ETHIOPIA: CULTURE OF IMPUNITY ENCOURAGES MASS KILLINGS IN THE OGADEN
The Ogaden Human Rights Committee (OHRC) is shocked and distressed by the incessant acts of mass killings which are being carried out on a daily basis by the Ethiopian Government forces against defenceless civilians in the Ogaden, and calls for an independent, transparent and thorough investigation into the circumstances, which led to those mass killings in Qoriile, Gunagado, Gaashaamo and Xarshin.
Today, although there are peace talks between the warring parties namely; the Ethiopian Government and the Ogaden National Liberation Front, the human rights situation in the Ogaden is alarming and getting worse.
In the Ogaden, human rights violations such; as summary executions, torture of detainees to death, gang raping of women, child molestation, arbitrary detentions without charge or trial, looting and illegal confiscation of property are commonplace. And these violations are daily meted out by the Ethiopian armed forces and its allied militias known locally as Liyu Police with impunity. The Liyu police are rogue militias modelled on the Sudandese Janjaweed militias.
Article 3 of the Universal Declaration of Human Rights (UDHR) proclaims the right to life, liberty and security of person. Under Geneva Conventions of August 1949 and Protocols additional to the Geneva Conventions, in case of armed conflict not of an international character, principles of humanity must be safeguarded in all situations. Acts prohibited in all circumstances include: murder, torture, corporal punishment, mutilation, outrages upon personal dignity, hostage-taking, collective punishment, executions without regular trial and cruel and degrading treatment. Furthermore, article 51 (1,2,6) of protocol 1, protocols additional to the Geneva Conventions of 12 August 1949 states that “The civilian population and individual civilians shall enjoy general protection against dangers arising from military operations. The civilian population as such, as well as individual civilians, shall not be the object of attack. Acts or threats of violence the primary purpose of which is to spread terror among the civilian population are prohibited. Attacks against the civilian population or civilians by way of reprisals are prohibited. ”

Nevertheless, contrary to the spirit and the letter of the International Human Rights Instruments ratified by Ethiopia, the Ethiopian armed and security forces have carried out systematically extra-legal, arbitrary and summary executions throughout the Ogaden with impunity. The following cases are illustrative of the above assertions:

In Qoriile, on September 06th 2012, Ethiopian armed forces came with a list of names, and then arrested a number of civilians. They transferred them to their barracks, where they were subjected to extensive torture, and subsequently the Ethiopian armed forces carried out a cold-blood massacre killing more than 13 of the detainees in their custody. Most of the victims were hanged from acacia trees and then shot to ascertain their death. The names of the some of the dead are: Faarax Yuusuf Khaliif, Faysal Irshaad Awlaad, Mawliid Xasan Cabdi, Cabdiraxmaan Guuleed Cali, Faadumo Guuleed Cali,Saynab Abshir Aw Cali, Ugaaso Macallin Cumar( mother of 9), Sureed Cabdi Qaate(mother of 12), Iido Sheekh Cabdi Cisman, Khadar Axmed Guuleed and her suckling baby, Faarax Cali Goox, Ayaan Cabi Xiis.

The bodies of the victims were forbidden to be buried and were displayed in public to spread terror among the civilian population.

Caasho Naado who was left for dead but sustained serious wounds was collected by the locals to nurse her wounds. When the Liyu police knew her survival they conducted a house to house search to recover her. They took her from her refuge and since then her whereabouts are unknown to her family.

On March 16th and 17th 2012, the Ethiopian Liyu police militias razed to the ground the villages of Galka boodo libaax, Dhoobo Guduud, Raqqda and Cadaada which are located in the Gaashaamo district, Dhagaxbuur region and killed more than ten defenceless civilians as an act of vengeance against locals who killed seven Lyu police members who maltreated them.

Gunagado massacre which took place in February 2012 claimed the lives of more than 19 people some of them bled to death when Liyu police fired upon rescuers who were trying to take them to safety in order to nurse their wounds. Their dead bodies were on display for three days and denied proper burial.

The latest massacre took place in Cilmi Xirsi, a hamlet south west of Harshin. Accoring to the reports members of the notorious Liyu police militias have killed 11 civilians and wounded 23 others .

