Federalism will not work in Somalia, unlike Ethiopia

The only way a Federal System government or constitution would work in what used to be Somalia, is if Somaliland and Somalia agree on reunification on Federal System based Government, since Somaliland and Somalia were two different countries before the so called unification, which is unlikley to happen and Somaliland will not to accept.

Somalis are a homogeneous society, and have one religion and a common language, Somali. And it would be very difficult a constitution based on federalism to work in Somalia, unless the states that the Federal Government would be constituted of are based on clan or tribal, since the people of Somalia are only divided on clans or tribal and current existing states like Puntland , Gal-mudug and Azania are all based on clan or tribal.

Unlike Ethiopia where there are different ethnic groups, like Somali, Oromo, Tigre, Amhara, Afar and many more with different religions, cultures and languages.

Federalsim is working today for the Ethiopians, after it was implemented by the current rulling party, EPRDF, Ethiopian People’s Revolutionary Democratic Party, led by Prime Minister Meles Zenawi. Today in Ethiopia each ethnic group has its own locally elected government or state and have the luxury to practice their own relgion, speak and write own languages.

Before EPRDF took over the power in 1991 , Ethiopia was under the Communist Dictatorial Regime of Mangistu Haile Mariam, since the overthrow of Emperor Haile Silase in 1974. And the support of each ethnic group to the Communist Military Regime was based on socialism ideology.

During the rule of Emperor Haile Silase, Ethiopia was ruled by one ethnic group, his highland Amhara. Schools were thought in Amharic and all government institution were run in Amharic, be it in writing or on daily functions of each institution. And whether you were Somali, Tigre, Oromo or Afar etc. you had no choice but to learn Amharic, if you had to go to school or get a job in any government institution. Unless you were self-employed or a merchant.

On the other hand, the so called Federal Constitution Draft being revised by the illegitimate Somali elders would not work in Somalia , like the Puntland Authority would like it to be ,Federal based constitution, unless all states or local governments are based on clan or tribal, like Puntland, Gal-mudug and Azania.

Puntland state of Somalia was created in 1998 based on clan affiliation of Harti, sub-clan of Darood. Warsangali and Dhulbahante of Somaliland, border wise and Majerten of Somalia. Puntland was created when Somaliland was seven years old, as Somaliland was created on 05/18/1991, after she declared its independence or withdrew from the unification with Somalia. And regardless of Somaliland boundaries, Puntland claimed the lands of Dhulbahante and Warsangali within Somaliland boundaries on clan affiliation.

For a Constitution based on Federal system to work in Somalia, like Puntland State of Somalia, a clan based state, wishes. All states that the Fedederal Governent would be constituted of, would have to be based on clan or tribal states.

But the irony is a Federal System based on clan or tribal states, would not work in Somalia, as Somali clans have no known boundaries that separate them from their neighboring clans, and most of Somali clans are nomads, who are on the move to chase after rain and grassy area. Therefore clan based states could create major conflicts and endless clan warfare among Somali clans, who are already struggling to overcome the mistrust and the animosity existed among them since the collapse of Siad Barre and before.

A federal system based government might work for Somalia, if the states of would be Somalia are based on the existing regions prior to the collapse of Siad Barre regime, excluding Somaliland. and by denouncing the existence of current so called states of Somalia, like Puntland, Gal-mudug and Azania, all based on clan and tribal.

These scenario itself might create another problem, since there is no a single region inhabited by single clan, and clans have to fight for power sharing in each region. Therefore Somalia might have to forego adopting a federalism based constitution, since it will create endless conflict and warfare among the clans of Somalia.

    1. united somalia with no federalism
    2. somaliland seperates but only takes its tribal territory. (triangle cities)
    anything else wont work and we will always be each other's throats.. Maakhirites and the Garaad kingdom will never be part of any country other than somalia u see they withrawn somaliland as soon as puntland was created….

      PuntlandGeezer, chill out. You wanted a war back in February which you lost. Full stop. Half of the dhulbantees want to stay in Somaliland and the other half not. Unfortunately, you will always be owned by us. Forever and ever you will be militarily under our control. Not Puntland, not South Somalia but us. :) The sooner you get used to it, the better.

        sool region consist: lascanod district, taleex district , xudun district and boocame district. expect lascanod which ruled by ina canbashe (who's also one of us) and his thugs its shame u guys claiming sool let alone togdheer..

