CPJ calls on Somaliland president to end press crackdown

Dear President Ahmed Mohamoud Silanyo,

We are writing to express our alarm over deteriorating conditions for independent journalists in Somaliland. The Committee to Protect Journalists has monitored 58 cases of journalist detentions by authorities since the beginning of the year. We urge you to use your office to reverse this trend of harassment and uphold your 2010 election campaign pledge to respect and improve freedom of the press.

During a weeklong visit to your country in April alone, CPJ documented the arbitrary arrests and brief detentions of reporters from Yool and Ogaal newspapers and broadcaster Royal TV. These three cases are part of a broader pattern of authorities arresting journalists without charge to block them from covering sensitive issues or as retribution for past critical reporting. In the few cases where authorities have sought legal charges, criminal defamation has been used where civil remedies should be sought, according to the Somaliland Lawyers’ Association. While these detentions are often short-lived, they are sometimes brutal and always designed to intimidate the press into silence. In February, police arrested online reporter Mohamed Abdirahman in the northwestern town of Borama and beat him so severely that he had to travel outside the country for treatment, according to local journalists and news reports. No officers were reprimanded for the attack and no official charges were presented against the reporter, according to local journalists. We urge you to call publicly for an investigation into the beating and to ensure that those found responsible are punished.

While deeply concerned about detentions, we note with encouragement pledges by your government to table this month the Broadcast Bill, which would allow private radio broadcasters and a press ombudsman. A genuine parliamentary review of this legislation, in consultation with media representatives, would support your campaign promises to liberalize the airwaves and permit independent radio stations.

Mr. President, the fair and credible elections that brought you to power represented a momentous achievement for democracy in the region and the continent as a whole. CPJ calls on you to set a further example by ensuring that Somaliland’s independent media are allowed to operate freely and without intimidation.

    I firmly believe in freedom of the press. It is an essential and paramount that we do not supourt attacks on journalists just because we don't like what we see or hear? At best we should try to reply and uphold our own believes by insisting they represent all sides. I am not threatened by the media as a Somalilander and infact I see them as an integral means to our freedom.

    I think that the media has its responsible role to play. In Somaliland usually these cited media yool, ogaal,qarannews and many individuals publish false, derogatory,and demonizing unethical
    materials against the president, his family circles, his tribes kinship in both the public and private
    sectors, 24/7 using the same improper abuses. The Somaliland Govt leadership is always
    tolerant to such irresponsible media but take measures to keep the National security working
    as it should and keep the country's peace and stability functioning as it should under the
    law. I don't know what this CPJ is upto, but I don't envisage that the Govt. of Somaliland has been
    a crack down on the bad media which actually bear the blame at all levels.

      The reality on the ground is Somaliland's press freedom is second to none….even if you compare Western Press freedom against Somaliland's…this tiny country's laws and tolerance stands tall. Each and everyone of these cases,and media groups as you rightly pointed out had intentionally broken and undermined the laws of the land. The independent court system and authorities have the right to uphold and enforce the laws of this nation. Had what these media committed been done in any Western nation, their behind will be in jail and in courts or even worst. Media is bound by rules and laws that respect their freedom, but ensure the public good, otherwise they will run a mock and abuse their power. We have seen what the British Media has done.

      It looks like, there seem to be regulars here who comment on every thing in this website everyday and want to tarnish the image of Somaliland. I would urge them to tackle the countless problems in their Pirateland and so called Somalia. The fact that this things can be discussed in any of Somaliland's media and public forums is testiment to Somaliland's track record regarding freedom of speech and democracy. Do this is Pirateland (Puntland) or anywhere else in Somalia….you will be shot and killed period,

    I personally wrote to CPJ regarding the five or so journalists held illegally in Hargeisa, Berbera and Borama. I'm glad the issue is out and CPJ got the backing of such names.

Somaliland is the only country on the horn of Africa that respect its peeople and the media. if the so called reporters wrote the garabage they write about the government of the region, they will be dead. So those people who are make Somaliland and it government as the bad guys are clueless.

The so-called journalists in Somaliland are to blame whatever hiccups that occurs from time to time. We don't need this pull shit, from CPJ, because there are important things that they should talk about.

    Somaliland is democratic state, and stupid journalists who cry loud for every trivial thing are the problem and source of this report. They don't care about their country, like Kayse and others who are here to discredit the Best Kept Secret in Africa.

    I want to notify your organization and all concerned bodies that the government in Hargeisa has taken two independent reporters into custody on Tuesday morning during they covering of a major land dispute confrontations that left scores dead.

    They are Mohamed Abdi Urad (editor) and Khadar Hayan Hassan (camera man) of Yool newspaper.

    Anything illegal will be notified. I have also written to the British government and their respond was they are plan to investigate the militia that Silanyo used against the civilians who are receiving British taxpayers money.

    In this technological age, no does not need a megaphone nor a gun to make some noise and bring the world's attention to pressing issues. All you need is documentation, dates, when, where, how and who and just your Laptop as well as photos or even a video.

    What will Silaanyo do now?

    Mr. J. Simon, to begin with the journalism is an industry that requires knowledge and wisdom, and our journalist are lacking both. There is no single journalist in Somaliland who studied journalism in Somaliland except one, and that is the problem we face with them. Don't think everything they say is correct, and furthermore, they cannot differentiate what is allowed in journalism and what is not, but hungry to report anything that comes on their way. We are building a country here, and most of what they report is instigation and tribal slogans that we need to avoid. Therefore, you better check what exactly the complainants are and the action taken by whoever they are complaining from.

