The model for Somalia is Switzerland. Don’t laugh! Political power in Switzerland lies in the cantons – the 26 proud self-governing communities. The state, such as it is, deals with international matters and national law. Who cares – or even knows – who the president of Switzerland is. The way people live and are governed is decided locally. The Swiss confederation means that cantons have joined the state willingly and can leave if they want to. If they were a simple federation, they could not.
Somalis – unlike the Swiss but like most Africans – are stuck with a constitution that leaves total power in the hands of a president. Strong centralised states are the legacy of colonial rulers and unsurprisingly the inheritor governments have kept it that way. Terrible wars – such as those in Nigeria, Ethiopia and Sudan – were fought to keep the countries together, but in the latter two they failed. In Somalia civil war began in the late 1980s and since then fragmentation has continued. Good. Leave it that way. It suits Somali society.
The odd factor is that Somalia is one of only two sub-Saharan African states made up of a single ethnic group. The other being Botswana, the most peaceful country on the continent. But the Somalis are different. I realised that when I was having dinner with a minister at a restaurant in Hargeisa, the capital of Somaliland. One of the waiters recognised my host and having delivered the food, decided to give the minister an earful. In most African countries the man would have been dragged off to jail – or worse. But not only did the minister have to listen, he got to his feet and argued back. This was an argument between equals.
“Every man his own Sultan” is how one Ugandan visitor described the Somalis in the mid 19th century. Its nomadic tradition makes it a very self-sufficient, individualistic society bound by complicated codes of loyalty and rivalry. Within families and clans it is a very hierarchical society. But between families and clans it is very level, competitive. Somalis regard everyone as an equal. And they are used to defending themselves.
Traditionally disputes between Somalis were sorted out by the clan elders who would arrange compensation payments after clan or family battles or theft. In the north of Somalia, Somaliland, British indirect rule left the traditional leadership of clan elders – collectively known as the Gurti – in place. During colonial times Somaliland virtually managed itself and the Gurti retained respect and authority. That has carried through to present times and Somaliland is stable with political parties and democratic elections. Twice electoral disputes have reached crisis point in recent years. Each time the politicians have turned to the Gurti for a ruling which has been accepted by all. In the Italian-ruled south the Gurti was dismissed in colonial times but it still exists beneath the surface.
Somalia’s civil war began in the 1980s between clans in a winner takes all battle for total national power. The former British-ruled north west territory, Somaliland, declared independence. The north east, Puntland, also declared itself self governing until a proper government was restored. The centre, Galmudug, is also self governing. The war continues as a battle for Mogadishu, the capital and for the ports and fertile river valleys of the south. It has cost hundreds of thousands of lives.
Although alliances have shifted, no formula has been devised that can bring peace at a national level. The only period of peace in the south was in 2005 when the clan warlords were defeated and Islamic courts took over the administration of justice and kept the peace. Some courts were harsh but southern Somalia was safe, trade and investment increased and people walked freely in the streets, A united peaceful Somalia however, especially under the rule of Islamic courts, was a threat to Ethiopia. The Ethiopians persuaded the Americans this was Islamic fundamentalism taking over. The Ethiopian invasion at the end of 2006, backed by the US and – shamefully – Britain which should have known better, in fact strengthened the fundamentalists. Three years later the Ethiopians were forced to withdraw and were replaced by an African peacekeeping force of Ugandan and Burundian troops. Since then they have managed to hold a small part of Mogadishu on behalf of a weak ineffective government most of whose members reside in Nairobi.
The rest of the city and much of the south was at the mercy Al-Shabaab, an Islamic fundamentalist movement. But Shabaab made the crucial mistake of not letting foreign aid enter the country during the worst drought since the 1980s. That turned the drought into a famine and turned the people against Shabaab, forcing them out of Mogadishu and other areas to allow food aid to arrive.
This presents the government – known as the Transitional Federal Government (TFG) – with an opportunity to prove itself and deliver food and security to the people. But this is unlikely to happen according to Professor Ken Menkhaus, a Horn of Africa specialist. “This is the TFG’s best and probably last chance to do something right and capitalise on Al-Shabaab’s weakness by showing that it can and will govern well” he says. “I wish I could say I am hopeful it will, but the TFG’s track record so far points to the opposite conclusion – it has never missed the opportunity to miss an opportunity.”
The UN now talks glibly about restoring the Somali state and holding elections. This is the way to continue the war, not end it. Political parties in Somalia are little more than a cover for clans so an election simply elevates one clan over the others. Allow the government in Mogadishu to run the city and port, perhaps the Benadir region, but no further.
Negotiations should then take place region by region about the relationship between them and the capital, leaving power in local – not national – hands. The zones should be soft bordered encouraging trade and dialogue between them. Taxes should be raised and spent locally. To act as the national security blanket a forum of clan leaders could be formed, joined by traders, businessmen, religious leaders, poets and musicians (both very important people in Somalia) – in fact a sort of Somali House of Lords to counterbalance the inept and greedy political class.
This forum might turn into a body that negotiates between groups and chooses who should represent Somalia internationally and take the Somalia seat at the UN and represent Somalia in its diplomatic missions. But neither the forum nor the government should be given nationwide powers at street level. That should remain entirely local. Any attempt to create a powerful Somali state will ensure the civil wars will continue.
That is especially true of Somaliland where the feeling against the south is still very bitter. Reunification with the south is unanimously opposed. Not a single Somalilander I know wants reunification. Not a single Somali from the rest of the country wants Somaliland to stay independent. Unless we are very careful, peace in the south of Somalia will mean war in the north.

