everything to undermine Somaliland and even though they very well know that Somaliland will NEVER join Somalia they still hold onto it, not because they care about Somalia and brotherhood but because they cannot allow the group who defeated them to move on. It's like if I go down, you go down with me too. Is this how they compensate us

    The international world is fed up of Somalia (not actually sure if they want peace there) and they have failed to recognize Somaliland too…why? because they want Somalia to stand together as one? or because they care about the unity of the Somalis?…NO…they recognized their christian south Sudan, and the rebels in Libya over the actual government whilst Qaddafi and his regime was still alive (oil and their interest only) . All Somaliland want is peace, and to be left alone. Somalia has been in a mess for 20 years (world embarrassment) and still their focus is with Somaliland. You can be whatever clan you are ogaden, hawiye, dir, and live peacefully in any issaq territory from miiga to magaalo. See if issaq or hargaisawies family can live peacefully even in an ogaden populated area like wardheer or their miiga lol I have nothing against ogadens, my beloved sister is ogaden and many others too. It's time for Somalis to move on, the departure of Somaliland aint gonna add any further problem to what they already have and not fair on people who gave up everything for sisterly love. Personally I believe that if Somaliland is recognized, to send their troops, intellectual old men to Mogadishu to help settle peace, government, agreement between clans since the non-somali intervention could care less and don't understand any somali situation.

    If we never end up recognized we will always be separate and still NEVER join Somalia, look at Taiwan and how booming they are economically and developmentally. Somaliland knows what they want and they don't waver

      I have never seen a somali from Somalia who sees somalilander as "enemy" but the majority of posters on this site refer somalia as "the enemy" subxana Allah.
      walaalo Isaaqs are not the only somalis who suffered genocide, Majeerteen did it too and many other somalis who were against Siyaad Barre's regime, Siyaad Barre slaughtered every1 whom he felt was threat to his chair. He even slaughtered 11 sheikhs in Mugadishu in 1 single day for no reason. No 1 dared to speak against him.
      Personally I want somaliland to be recognized as sovereign state, even though I'm Pro Somali Weyn :D I want Independence for my reer abtiyaal.. Somalia and Somaliland could be two strong sister states and together liberate Ogadeniya Insha Allah

    After having read the article and comments, I have come to this ; Somaliland please don't involve or interfere the Somalia afairs and increase the preparation of your defence against future Strong Somalia governmet. Do you know why? Becouse, from the weakest Somali in refugee camps in Africa to the naturalized citezens of the western countries ( after settlement on refugee grounds ) do not acknowledge anything negative had happened in the Former Somali Republic before 1991. The bombings of Hargeisa Burao and Berbera, The destruction of Gabiley, Erigavo and the Somaliland clans that were armed againsts thier other Somaliland brothers are like a joke with them. To make matters worse, they deny the fact that there was a Somaliland nation who had a prime minster which become independent before they did. So how, so daringly, a Somalilander suggests in his/her nation assist its only enemy regroup just to attack his/her land again? Mr Khawi becouse you have a good heart, don't forget the snake in the grass. Please read the poet by Aden Tarabi Jama that is called "Good iyo Guuleed"

    You know, I don't think Somalis really hate each-other at all, they are just emotional, misunderstanding, and they don't know how to tolerate and accept each-other and are most times quite selfish to each-other my clan should have this, my clan should this and that. We all wanted greater Somalia but if that's not possible then Somaliland and Somalia should accept eachother other as sisterly state and form partnership. Even though we may be from different boarders, we are still one big family who have been mixing for centuries. Having two strong Somali countries in fact three when included Djibouti , we can dominate the horn of Africa and stand up for the ogadens that are killed every day by amharies.

I personally believe free expression of opinions but must be beneficial and relative as the name of this website implies "Somalilandpress" which should encourage future visions of economical, political and social developments …

    I hope this respected platform, will not follow to the same path of HCTV-Satellite which now hated by Somliland audience because it becomes day by day too cheap commercialized instrumental media when airs laughable piece of news "car accident occurred in Bullo Hawa of south Somalia city where two old women died in that accident".