            My gender has nothing to do with this. I have been to everywhere in Somaliland. I even have friends who are Dhulbantee and Samaron that support Somaliland and not Somalia. The blue flag will never be in Hargeisa :) Thanks for the compliment though as we made the blue flag. Haha. PuntlandGeezer, you have asked me that question once. I know it's you. You have like 3 accounts. Please learn how to spell too.

            That's my point. You keep saying that no one in Sool, Sanaag and Cayn supports Somaliland when they do. Just as there are Isaaqs etc who do not. Truth to be told, the former British Somalilanders made the blue flag. You are PuntlandGeezer, he writes what you write to me on youtube sometimes. I pity you. You are trying to make it sound like Somaliland has 0% support from Dhulbantees when the facts is Somaliland does. Somalilander made the blue flag to unite with Somalia back in the 1960's.     Let the by-gones set sails away with the wind since no peaceful salvation was conquered
    to satisfy the synoposis of this article. Practically none of the two-type federalism is workable
    solution. What then? de jure Somaliland proper and de jure Somalia proper to talk over their
    differences with everything else denounced is the only appropriate workable option.
    And to simplify matters, talks should give prominence to promoting a two-way Sovereignty govts.
    Other than that, the IC key Govts of special interests stakeholders should be able to dictate
    workable solutions between Somaliland Somalia without siding either side but rather recognizing
    the legit positions of both countries in an equitable manner.

    ethiopia have more complicated issues Than somalis language religion put for Them first & most important is to keep Their country intact.
    if U.S or chine work federelism i don’t see any reason in somalia,put what sort of federelism somalis need? semi-autonomous states no state will go under another state Than create federal goverment which has limited powers.
    All disputes specaily territories people should have referendum presence of IC.

    Somalia and Federalism — Don’t be too sure of a possible constitutional government by August the 20th , everybody knows Southern Somalis don’t agree on anything. This time the international community got smart ahead of the Somali feud. Somalia will run into trusteeship by default…… state funds and security force are both managed by the international community – The rest is trivial for running a country. Somaliland is out by default because this setting has been in place by years. Good luck brothers.

    Ina Aden Samater, we don't need federalism of any sort. We don't want to have anything with Somalia in the next 100 years. Let them realize that the birth of 3 [three] Somali speaking nations rise in the Horn of Africa, and stop crying after the people who create "The Best Kept Secret in Africa".

    If they are thinking reasonable, they should consider this unique chance for them and others, and allow Somaliland to go its way [when I say allow, means, stop wailing after]. Somaliland will never go back to the mayhem that they have seen and endured 31 years, but finally freed themselves in 1991.

    Of course Federalism will not work in Somalia, it will never work on any tribal society. There are no clear divide lines nor such thing as "borders" in a tribal nomadic society. Their "country" is wherever the goats or camels go. Wherever the cloud takes them in search for pasture and water.

    The federal idea is pushed by Addis Ababa so Somali divide can find solid grounds and its a runway horse ridden by Farole, Malim and the Ahlu Sigar wal Jimcsi gang. Ethiopia will invade them while they busy burning foox/lubaan and begging their "aawliyo".

    Farole and his pirates dont make the call either, if he wants a federal system under Addis Ababa, he can always work under his cousin in Jigjiga.

    Somalia will remain unitary and with one central government. The only thing that will be divided will be its powers. Mogadishu will be the nation's capital and will host its Executive body, while Hargeisa will host the Legislative Branch and Bosaaso is the Judicial HQ. Central Somalia will become the nation's Defense HQ and Baidabo will be the country's Central Bank or reserve bank.

    After ten years we will rotate. The government will adopt the Presidential system rather than the current president and PM system, which is useless.

    If the President is southern Somali (regardless of his clan), the Vice is northerner and vice-versa.

    Federalism means division and what Somalis need is unity and love——–not further fake borders.