    The situation in my country is not the one that you have in the West, and we are trying to build a fragile peace, and you should not treat us, like those country in Europe or America. Don't take anything they report to you final, but investigate and find the truth.

    With or without complain from CPJ and Kayse, free press and freedom of speech is something the government should not mess up with. No citizen should be harassed or mistreated by the government for whatever reason.

    If anyone breaks the law, he/she should be legally prosecuted, if found innocent, the government should be sued and the defendant compensated.

    I know most of our journalist are not up to the job and some of them go out of the way, but the way the government has been dealing with journalist recently is not right.

    I agree with Omer Hussein in Somaliland journalism is required more than anything lack of the basic journalism ethics and knowledge will endanger the peace and the stability of our country. ignorant clan leaders are misusing the free media and instigating hate, some clan leaders by ordering the authority to aarrest the mps and the individuals who express their view about the injustice that is wrong such instigation should not be released. Who shot the judge? gussing and punsishing innocent individuals is injustice and collective and tribal instigation is what cause the collapse of Somalia state. so the media and those reporting should be hold accountable for everthing they reporting that causes instability.they sould seek knowledge this field is a profession just like a doctore. you cant operate a heart patient with no knowledge.

    Before anyone make a judgement one listens to both sides. Journalist in Somaliland are not journalist in the real sense of the word. One simple reason they are not trained. To be a journalist in Somaliland just take a mike and a paper Id and write what you want. If you want to see what is the problem see what these people are writing in the daily news papers. They are an professional, untrained and could influence with 20 bucks to write anything you want. I think inorder to over come this problem, this profession needs to have standards.

    Blaming the journalist is not a good start. See how much 'Omer Hussein' is inlove with the regime? He sees nothing else but his uncle Silaanyo.

    If the journalists are not trained that's because there are no proper schools in Garadagland. Whose fault is that? Name one school where journalists can study or under take education?

    Journalists from Mogadishu are far better and I will tell you why. First they have number of schools there that train journalists secondly unlike Garadagland, their committee is widely recognized and funded by governments, agencies and other journalism networks.

    Garadag's self isolation should not be blamed on the very few trying to report and keep the Council in check.

    Many so called journalists in Hargeisa do not like me because the way I criticize the Council but at the same time when their Council turns on them, I write to all kind of people to have them released.

    I do not blame them because Silanyo and his people are keeping everyone in the darkness and isolation.

    Keep trying reporters, keep doing what you love. Mogadishu based reporters won many awards, they take bullets every day, in Hargeisa they all scared to speak of the truth even though the place isn't as dangerous as Mogadishu. WHY? it all comes down to ethnic, training, passion and professionalism.

    Mogadishu wa dad tagay. Hargeisa is busy looking at the clouds to see if Haji Ixtiiraaf will show up like the gu (summer) rains.

    The same way you went abroad for better education and life, northern Somalis will today seek their fellow Somalis in the south to seek if they could join hands for a better Somalia for all.

    While your living in comfort somewhere in the West, Middle East or beyond, do not expect them to waste their lives from another twenty years.

    You give them your passports and return back and make yourself at home among the trash.

    In life everyone wants bread, water, peace and the good life—no one cares about Somaliland or Haji Ixtiraaf.

    Everyone will abandon Silaanyo, maybe he will arrest his in-law aka Somaliland.org mohahahahaha

    This just gets to show what the S/l goverment does! NOTHING, they waste the British tax payers money on khat. I haven’t heard anything that has been made available except for the free 10cent education system. I think that a dream that CANNOT be achieved, even more impossible than somaliweyn is Somaliland.

    In REALITY the only thing that the silanyo goverment is good for is trying to act like a REAL goverment.
    I dare you guys to visit s/l its going to be like the siad barre regime where he favoured a clan more but did not show it. and where he put all his work in one city! ie mogadiishu but in silanyo’s case (hargeisa).
    Its going to fall without reognition, IF you dont believe me, go and see it for yourselfs, go to laascaanood or boramo and see if it is built like burco or berbera? FACE THE FACTS!

And if you doing that to anoy Somalilanders you succeeded. but you also succeeded to secure them rath and my animosity. There are no good old days before the seperation. I mean all other Somali TV STAFF UR PROGRAME is very poor and have no a good sense of humour.what makes a good team member?.A GOOD communication skill flexibility,ability to adopt to Change, Ability to co-operate with other community body language.Somaliland Journalist need a brain wash in order to cope with the world journalism .they have a wimp charactor, due lake of journalism skills. they never understand president or government embedded respect. if ur A press skilled person u most have a sense of respect to UR Government , do not speak or rase your voice about tribal sense. you have to avooid verbal orders ,that disqualify ur journalism bussiness. always adhere rules and regulation that makes u well respected journalist. but if u nock every door than u r below respect and never respect by the customers.tks

    Lack of education due to the isolation you have created is no reason to be behind bars. This Somaliland project is flawd, you will go to prison because they denied you quality education because of them being stuck on the past. You will go to prison for being hungry because the would refuses to recignize two subclans as government.

    These reporters must be released immediatly this is no better than Siad regime but atleast during Siad there was quality education and life. Silanyo is broke he cant relocate from Morgan's house who was just a general. A general in Somalia then lived a better life than a northern "president". Ordinary life has became worse too.