    Very disturbing, the Killings of the Isaaq in the OOgo and Hawd by the Liyuu police has been ongoing and is now accelerated. The central government of Ethiopia has been negligent to do any thing about it partially because they think the Liyuu police buffers them from the ONLF, while the ethiopian army is busy carrying out other massacres against the Ogadeen people with impunity. This is highly counter productive and must be addressed by the UN, AU and regional governments and organizations. Simply these mass massacres can go on. Somaliland has to redouble its outrage against these killings and I welcome the foreign minister’s strong condemnation and insistance that Ethipia takes action and curbes these violence. Ethiopia should also eccelerate and should not delay the talks with ONLF starting in Kenya. This is in Ethiopia’s interest.

    First of all, there’s no more Ogaden. The ONLF is part of the big Somali-Ethiopian
    Galbeed State. Secondly, the Somaliland-Ethiopian Hawd Reserved peninsular
    bordering the Somali-Ethiopian Galbeed State, is a seperate issue which
    concerns the two govts. of Hargeisa and Addis Ababa(EPRDF). The significant
    differences between the old Ogadenia and the newly annexed Somaliland Hawd peninsular in 1953/1954???.How the two neighbourly friendly countries would
    resolve the Hawd issues is something for the two Govts to work upon in the
    future. Meanwhile, the Hargeisa/Addis Ababa Govts should find good solutions
    to the injustices being committed by the Liyu Police.
    It might be necessary also to create a new autonomy for the Hawd Peninsular.

    The Ethiopian PM you been crying about is in Mogadishu to take part in the inauguration of President Hassan. All Ethiopia has for you is Liyu Police led by criminal Abdi Omar iley and Ina Dool.

    Ina Iley was made the President of the occupied region after he finished the rival Ogaden tribes in particular reer Abdulle. He killed men, women and children and burnt down all their villages to the ground. He also carried out even worse crimes against the Shikhaal, he displaced them in towns such as Raaso.

    After he finished his Ogadens, Meles made him the President of the occupied region and to make things worse, Abdi Iley made the Ogadens finish each others. He convinced Reer Isaaq ONLF to abandon the ONLF and join his Liyu police force.

    He put all his Ali Yusuf around him and the others have no say. Now he has another hungry Isaaq man on the loose who is killing all the Isaaq so he can replace Abdi Iley.

    Basically the game is, whoever kills most Somalis, gets the seat. Also Ina Dool wants 8,000 Isaaq force against ONLF…but Isaaq people don’t want to get involved in any war. So he is putting pressure on them by using forces within the Liyu police from other tribes, his words were “if you don’t want them killing you, start recruiting your own…”.

    The ONLF who didn’t used to operate in Isaaq inhabited regions now do. When I was there they raided Bariiqo, Dekada, Ramaaso…and the Liyu police avoided them and ran back to Daroor hahahahahahaha.

    Liyu police is scared of the ONLF and they only pick on civilians wallahi.

    Isaaq people have to forget Ethiopia and understand Somali Republic is their country and united Somalis is the only way forward. Your not gonna get recognition, you will be kept there to weaken Somalia while at the same time Somalis in the occupied Somali West region is used against you.

    Not sure why they so scared of few Tigrays and Oromo foot soldiers.

    No heart. I salute the ONLF and very soon we going to start backing them up to the fullest but we don’t need a tribal title, if its going to be SOMALI WEST LIBERATION FRONT, I can help them recruit Isaaq soldiers.

    We will invade both Jigjiga and Hargeisa and liberate them from the Ethiopian puppets.

    Silaanyo is so weak he wont even ask Abdi Iley for an explanation. Only Suldan Qarni has the heart and these cowards want to be a “country”.

      For my Isaaq people, all they see is qabil and it took them no where. In Somalia they are zero, in Djibouti zero, in Ethiopia no body just meat for Liyu police and Somaliland…well we all know where it is, I don’t need to explain it.

      Right now they are the weakest link and that’s because they refused to face the reality. When people deny problems and consider foes a friend, waa iska daad jiifaa. Wa iska daad liita, wa iska daad camal laheen. And Isaaq is all that today.

      They been clapping for Ethiopia so long and Ethiopia doesn’t need cheerleaders they need someone that can hunt down Somalis and Omar Iley filled that position for them.