    After the 1991, millions of Somaliland citizens migrated from the south, found their livelihood in Somaliland, produced brand new healthy generations of 30,20 and 10s, and younger, –
    Why would one want to move back and forth between Somaliland “Hargeisa” or south “ Mogadishu” in every 25 yrs.
    Justice is buried below a depth of 30 years underground in Mogadishu, a parcel of land in dispute in Hargeisa gets a better chance of hearing than a one in Mogadishu. The doors and hearts are wide open.

    Finally I would like to advice those who still believe in "Somaliland" to accept the reality. Until a happy home and a formula that works is found, the Somali people will continue to experiment. The Somaliland project has been 21 years and has produced little or no fruits. Now its time to search again. The migration is on.

    Rather than protest, we need to negotiate and bring some concrete arguments to the table. Personally, I want to see the south to capture man like General Morgan and hand him over to the international criminal court. We going to make this request in the presence of monitoring group that will study how to ease tensions between the two sides. We request that before any union, Morgan and his aiders are handed over then we divide the powers and we set conditions on the south; if they break any, the north is allowed to secede and this time it will gain full recognition without further delay.

    Monitoring group should consist of nations such as UK, Italy, Ghana, one Arab league nation, South Korea, and other neutral countries but no more than 7 states.

    against failed Somalia. De jure Somaliland who already passed the IC testing shouldn't be
    held captive hostage for the failed Somalia state. This is unacceptable. Full recognition from
    the IC key Govts is inevitable and should happen asap with no further delays.

Your so called leaders, the 2 Sharifs, prime minster, the ministers and so called paliamenterians works for Augustin mahiga, every month they collect their salary from Mahiga's office. So what carrot are you going to offer Somaliland, will it be the gaaley and qamandi donated by FAO, or may be you will hijack a ship in the international waters and then, the two million ransome you get will the so called carrot.

      If I come back to the so calledf stick and woof woof dogs you said you will unleash, let me ask you this. Do you realy have a big stick to hit Somaliland into submission? I dont think so. Or may be, your twisted deranged half full brain convince you so, and if you believe you can beat Somaliland into submission then you need to consult as soon as possible your shrink.

      Lastly, what do you mean you will release dogs woof woof? I do understand your inane mentality, are you convinced tht, Museveni's, Kibaki's and Meles' dogs of war will force Somaliland into submission, since Uganda, Kenya and Ethiopia fought against and defeated Al-shabaab for you. Thus you convince your puerile mind that these countries will bring Somaliland back by force to the ill-fated and dead union. My advice to you is, continue with your hellucination.

    What makes me laugh so much is that Somalilandpress has been taken over by these so called Unionists. I say Unionist because really these people do not care for unity all they genuinely want is power and to have the North under their control as decades gone by past, to be honest not the general populace but most definately their leaders. However, I have a simple argument that never ceases to amaze me; these people are begging and grovelling for Somaliland to rejoin the union, however did you ever stop and think since 1991 how has Somaliland fared, as in terms of development, security and most of all peace. The answer is obvious for all concerned. If you hear some of these phantom limb sufferers (the unionists) you would think that it is Somaliland that is in a state of perpetual civil war, radical insurgency and occupation by Ethiopian, Kenyan and AU troops and that Somalia is doing fine. In life alot comes down to needs and incentives, did anyone ever stop to ask what incentive is there for Somaliland to rejoin the union, rather Somaliland would jeopardise all of its accomplishments over the last 20 years to join a ceespool of piracy and war. I really do wish all the best for the citizens of Somalia as they have unfairly sufferred in all of this, but I have no sympathy for the leaders of Somalia and these so called unionist intellectuals who instead of addressing their peoples needs are too preoccupied with Somaliland and they want to try and dictate to Somaliland what to do. All the best to Somalia however, Somaliland is gone gone gone! We been doing just fine actually, Somaliland may it long prosper.

    the only way federalism will work in Somalia if it is somewhat identical with federalism in USA. For example, currently I am citizen of the California Republic within the Greater United States of America. If I move to another state, I am still an American citizen of the Union yet I must wait a year to receive that state's citizenship. I must also follow state laws, which do not surpass and contradict the national constitution. Every state has its own laws, constitution, democracy, and even its own flag. Power sharing between the states and the national government took many year consultation to finally work. There were many anti-federalists in America, so this is nothing new. IA i know federalism can work!!!