Please, do not mix apples and oranges. As you stated not one, Somaliland wants to be part of failed state of Somalia, it's like mixing apples and oranges.
The people have made their choice and nothing can change their mind. The world community has to accept the reality and support the people of Somaliland self-determination. Otherwise, you get nothing but misery in this part of the world.
Walaal one tribe can't be a country and international community would noy accept that, Somalia is one nation and will be that. Dhulbahante and Warsangali, Gadabiirsay they want say with Somalia Republic, if you want Isaaq to be seperate then we can take vote and see if all Isaaq want leave Somalia.

The Dhulbhante and Warsengali are divided on the topic of separating with their regional brothers. The Gadabursi are majority hardcore Somalilanders as they were a part of the founding fathers. Had the Dhulbhante and Warsengali been mostly against separation 1) they would not have joined the SL government and 2) large cities like Las Anod would have rebelled military. So we shouldn't insult the intelligence of the harti by making blank statments like ONLY the Isaaq want to separate. What are the harti slaves????
Don't kid yourself brother! Even the IDPs living in Somaliland if given the choice would agree to separate with Somaliland and make it their new home. Finally, the few that ARE against SL's separation are against it for tribal reasons and not national/brotherhood reasons.
What are you talking about??? NOBODY in Somaliland is being held hostage by Somaliland's sovereignty. For the Dhulbahante, Warsangali and Gadabiirsi members who want to stay with Somalia, I have one piece of advice: It is easier for you to move and join Somalia than it is for Somaliland to move and join Somalia. After all, if Somaliland "moved", it would lose its territorial integrity but people like you and me "move" everyday and don't lose their identity.
I enjoyed reading this article. But I think his solution at the end is unworkable for a lot of reasons. We'll just take our independence and run for the hills, thank you very much! Maybe I'm wrong, but that's how I feel!
Interesting read, but towards the end,

What is he implying? that this region cannot have two peaceful states living side by side, so the world community has to decide which group Somaliland or Somalia should be 'peaceful', as if this is the only option left on the table. A bit misleading don't you think!

The author's conclusions are actually right on the button; which is surprising for an outsider. The points the man is trying to make is as follows:
1. Somaliland wants full independence and the people will not reunify with the South under any circumstance, deal or reconciliation conference.
2. Non-Somalilanders feel equally passionate about forcing Somaliland to reunify even by the sword – join us or die mentality. This "we are you masters/ we will always rule you" mentality hasn't changed and it is only the weak state that Allah(swt) has forced on these people that has stopped them from continuing their old feuds and tribal domination.
So, the author states that if the international community is not careful in its objectives of reestablishing the Somali state in all of its past glory, a rejuvenated central government could potentially reignite the old north-south war. In a nutshell, he is saying the international community should only give the south sufficient enough support to manage its own affairs. At no point in time should the TFG be powerful enough to exert pressure on the other regions. To allow TGF to acquire this much power would inevitably lead to bloodshed.
MY OPINION:
If the corrupt TFG was given all it wanted (peace, money and weapons) they would launch a war against Somaliland with the support of Puntland and SSC militia. Their justification would be Somaliland is oppressing and forcing their ideology on the eastern regions (sanaag and sool) who do not want to separate. The TFG would also exploit old tribal rivalries to further divide the northern communities as well as arm those loyal to it as did Said Bare in the past. The result would be catastrophic!