      Now Abdi Iley is telling Isaaq to vacate the Hawd and he has a point. They are not in the Jigjiga administration because their loyalty is in “Somaliland”. They are not part of the many rebels fighting Addis Ababa because they consider Habashi their abtiyaal. Very disgusting.

      They are not in Somalia because they think Somalia is a mall owned by a Darood man and co-operated by a Hawiye.

      They fit in no place and thats why they are in a sad place today. The funny thing is they dont even see that.

      All they see is Darood, Siad Bare, Hawiye, Mogadishu, Somalia…

      In their eyes Ethiopia is a gift from God that does no harm or wrong to them. Tell them all the abuses you want they will simply dismiss it as “Ogaden propaganda by Ogaden organization”…but it is okay for them to have “Somaliland HR, Somaliland this and that”

      If this was Tigray Human Rights, they will be on the streets protesting right now but since it is Ogaden, they are questioning it.

        I don’t much care to subscribe to the emotional outbursts of the deranged nor do i ponder over their delusions but your post begs a response.

        Somalinimo we can leave that for bedtime stories. The Ethiopians Somalis who have suffered much since before 1960 and are held back in terms of health, education or basic infrastructure are today the AGGRESSORS? ONLF and Ina-iley are no different in my view i could care to distinguish the Lackeys from the Terrorists. They both have lived under occupation and continues to do so to date and should better far far better then is reflective in their daily behaviors towards other Somalis.

        Now do they even venture into Cisse territory? hell no because Cisse has a fully functioning state and they cannot risk anger the Cisse. Do they threaten the millions of Oroma that illegally roam Kilil, hell no they don’t. They have settled to harass the defenseless the poor and those that have shared the bulk of the years of painful occupation. The Ogadeen-Clan is sowing the seeds of their demise and i don’t care whether they acknowledge that or not. This is politics and i will not feel sorry for the cunts when everyone is Selling their backside to the highest bidder. Not much needs to be said only action against all who hail from the group!

        As for Somaliland it does not need to get embroiled in the deaths of a few Ethiopians Isaaqs. They reap what they sow for themselves and if they need to play the game then let them *ucking submit 5000 to the cause of defending their land so they can prevent their daughters from rape. How ignorant can you be when you declined to join the Liyu police upon it’s creation why come running to be saved now? The most that Somaliland can do is donate 5000 potential Tahriib victims to join the Liyu police instead of being raped in Libya, Greece or Italy where they don’t much care the difference between men or women.

        Somaliland functions like a Proper state above and beyond that expected of most African states. It’s people need to recognize the need to separate STATE-POLICY from ISAAQ-POLICY same way Majerteen and Mareehaan are not expected to argue regarding Ethiopian-Ogandeen issues nor feel the compulsion to intervene in Ogadeen conflicts and concerns.

        IF anyone is to blame for the lack of power or will of Somaliland to take action to have a stronger foreign policy against those who are anti-Somali in this world then i would lay my blame at the doors of those who have beaten the drums of anti-somaliland since 1960, politically, militarily, economically or emotionally…

        In terms of long term foreign policy the day a conflict erupts between ONLF(terrorists) or LIYU(Lackeys) and perhaps Oroma or Amhara i will cheer for the enemy of my enemy. Somalinimo is dead, walaltinimo has lost it’s value and Ixtiraam for Neighbors is do as they do unto you… Personally i am all for getting as much arms to Oroma as is possible train the 100,000 that beg in Hargeysa to go back to liberate their land from Ogadeen. As for the Ethiopian Isaaq they will get medication and bullets but must defend themselves with their own muscle and form their own version of Security HAWD OGADEEN U DIID [HOUD]… A hand full of young men can lay waste to LIYU who in it for the money small groups that can do hit and run and ambush them where ever they catch this LIYU cunts.

        It is either join them or get armed and join [HOUD]. Waa sidaa and ingu personally umaba daba fadhiisto nin Dayusbaro joga caqli Dameernimo ka muuqata KAYSE… No offence Nacasyahow.

          hopefully somalis in kililka shahad regardless of their Qabil will sort out their differences, mutual understanding and cooperation in the region Insha’allah. it’s sad how constantly Ethiopia mingling Somali affairs.
