Djibouti /France: Funding agreement for the proposed FSP

DJIBOUTI(SomalilandPress)–The Minister of Foreign Affairs and International Cooperation, Mahmoud Ali Youssouf, and France’s ambassador to Djibouti, Mr. René Forceville, endorsed today the signing of a financing agreement amounting to 400,000 euros, equivalent to 100 million of our francs.
The signing ceremony was attended by the national director of civil defense, Colonel Moussa Robleh, the director of the prison, Saleh Djama, the first counselor of the Embassy of France, Jacques Biau, the Homeland Security attaché of the Embassy of France, Colonel Timothy Lawrence, the adviser of cooperation and cultural action, Denis Soriot.
Indeed, this funding will be injected into the draft Priority Solidarity Fund (FSP), will contribute to the modernization of three structural and operational entities, namely the National Police, Civil Protection and the prison administration.
We note in passing that the priority solidarity fund will strengthen the operational capacities of the national police, mainly in the field of police and especially the criminal procedure and forensic science.
About civil protection, the objective is to establish a center for handling alerts to ensure the centralization of information from the various relief centers and sending means responsive, even in the event of occurrence of an emergency or disaster, in conjunction with other administrations. Furthermore, it is also expected to strengthen professional skills of firefighters, through a number of formations in the FSP.
Regarding finally the prison, the project aims to develop an individualized tracking file of detainees and the inclusion of their rehabilitation in order to obtain a reduction in recidivism and strengthen the ability prison staff and the judge the execution of sentences in the exercise of their functions.
Recall that the draft Priority Solidarity Fund (FSP) begins in the 4th quarter of 2011 and will take place over three years.

Though 400,000 euros is not much money, I hope the president's wife and her brother do not ensconce the money and move it to where else but Harygesa. She and her brother are well known shakedown artists who have stolen millions of dollars of public money.