Walalayal Somalia is one nation and can't be divided, colony tried to divide us but we came togather and we became one unity and strong country, so some how something happanded our great country, but we will come back stronger inshaallah.
can you divine what you call SOMALIA, where did you get that name, do you have any written document evidence which mention the name SOMALIA before your uncle ITALIAN? which great country you talking about? - from 26/06/1960-01/07/60 SOMALILAND became a country call SOMALILAND REPUBLIC and get united Somalia region and hoping the other 3 somali regions(NFD- eastern region in KENYA, western Somalis- region 5 in Ethopia and French Somaliland-now called Djibouti) will join soon, the 2 regions get merged together under the name SOMALI REPUBLIC(JAMHUURIYADA SOOMALIYEED), Somalilanders have not been a citizen for a country call SOMALIA ever as much as you guys from SOMALIA or DJIBOUTI etc. have never been a citizen to our country SOMALILAND.

The author made a good point and i am sure we all agree on this one that not a single Somalilander wants reunification and equally all non Somalilanders oppose separation, So lets hope the rest of the Somalis respect decisions taken by Somalilanders, however Somalilanders would have to be open for discussions and even referendum if the majority opposes its independence, the idea that we will not discuss with the south is not sustainable. Lets hope the rest of Somalia gives Somaliland a chance to vote and live with the results just as South Sudan voted overwhelmingly for separation and North accepted the results.

BTW, the article is quite old. Hmm! Recently, some of the anti- Somaliland Somalia mafia (SM) have re-dated (to make it look hot off the press) and posted it on their websites. As part of their propaganda campaign against Somaliland, SM websites recycle any article that they deem to be putting Somaliland in a bad light.

I completely agree that the only workable political solution for the somalis including somaliland is to design a system where tribes are included, where religious institutions are represented and no single institution has power. A powerless institution becames the face to the outside world. However they cannot by themselves sign any deals or make international commitments without tribal, religious and political institutions agreement. Everything has to halal and above board. I am a somalilander but trust me our current system is transient and has no sustainability in the outside long term.
Lier don't call your self that you are Somalilander, if you can't put a side our differencies, Somaliland a democratic state which is lead by a president elected more than 50 pertcent of it's paeple. The guy who abused the Hawiye tribe and call them selves the starving Hawiye clan is aknown in magadisho and he wuill be slave in there if unity comes, fortunaly it will never happen

Your logic makes no sense.
The somaliland president was elected by the people but they had no say in any deal he signs with any external institutions. Eg the Ethiopian-China deal.. No one accept those intimately involve are aware of the full consequence of the deal. look the fiasco that followed the cement factory or even the noise that followed the fuel depo deal..
All Im saying is the current system is noisy and contradictory.. A real nation has vision, transparency and flows smoothly like a river.. In our system everyone/party is out for their self.. There is absolutely no togetherness beyong recognition… No body is thinking about what will come after recognition.
Local MP and ministers lobby on behalf of their people. They can vote for or against a policy on your behalf. I suggest Somalilanders and others learn how this works. It seems some aren't familiar with this. You must participate by voicing your opinion to your MP. Who should have meetings with his local people in regard to any major policy brought forward by them?
At this point the majority views reach the Guurti as well as the Leaders.
Be more active in voicing your opinions with your government. Instead of keeping silent or just feeling unheard.

Tigray of Eriteria had simultaneously ousted the respective Regimes through Armed struggle freedom

their people together I fail to see a different scenario for the SNM of Somaliland. The SNM is as good as

Somaliland will thrive, we have good citizens and glad we share a country with peace and Somali loving gadabursis, and not ahlul fitnah majerteens (even-though not all). InshAllah dulbahantes will come around too, not all oppose somaliland anyways. You see how foward somaliland is moving and managing her affairs even though they lack international recognition.

this is a good article but don't like the ending even though it has elements of truth since somalilanders are wholeheartedly oppose re-uniting and at the same time somalia people wholeheartedly oppose Somaliland seperation. Despite that inshAllah peace will prevail in the south and peace will remain in the north also. And anyone who trys to mess up for their own selfish gain will not succeed

Salams to all, Interesting article please don't "shoot the messenger". Most Somalis would like united peaceful Somalia,but most of us would not see that in our life time. Somalilander's desire for independence it is like a moslim woman trying to justfy and proof why she wants deforce where a man has to say " I deforce you" and simply state I dont want her anymore!! back to point the Somalis really should put their priorties right starting with creating peace for Somalis. Somalia is both rich in both human and natural resources..let Somaliland go!! obvious "somaliness" isnt precious to everyone. If I was a leader in the Somalia/south I would NOT spend a single calorie to think or convince Somaliland to stay or go. Good luck to all of us what ever road we decide to take.:)
Richard Dowden is a mentality of typical African politician who worked with Mr. Salim Ahmed Salim Tanzanian who was head of OAU for 30 years under yearly budget of S30 million ( ran several times without payment of salaries). Never solved any African conflict till he retired with big personal fortune. Once President Egal described this Union as Dictators House.
That's why, he can't understand the self-determination of independent countries or even heard the independence of Somaliland June 26th in 1960
